윤석열 대통령이 ‘북한주민에 자유 확산’을 선언한 광복절 기념사에 대해 김태효 안보1차장이 한미일 정상이 합의한 캠프 데이비드 선언에서 '자유 평화로운 통일 한반도'를 '자유 평화 통일 지지‘로 변조했다.
김 차장이 직접 연결한 캠프 데이비드 선언은 “자유롭고 평화로운 통일 한반도에 한미일 정상이 지지”이고 “북한과 대화”과 기본 전제라서 완전히 다르고 격차가 크다.
김 차장은 "한반도의 자유롭고 평화로운 통일을 지지하는 캠프 데이비드 선언과 8·15 통일 독트린은 서로 맞닿아 있다"고 KBS뉴스에서 16일 말했다.
한미일 정상은 2023년 8월 공동성명으로 “민주주의 증진 인권 보호 공조 강화”와 “자유롭고 평화로운 통일 한반도를 지지한다”고 선언했고, 김 차장은 이를 “한반도의 자유롭고 평화로운 통일 지지”로 변조했다.
'캠프 데이비드 정신:한미일 정상회의 공동성명'(The Spirit of Camp David:Joint Statement of Japan, the Republic of Korea, and the United States)은 <한미일은 우리 공동의 노력을 조율해 나가고자 하며, 이는 우리 3국 간 파트너십이 모든 우리 국민들과 지역, 그리고 세계 안보와 번영을 증진시킨다>며 <우리는 민주주의를 증진하고 인권을 보호하기 위한 공조를 강화할 것>이고, 결론으로 <한미일의 5억 명 국민들이 안전하고 번영하는 자유롭고 열린 인도-태평양이 우리의 공동의 목표가 될 것>을 선언했다.
선언은 이어 <한미일은 북한과의 전제조건 없는 대화를 재개한다는 입장을 지속 견지한다 . 우리는 북한내 인권 증진을 위해 협력을 강화할 것이며, 납북자, 억류자 및 미송환 국군포로 문제의 즉각적 해결을 위한 공동의 의지를 재확인한다. 우리는 대한민국의 담대한 구상의 목표에 대한 지지를 표명하며, 자유롭고 평화로운 통일 한반도를 지지한다>고 ‘북한과 대화’와 ‘자유롭고 평화로운 통일 한반도 지지’로 명기했다.
한미일 정상회의는 당시 캠프데이비드에서 ‘북한에 완전한 비핵화’에서 “북한과 대화’에 대해 3국 정상 합의했고, ‘자유 통일’과 완전히 다르게 ‘통일 한반도’로 인한 인도태평양 안보 번영 체제제에서 ‘자유롭고 평화로운 통일 한반도 지지’로 최종 명시했다.
윤 대통령의 15일 광복절 선언은 ‘한반도 자유 통일 주도’에서 부터 ‘북한 주민에 자유 확산이 광복’으로 규정하고, ‘북한 정권에 대한 무기력화 전략’이 핵심이며, 이는 캠프 데이비드에서 서명한 ‘자유 평화 통일 한반도’와 충돌한다.
윤 대통령은 이날 북한과 갈등이 커질 선언 내용인 <한반도의 자유 통일을 주도해야>부터 <북한 주민들이 자유 통일 강력히 열망하도록> <북한 주민들이 자유의 가치에 눈 뜨도록 만드는 일>을 선언하면서, 이와 상반되는 <남북대화의 문은 활짝 열어놓겠다>와 <오늘, 남북 당국 간 실무차원의 ‘대화협의체’ 설치 제안한다>고 ‘남북대화’를 밝혔다.

김 차장은 특히 민간 단체의 대북 전단 살포에 대해 "효과나 빈도 같은 것을 정부와 소통을 잘한다면 좋지 않겠나"라며 "그들의 자율성을 존중하고 있지만, 남북 관계에 불필요한 긴장 요인이 있어선 안 되겠다는 생각"이라고 ‘사실상 허용 지원 정책’을 밝혔다.
김영호 통일장관은 ‘8.15 통일독트린’에 대해 “북한도 우리 정부의 제안에 대해 신중하게 검토할 것으로 생각한다”며 “국내에 자유 가치 확고히하고, 북한 주민의 자유 통일 열망 촉진과 자유통일에 대한 국제적 지지확보가 3대 핵심 전략”이라고 '국내 자유 가치 확고하게' 전략을 MBC에 16일 밝혔다.
이재명 민주당 대표 후보는 이날 “윤석열 정권은 역사의 전진을 역행하고 있다”며 “우리 국민의 민생엔 ‘거부권’을 남발하면서 일본의 역사 세탁엔 앞장서 ‘퍼주기’만 한다”고 ‘친일’에만 초점을 맞추고 윤 대통령의 핵심 발언인 북한 '자유'와 미국 바이든 체제와 충돌하는 '대화보다 자유확산 전략' 부분에 대해 전혀 언급하지 않았다. kimjc00@hanmail.net

In response to President Yoon Seok-yeol’s Liberation Day speech declaring ‘freedom to the North Korean people,’ First Vice Minister of National Security Kim Tae-hyo altered the Camp David Declaration agreed upon by the South Korea-US-Japan leaders to ‘support for free and peaceful unification.’
The Camp David Declaration directly linked by Vice Minister Kim is “support for a free and peaceful unification of the Korean Peninsula by the South Korea-US-Japan leaders,” and is completely different and has a large gap as its basic premise is “dialogue with North Korea.”
Vice Minister Kim said on KBS News on the 16th, “The Camp David Declaration supporting the free and peaceful unification of the Korean Peninsula and the August 15 Unification Doctrine are intertwined.”
In a joint statement in August 2023, the South Korea-US-Japan leaders declared “strengthening cooperation to promote democracy and protect human rights” and “supporting a free and peaceful unification of the Korean Peninsula,” and Vice Minister Kim altered this to “support for the free and peaceful unification of the Korean Peninsula.” The Spirit of Camp David: Joint Statement of Japan, the Republic of Korea, and the United States states that “the United States, Japan, and the Republic of Korea seek to coordinate our common efforts because our trilateral partnership enhances the security and prosperity of all our peoples, the region, and the world,” and that “we will strengthen our cooperation to promote democracy and protect human rights,” and concludes that “a free and open Indo-Pacific where the 500 million people of the United States, Japan, and the Republic of Korea are safe and prosperous will be our common goal.”
The declaration continues by declaring that “the United States, Japan, and the Republic of Korea continue to maintain our position of resuming dialogue with North Korea without preconditions.
We will strengthen cooperation to promote human rights in North Korea, and we reaffirm our common commitment to the immediate resolution of the issues of abductees, detainees, and unreturned prisoners of war.” We express our support for the goal of the bold vision of the Republic of Korea and support a free and peaceful unified Korean Peninsula> and stated it as ‘dialogue with North Korea’ and ‘support for a free and peaceful unified Korean Peninsula.’
The Korea-US-Japan summit agreed among the three leaders at Camp David at the time on ‘complete denuclearization of North Korea’ and ‘dialogue with North Korea,’ and completely different from ‘free unification,’ it was finally stated as ‘support for a free and peaceful unified Korean Peninsula’ in the Indo-Pacific security and prosperity system due to a ‘unified Korean Peninsula.’

On the 16th, Vice Minister of National Security Kim stated that the Camp David Declaration in support of free and peaceful unification of the Korean Peninsula and the August 15 Unification Doctrine are intertwined, which is interpreted as a packaging to match the formality of Camp David, rather than an actual ‘proposal for inter-Korean dialogue.’
