비건 “한미가 북한에 ‘인도태평양 편입’ 시도”

북미협상을 주도했던 비건 미 국무부 부장관이 한국과 북한에 대해 ‘인도태평양 편입’과 ‘한국과 협력해 투자유치’를 시도했다고 밝혀 대중국 견제전략에 북한의 편입 시도 전략에서 ‘종전선언’이 구사된 것으로 밝혔다.

비건 부장관은 <“우리는 북한이 탄도미사일과 핵무기, 화학·생물학무기를 포기하면 북한의 안전을 보장하는 인도·태평양 지역에 편입될 것이라고 했다”며 “이를 위해 종전선언 협상, 군사적 신뢰 구축, 군사훈련 참관, 군사 교류는 물론이고 궁극적으로 관계 정상화를 위한 외교 연락사무소를 워싱턴과 평양에 설치하는 방법들까지 있었다”고 했다. 또 “한국과 협력해 (북한에 대한) 투자 유치, 인프라 발전, 식량안보 증진, 김정은 북한 국무위원장이 북한 주민들에게 약속한 번영을 가능하게 하는 경제 교류와 무역도 제공하려 했다”고도 했다.>고 아산정책연구원에서 말한 것으로 동아일보가 보도했다.

비건 부장관은 “한미동맹은 인도·태평양 지역 민주주의의 닻(anchors)”이라며 “한미동맹은 범인도태평양(Pax Indo-Pacifica)으로 발전할 수 있다”고 말하며, “한미는 북한에만 초점을 맞추는 것을 넘어 주권 국가들이 강압을 받지 않는 자유롭고 열린 인도·태평양 지역을 발전시키는 데 공통의 이해관계가 있다”고 밝혀 대북 전략이 한미동맹에 의한 중국 위협 공동대응에서 북한을 인도태평양전략에 끌어들이기로 진행됐음을 시사했다.

비건 부장관은 북미협상 결렬에 대해 “지난해 하노이 북-미 정상회담의 문제점은 안타깝게도 (북한) 협상팀이 비핵화를 논의할 권한과 능력이 없었다는 것”이라며 “정상회담 여건을 마련하기 위해 그 전에 동의할 수 있는 진전 방안을 실무진이 만들어내는 것이 중요하나, 우리는 그러지 못했다”며 “이것이 2년 반의 교훈”이라 밝혔다.

청와대 안보실 평화기획비서관이던 최종건 외교1차관은 비건 부장관과 10일 광화문의 식당에서 저녁식사에 소주 맥주로 건배했고, 외교부는 사전에 이 식당을 통째로 빌렸으며 두 사람이 술잔을 부닥치는 건배 장면을 언론보도용 홍보자료로 배포했다.
