미국 러시아 양국간의 협상 조건 합의에서 우크라이나는 참석이 배제됐으며 전쟁 발발 원인인 ‘나토가입 철회’가 포함된 것으로 보인다.

트럼프 대통령의 12일 트루스소셜 글은 ‘푸틴과 통화로 ’미국-러시아‘ 양자 협상 시작 합의’이고, 푸틴 이후 통화한 젤렌스키와의 내용에서 ‘협상 시작 합의’는 없으나 대부분 한국 언론들은 ‘트럼프 주도 3국 정상 통화에서 협상 즉시 시작 합의’로 보도했다.

AP는 “트럼프 대통령은 푸틴 대통령과 1시간 넘게 통화하면서 ‘우리가 평화를 이루는 길에 있다고 생각한다’고 말했고 이후 젤렌스키 우크라이나 대통령과 통화했지만, 우크라이나가 미국과 러시아와의 협상에 동등한 참여자가 될 것인지에 대해서는 확답하지 않았다”고 12일 밝혔다.

AP는 <트럼프는 우크라이나에 대한 미국 정책 뒤집고(upend) 자신과 푸틴이 전쟁을 끝내기 위한 회담 시작하기로 합의했다고 말했다> 제목에서 <트럼프 대통령은 가까운 시일 내에 푸틴 대통령과 "아마도" 직접 만날 것이라고 언급하면서, 사우디 아라비아에서 그런 일이 일어날 수 있음을 시사했다>고 미-러정상회담과 우크라이나간의 분리로 밝혔다.

트럼프 대통령은 기자들이 ‘우크라이나가 평화 협상에서 동등한 회원국이 되는 것’에 대한 구체적 질문에 "흥미로운 질문이다. 나는 그들이 평화를 이루어야 한다고 생각한다"고 대답했다.

AP는 우크라이나가 서방 성향으로 변하기 위해 요구해 온 나토 가입에 대해 “열망에 대한 또 다른 타격으로, 피트 헤그세스 국방장관은 브뤼셀의 나토 본부에서 우크라이나에 나토 가입은 비현실적이라고 말했다”고 밝혔다.

트럼프는 이(나토가입 반대) 발언에 대해 나중에 "나는 개인적으로 그것을 갖는 것이 실용적이지 않다고 생각한다"며 “가능성이 없거나 비현실적이다. 아마 그럴 것 같다"고 말했다고 AP가 밝혔다.

우크라이나는 트럼프의 러시아와 협상에 앞서 우크라이나의 광물 산업을 개발하는 대가로 미국의 군사 원조를 계속하는 거래를 제안했다.

트럼프는 원조가 계속 유입될 것이지만 푸틴과 통화에 앞서 스콧 베센트 재무장관이 우크라이나를 방문했고, 이날 발언으로 미국이 우크라이나에 희토류와 석유 및 가스에 접근할 수 있다는 서면 보증을 받기 위해 노력하고 있다고 시사했다.

이날 통황에 대해 “트럼프가 푸틴과 대화한 것은 워싱턴과 모스크바가 우크라이나 정부를 우회해서 우크라이나 전쟁을 끝내기 위한 협상을 타결할 수 있다는 잠재적인 극적인 신호를 보냈 것”이라며 “그렇게 해서 키이우가 어떤 결정에 전적으로 참여할 것이라고 완강히 주장했던 바이든 행정부와 결별하는 것”으로 ‘바이든 뒤집기’로 밝혔다.

트럼프가 푸틴과 통화 직전 브뤼셀 나토본부에 국방장관회의 첫 회의에서 헤그세스 미 국방장관은 우크라이나의 2014년 이전 국경으로 돌아가는 것은 트럼프 대통령이 달성하고자 하는 우크라이나와 러시아 간의 평화 정착에서 "비현실적인 목표"이자 "환상의 목표"라며, 러시아가 점령한 모든 영토를 되찾으려고 시도하는 것은 "전쟁을 연장시키고 더 많은 고통을 야기할 뿐"이라 말했다고 뉴욕타임스가 12일 보도했다.

헤그세스는 이어 우크라이난 안보에 대해 "이는 나토의 집단방위 5조에 의거해 보호받지 못하는 '비(非)나토 임무'에 종사하는 유럽군과 비유럽군의 책임이 될 것“이라며 ”트럼프 대통령이 우크라이나의 나토 가입을 현실적인 평화 계획의 일환으로 지지하지 않는다“고 말했다.

