미 공화당 ‘대통령 통치 강화’ 민주당 ‘두려움없이 살기’ 정책 대결
미 공화당의 ‘프로젝트 2025’의 강경보수 전략에 맞선 민주당에서 ‘프로젝트 프리덤(Project FREEDOM)’을 25일 발표했다.
ABC는 이날 “민주당 지도자들의 단체는 '프로젝트 프리덤‘에 대해 ’Freedom to Live‘는 흑인 사회가 ‘두려움 없이 자유롭게 살 수 있어야 한다’는 생각에 기반을 두고 있다”면서 “프로젝트 2025는 도널드 트럼프 행정부 인사 20여 명과 동맹국 인사 20여 명이 작성했고, 보수 싱크탱크인 헤리티지 재단이 주관했으며, 100개 이상의 추가 단체가 지원하고 있다”고 밝혔다.
ABC 뉴스가 처음 보도한 이 계획은 미국의 4개의 주요 격전지 지역에서 흑인 유권자들을 참여시키기 위해 고안됐으며 미시간, 노스캐롤라이나, 라스베이거스, 펜실베이니아 트라이스테이트 지역에서 타운홀, 커뮤니티 행사, 디지털 캠페인, 전화 은행을 통해 유색인종 유권자를 동원하는 것을 목표로 한다고 밝혔다.
주최측은 프로젝트 프리덤이 “삶의 자유, 학습의 자유, 투표의 자유, 번영의 자유라는 네 가지 기둥에 기반을 두고 있다”며 “지도자들은 프로젝트 프리덤이 11월 선거를 앞두고 유권자들에게 민주당을 위한 실질적인 정책 의제를 제공하는 것을 목표로 하며, 이는 프로젝트 2025와 명확하고 정확한 대조를 이루는 것”이라고 ABC에 말했다.
앞서 ABC가 공개한 공화당의 프로젝트 2025 전략은 트럼프 전 대통령이 지지해온 교육부 국토안보부의 연방기관 해체와 교통안전국(Transportation Security Agency) 포함한 다른 기관들을 민영화하고 행정부에 대한 대통령의 통제 확대를 명시했다.
ABC는 ‘프로젝트 2025’의 첫 섹션 제목이 <정부의 고삐를 잡다>에서 “현대 보수당 대통령의 임무는 미국 국민을 대신해 행정부를 제한하고, 통제하고, 지시하는 것"이라고 보도했다.
민주당의 ‘프로젝트 프리덤’에 대해 ABC는 “주최 측은 미국 상원에서 공화당 의원들에 의해 지연된 조지 플로이드 치안 유지법(George Floyd Justice in Policing Act)의 통과를 촉구하고 있다”고 밝혔다.
교차 사회정의 단체인 언틸 프리덤(Until Freedom) 창립자 인타미카 말로리(Tamika Mallory)는 ABC에 "유권자들이 투표장에 가도록 진정으로 참여시키는 방법은 우리가 단지 축하 투표를 하러 가는 것이 아니라는 것을 그들이 확실히 알게 하는 것"이라며 “우리의 요구사항들을 가득 짊어지고 투표장에 갈 것이며, 소득 불평등으로 고통받는 사람들, 교육 시스템의 문제로 고통받는 사람들, 소냐 매시가 일리노이주 스프링필드 경찰관에게 얼굴에 총을 맞고 있는 비디오를 방금 본 사람들에게 정체성 정치 메시지를 만들 것"이라고 말했다.
보수당 행정부를 이끌기 위한 전략집단의 정책들을 담은 ‘프로젝트 2025’는 922페이지 분량에서 ‘기후 변화’ 관련해 차기 대통령에게 “재생 가능 에너지에 대한 연구 및 투자에 대한 연방 예산을 삭감”과 "석유와 천연가스와의 전쟁을 중단하라"고 촉구했다.
ABC는 “이 프로젝트는 기후 변화 예방 이니셔티브를 폐지하고 없애는 것을 목표로 하며, 탄소 감축 목표를 대체하여 화석 연료 에너지 생산과 ‘에너지 안보’의 사용 확대를 요구해 트럼프의 공식 어젠다 47호와 일치한다”며 “트럼프는 어젠다 47호에서 미국을 ‘세계 1위의 석유 및 천연가스 생산국’으로 만들 계획이라고 밝혔다”고 보도했다.
