트럼프 정보기관장 이란핵무기 ‘미결정’에 충돌 전쟁개시 대립
트럼프 체제가 이란에 전쟁 개시를 두고 정보기관장의 이란핵무기 ‘미결정’ 보고에서 충돌하고 전쟁 개시에서 대립했다.
대통령에게 정보 일일 보고자이면서 모든 정보기관을 취합 관장하는 국가정보국(DNI) 툴시 개버드(Tulsi Gabbard) 국장이 3월에 ‘이란 지도자가 핵무기 개발 결정하지 않았다’고 보고한 데 이어 이달 초 일본 히로시마 핵무기 공포를 설명하는 3분 30초 동영상을 소셜 미디어에 게시한 것을 두고 “트럼프 대통령은 화가 났다”고 뉴욕타임스가 20일 보도했다.
개버드 국장은 영상에서 카메라를 향해 직접 말하면서 “핵전쟁의 위협이 여전히 남아 있다”면서 "오늘날 우리가 핵 전멸의 벼랑 끝에 그 어느 때보다도 더 가까이 서 있는 지금, 정치 엘리트들과 전쟁광들은 핵 강대국들 사이에 두려움과 긴장을 부주의하게 조장하고 있다"고 말했다.
트럼프 대통령은 그 영상에 대해 개버드 국장을 질책했다고 이 대화에 대해 브리핑한 두 사람이 NYT에 전했다.
트럼프 대통령은 영상에 대해 “‘핵 전멸’에 대한 개버드 국장의 논의는 사람들을 놀라게 할 것이며 관리들은 그것에 대해 이야기해서는 안 된다”고 말했다고 NYT가 보도했다.

이스라엘의 공습이 17일 시작된 후, 에어포스원의 한 기자는 트럼프 대통령에게 ‘이란이 핵폭탄 제조를 결정하지 않았다’는 개버드 국장의 3월 증언에 대해 물었다.

트럼프 대통령은 20일에도 비슷한 발언을 했다.
12개 정보기관의 최상위인 DNI의 대통령 일일 보고서 작성 사무실은 CIA 내에 있는 DNI 국장 사무실에 두고 있어 갈등이 고조됐다.
NYT는 “국가정보국장으로서 개버드 국장의 가장 중요한 업무는 대통령의 일일 정보 브리핑을 감독하고 전달하는 것이나, 이 브리핑은 실제로 CIA에 있는 그녀의 사무실에서 몇 마일 떨어진 곳에서 작성되었다고 이 문서를 작성하는 사람들 중 다수가 CIA에서 자세히 설명했다”고 밝혔다.
개버드 국장은 지난달 내부적으로 이 브리핑 제작을 리버티 크로싱(Liberty Crossing)으로 알려진 자신의 본사로 물리적으로 이전할 것이라고 발표했다.
그러나 행정부 내에서 몇몇 고위 관료들은 “트럼프가 사무실의 타당성에 의문을 제기하고 있는 시기에 그녀 자신의 관련성을 높이기 위한 방법으로 ‘브리핑 작성 사무실 이전 시도’ 보았다”면서 “다른 사람들은 비용이 많이 들고 실행하기가 어려운 결정”이라고 NYT에 말했다.

The New York Times reported on the 20th that Director of National Intelligence (DNI) Tulsi Gabbard, who is the president's daily intelligence briefer and oversees all intelligence agencies, reported in March that "the Iranian leader has not decided to develop nuclear weapons," and that earlier this month, she posted a 3-minute and 30-second video explaining the Hiroshima nuclear bomb scare on social media, saying, "President Trump was angry."
Speaking directly to the camera in the video, Gabbard said, "The threat of nuclear war remains," and "Today, as we stand closer than ever to the precipice of nuclear annihilation, political elites and warmongers are carelessly stoking fear and tension among the nuclear powers." President Trump chastised Gabbard for the video, two people briefed on the conversation told the Times.
Trump said of the video, “Ms. Gabbard’s discussion of ‘nuclear annihilation’ is alarming to people and that officials should not be talking about it,” the Times reported.
Gabbard, a Democrat who has criticized “foreign civil wars,” has privately raised concerns that “this could escalate into a war,” the Times reported.
Trump told reporters at the White House on Tuesday about Gabbard’s March testimony that “Iran has not decided to build a nuclear weapon,” telling reporters, “She’s wrong.”
After the video was posted, Trump told Ms. Gabbard that he was disappointed in her and wished she had used better judgment, one of the two people briefed on the conversation told the Times. Trump told Gabbard that he believed she was “using her time to work for him so she could run for higher office,” one of the people briefed on the meeting told the Times, adding that if she wanted to run for president, “she shouldn’t be in the administration.”
The officials said there was no doubt that Gabbard’s position was weakened and she was cornered, but few in the Trump administration wanted to see her go, the Times reported.
Some said she had her fans, while others worried about who could replace her.
Two officials told the Times that Trump’s anger over the video had subsided and relations were back on good terms. According to multiple sources, Gabbard continues to brief the president regularly and has spoken frequently with CIA Director John Ratcliffe, who was initially expected to replace Gabbard in the early days of the Trump administration, the Times reported.
“The president needs someone to give him the right intelligence, whether he likes it or not,” Daniel L. Davis, an analyst at Defense Priorities, a think tank that advocates a restrained foreign policy, told the Times. “If you put someone else in there, they’re going to tell him what they want to hear.”
For a time, at least, Gabbard’s preferred “foreign policy restraint” seemed to be gaining traction this spring.
In White House discussions on Israel and Iran, Gabbard raised the range of possible consequences of an Israeli attack on Iran, saying it could trigger a larger conflict that would draw the United States into it.
Vice President J.D. Vance has also been skeptical of military intervention at times, making similar arguments.
The New York Times reported that “Vice President Vance was among those who supported Trump’s initial impulse to try to negotiate with Iran,” and that “when the CIA relayed intelligence that Israel intended to attack Iran anyway, Trump and his top aides began to support the Israeli operation more openly.”
Gabbard did not attend the key meeting at Camp David where CIA Director Ratcliffe presented his assessment of Iran’s nuclear program.
According to officials, Gabbard was serving in the Army Reserve, and others familiar with the matter told the Times that she was not invited.
Then, on the 17th, Trump publicly rebutted Gabbard.
After the Israeli airstrikes began on the 17th, a reporter on Air Force One asked Trump about Gabbard’s March testimony that “Iran had not decided to build a nuclear bomb.”
Trump responded, “I don’t care what she says,” and “I think they almost had it.”
President Trump made similar remarks on the 20th.
The office of the DNI, the highest of the 12 intelligence agencies, which prepares the president’s daily briefing, is located in the DNI’s office within the CIA, heightening the conflict.
The Times reported that “As director of national intelligence, Gabbard’s most important job is to oversee and deliver the president’s daily intelligence briefing, but the briefing is actually written a few miles from her office at the CIA, many of the people who wrote the document explained in detail at the CIA.”
Last month, Gabbard announced internally that she would physically move the briefing production to her headquarters, known as Liberty Crossing.
However, some senior officials within the administration saw the move as “a way for Trump to increase her own relevance at a time when he is questioning the office’s legitimacy,” while others said it was “a costly and difficult decision to implement.”
The White House ultimately suspended the move, multiple people briefed on the matter told the Times.
Director Gabbard has influential advocates both inside and outside the Trump administration.
Vice President Vance, who is seen as the most senior figure in the administration for a less hawkish and more restrained foreign policy, has posted lengthy social media posts defending the administration’s support for Israel’s strike on Iran, while adding a message of support for Gabbard.
Vance issued a statement on the social media site calling her a “patriot.”