헤그세스니가 발언한 첫 회의에는 우크라이나 국방장관이 참석했고, 13일 열리는 나토 국방장관회의에는 우크라이나가 배제됐다.

Trump and Putin agreed to negotiate by opposing ‘NATO membership’, the cause of Ukraine’s war, and excluding Ukraine’s participation in a phone call, but Korean media changed it to ‘immediate start of trilateral ceasefire negotiations.’

In the negotiation conditions agreement between the US and Russia, Ukraine was excluded from participation, and it seems that ‘withdrawal of NATO membership’, the cause of the war, was included.

President Trump’s TruthSocial article on the 12th said ‘Agreement to start bilateral negotiations between the US and Russia in a phone call with Putin’, and there was no ‘agreement to start negotiations’ in the conversation with Zelensky after Putin, but most Korean media reported it as ‘agreement to start negotiations immediately in the three-nation summit phone call led by Trump.’

The AP reported that after Russia invaded Ukraine in February 2022, the Biden administration, along with other NATO members, declared that joining the Western military alliance was “inevitable,” and Trump said of Russia on the 12th, “I said long before Putin came along, there’s no way they’re going to allow it,” adding, “They’ve been saying for a long time that Ukraine can’t join NATO. And I'm okay," he said, confirming his opposition to NATO membership.

Kremlin spokesman Peskov told reporters that day, "The Russian president supported one of the main propositions of the U.S. president that the time has come for our two countries to cooperate," adding, "The Russian president invited the U.S. president to visit Moscow. Ahead of Trump’s negotiations with Russia, Ukraine proposed a deal in which U.S. military aid would continue in exchange for developing Ukraine’s mineral industry.

Trump said the aid would continue to flow, but Treasury Secretary Scott Bessent visited Ukraine ahead of his call with Putin, and in his remarks that day, he suggested that the U.S. was working to obtain written assurances that Ukraine would have access to rare earths, oil and gas.

Regarding the situation that day, Trump said, “Trump’s conversation with Putin sent a potentially dramatic signal that Washington and Moscow could negotiate an end to the war in Ukraine bypassing the Ukrainian government,” and “by doing so, it breaks with the Biden administration, which has insisted that Kiev would be fully involved in any decisions.”

The New York Times reported on the 12th that at the first meeting of the NATO Defense Ministers' Meeting at the Brussels headquarters just before Trump's phone call with Putin, U.S. Defense Secretary Hegses said that returning Ukraine to its pre-2014 borders was an "unrealistic" and "illusory" goal for the peace settlement between Ukraine and Russia that President Trump is seeking to achieve, and that trying to reclaim all the territories occupied by Russia would "only prolong the war and cause more suffering."

Hegses went on to say that regarding Ukraine's security, "it would be the responsibility of European and non-European forces engaged in 'non-NATO missions' that are not protected by Article 5 of NATO's collective defense," and that "President Trump does not support Ukraine's entry into NATO as part of a realistic peace plan."

The Ukrainian Defense Minister attended the first meeting where Hegsesny spoke, and Ukraine was excluded from the NATO Defense Ministers' Meeting on the 13th. Hours after Hegseth’s Brussels remarks, Trump posted on social media, “We talked about our respective strengths and the great benefits that could come from working together someday,” adding, “But first, as we both agreed, we want to stop the millions of deaths in this war with Russia/Ukraine.”

The Times reported on Trump’s social media post, “In a social media post that equated the deaths of hundreds of thousands to millions, the two men ‘agreed to begin negotiations immediately’ to end the war.”

In his social media post, Trump listed Rubio, CIA Director John Ratcliffe, his national security adviser Michael Waltz, and his designated Middle East envoy Steve Witkoff as his negotiating team, but left out his own designated Ukraine envoy Keith Kellogg. Witkoff, who suddenly appeared as the Middle East envoy, made a dramatic visit to Moscow earlier this week to secure the release of Mark Fogel, an American teacher who had been imprisoned in Russia for more than three years, and fly him back to the United States on his personal plane.

When reporters asked about the complete exclusion of retired General Keith Kellogg, the special envoy for Russia-Ukraine relations, on the 12th, White House press secretary Caroline Levitt told reporters, “He remains an important part of this team and this effort, and he remains a ‘very’ important part of the administration,” and did not give a reason for the exclusion.

Reporters repeatedly asked whether President Trump had spoken with President Putin before the 12th, and the White House declined to comment.