민주당의 ‘번영할 자유’(Freedom to Thrive)에 대해 ABC는 "자녀 세액 공제(Child Tax Credit)의 확대, 인플레이션에 부응하기 위한 연방 최저 임금 인상, 전국 저소득 지역사회의 보편적 기본소득(Universal Basic Income)을 위한 파일럿 프로그램"이라며 “‘학습의 자유’(Freedom to Learn)는 학자금 부채 탕감과 공립학교에서의 미국 흑인 역사 보호를 포함한 교육에 중점을 두고, ‘투표의 자유’는 투표권을 강화하고, 존 루이스 투표권 증진법(John Lewis Voting Rights Advancement Act)의 통과를 촉구하며, 미국 대법원을 재구성하는 데 초점을 맞추고 있다”고 밝혔다.
‘프로젝트 프리덤’를 창립한 젊은 유권자와 유색인종 유권자 위한 카이로스 민주주의 프로젝트(KAIROS DEMOCRACY PROJECT) CEO인 마이클 블레이크는 성명으로 "우리의 민주주의는 '타자성'을 감지하는 모든 사람들 위에 자신을 올려놓는 인간과 정치 기계에 의해 포위당하고 있다"고 ABCd에 말했다.

US Republican Party ‘Strengthening Presidential Rule’ Democratic Party ‘Live Without Fear’ Policy Confrontation
The Democratic Party announced ‘Project FREEDOM’ on the 25th to counter the hard-line conservative strategy of the US Republican Party’s ‘Project 2025’.
On that day, ABC reported that “The Democratic Party leaders’ group said about ‘Project Freedom’ that ‘Freedom to Live’ is based on the idea that the black community ‘should be able to live freely without fear’” and that “Project 2025 was written by about 20 members of the Donald Trump administration and about 20 members of its allies, and was hosted by the Heritage Foundation, a conservative think tank, and is supported by more than 100 additional organizations.” The plan, first reported by ABC News, is designed to engage Black voters in four key battleground states across the country, and aims to mobilize voters of color through town halls, community events, digital campaigns and phone banks in the Tri-State area of Michigan, North Carolina, Las Vegas and Pennsylvania.
Project Freedom is “based on four pillars: freedom to live, freedom to learn, freedom to vote and freedom to thrive,” organizers told ABC, adding that “leaders say Project Freedom aims to provide voters with a substantive policy agenda for the Democratic Party ahead of the November election, which is a clear and concise contrast to Project 2025.”
The Republican Party’s Project 2025 strategy, previously revealed by ABC, outlines the dismantling of federal agencies supported by former President Trump, including the Department of Education and the Department of Homeland Security, privatizing other agencies including the Transportation Security Agency and expanding presidential control over the executive branch. ABC reported that the first section of Project 2025 is titled “Taking the Reins of Government,” and that “the job of the modern conservative president is to limit, control, and direct the executive branch on behalf of the American people.”
ABC reported that the Democratic Party’s “Project Freedom” is “urging the organizers to pass the George Floyd Justice in Policing Act, which has been stalled by Republicans in the U.S. Senate.”
“The way to really engage voters and get them to the polls is to make sure they know that we’re not just going to vote to celebrate,” Tamika Mallory, founder of Until Freedom, an intersectional social justice group, told ABC. “We’re going to the polls with our demands full of people, and we’re going to make an identity politics message to people who are suffering from income inequality, people who are suffering from problems in the education system, people who just watched the video of Sonya Massey getting shot in the face by a Springfield, Illinois police officer.” Project 2025, a 922-page document outlining the policies of a strategy group to lead a Conservative administration, calls on the next president to “cut federal spending on research and investment in renewable energy” and “stop the war on oil and natural gas” in relation to “climate change.” ABC reported that “the project aims to repeal and eliminate the Climate Change Prevention Initiative, and replace carbon reduction targets with expanded use of fossil fuel energy production and ‘energy security,’ which is consistent with Trump’s official Agenda 47,” adding that “Trump stated in Agenda 47 that he plans to make the United States the ‘world’s largest producer of oil and natural gas. ’” ABC said the Democrats’ Freedom to Thrive would “expand the Child Tax Credit, raise the federal minimum wage to keep up with inflation, and pilot programs for a Universal Basic Income for low-income communities across the country,” while Freedom to Learn would focus on education, including student debt forgiveness and protecting Black American history in public schools, and Freedom to Vote would focus on strengthening voting rights, pushing for passage of the John Lewis Voting Rights Advancement Act, and reconstituting the U.S. Supreme Court.” Michael Blake, CEO of the Kairos Democracy Project, a youth and voters of color advocacy group that founded Project Freedom, told ABCd in a statement that “our democracy is under siege by humans and political machines who place themselves above anyone who senses ‘otherness.’”
