위성락 만난 미국우선정책연구소 ‘관세 안보’ 농산물 개방 ‘반대파 해고’

위성락 안보실장이 루비오 미 국무장관을 면담 직전에 만난 미국우선정책연구소(AFPI)가 관세에 대해 ‘안보 전략 도구’로 밝혔고, 행정명령 300개 초안을 마련하며 농산물 개방 강요에서 반대파 제거에 대량 해고 무기를 사용했다.

AFPI는 트럼프 대통령이 선거에서 승리할 경우 서명할 수 있도록 이미 거의 300개의 행정 명령 초안을 마련했다고 뉴욕타임스가 지난해 10월 24일 보도했다.

AFPI는 관세에 대해 5월 9일 <관세를 미국의 안보와 글로벌 공정성을 위한 대담한 도구로 재고하다> 보고서에서 <트럼프 대통령의 "해방의 날" 관세는 단순한 경제적 도구가 아니라 미국의 국가 안보를 보호하고 세계 무대에서 공정성을 촉진하기 위해 고안된 전략적 도구이다>며 <안보 맥락에서 이러한 관세를 이해하는 것은 방어를 재건하고, 국경에 대한 통제권을 되찾고, 중산층을 회복하고, 세계무대에서 지배력을 재확립하기 위한 원칙적인 현실주의의 미국 우선 전략을 이해하는 데 필요하다>고 밝혔다.

AFPI는 보고서에서 “관세는 목적이 아니라 목적을 위한 수단이고, 관세를 지렛대로 사용하는 것은 적대적이거나 비협조적인 국가에서 특히 중요하다”며 “트럼프 대통령의 관세는 미미한 경제적 이익을 위해 우리의 정체성을 계속 아웃소싱하지 않을 것임을 확인하는 가치의 진술이며, 국내 산업 활성화한다는 것은 노동의 존엄성과 미국 가정의 안정을 회복하는 것을 의미한다”고 정치적 동기를 밝혔다.

보고서는 결론에서 “트럼프 대통령이 무역전쟁을 벌이고 있다고 말하는 관세를 비판하는 사람들은 트럼프 대통령의 계획이 미래를 위한 대담한 대전략으로 미국의 가치, 국가 안보, 경제를 통합한다는 사실을 깨닫지 못하고 있다”며 “관세는 방어를 재건하고, 국경에 대한 통제권을 되찾고, 중산층을 회복하고, 세계무대에서 미국의 힘을 재확립하는 것이며, 트럼프 행정부는 관세의 전략적 사용을 통해 보다 안전하고 자립적이며 번영하는 미국을 향한 진로를 계획하고 있다”고 밝혔다.

트럼프 체제는 4년전에 출발했던 우익 싱크탱크 AFPI에서 교육부 장관과 농림부 장관을 임명했다,

트럼프 대통령은 당신 직후 AFPI 이사회 의장인 린다 맥나흔을 교육장관에, 이어 AFPI 회장 겸 CEO를 역임했던 보수적 변호사인 브룩 롤린스(Brooke Rollins)를 2월에 농무장관으로 확정하며 불법 이민자 대량 추방에서 농업 노동력 부족으로 이어질 수 있고, 관세가 농산물 수출에 타격을 줄 수 있는 시기에 보수적 농업 정책을 강화했다.

선거 운동이 한창이던 지난해 8월 이 우익 싱크탱크는 트럼프의 두 번째 행정부에서 일하는 방법을 배우려는 전국의 보수주의자들을 초청해 교육했다.

워싱턴에서 열린 일련의 교육 세션에 대해 뉴욕타임스는 “트럼프 전직 관리들은 연방 정부의 좌파 공무원과 싸우고 주류 언론을 상대하기 위한 전략을 참석자들과 공유했다”며 “참가자들은 추가 연구를 위해 두꺼운 재료 바인더와 함께 집으로 보내졌으며, 한 섹션의 제목은 <Tales From the Swamp: How Federal Bureaucrats Resisted Trump>(늪 속 이야기: 연방 관료들이 트럼프에 저항한 방법이다)”고 밝혔다.

NYT는 이어 “이 수업은 트럼프 대통령의 충성파들이 만든 보수적인 정책 청사진 및 인사 프로젝트인 헤리티지재단의 집권 전략인 ‘프로젝트 2025’의 작업일 수 있었다”며 “가장 급진적 처방을 전 대통령과 연결시키며 바이든의 민주당에 대해 정치적 몽둥이로 바뀌었다”고 밝혔다.

AFPI는 2020년 선거에서 트럼프 대통령이 패배한 직후, 롤린스 여사와 맥마흔 여사가 텍사스의 억만장자 석유업자인 팀 던에게 두 번째 트럼프 행정부의 토대를 마련할 수 있는 전국 조직을 창설하는 것에 대해 접근하면서 탄생했다.

트럼프 대통령의 국내 정책 담당 국장을 역임한 롤린스 씨는 보수적인 텍사스 공공정책 재단의 회장을 역임했고 농림장관이 됐고 쌀 시장 개방은 대부분 관철했다.

AFPI 보고서의 강경보수주의는 "기관은 외부 항소 없이 차별이 없는 이유로 직원을 자유롭게 해고할 수 있어야 한다"라고 연구소의 정책 책에 명시하므로, 이전의 공화당 강경보수를 이끌었던 헤리티지재단의 핵심 영역인 ‘프로젝트 2025’보다 훨씬 더 연방 공무원을 임의로 고용하여 공무원에 대한 거의 모든 공무원 보호제도 폐지를 요구하고 있다.

트럼프 대통령은 이 전략을 그대로 집행했고, AFPI가 마련한 행정명령의 초안을 상당수 받아 들이면서, 지지자들은 이 전략을 통해 트럼프 대통령과 그의 보좌관들이 첫 번째 행정부에서 자신의 길을 가로막았다고 믿는 경력 직원을 뿌리 뽑아가고 있다.

롤린스 농림장관은 상원 농업위원회에서 "제가 확정되면 맡고 있는 모든 포트폴리오 중에서 가장 흥미로운 것은 미국 농촌을 되살리고, 복원하고, 되살리는 것에 대한 비전을 제시하고 프로그램을 구축할 수 있는 기회이다"며 "분명히 연방 정부 자체는 ‘그렇게 할 수 없다’고 경고했지만 농촌 지역사회를 돕기 위해서는 ‘모든 접근 방식’이 필요할 것“이라고 ‘총동원 체제’를 2월 13일 말했다.

트럼프 대통령의 국내 정책 담당 국장을 역임한 롤린스 씨는 보수적인 텍사스 공공정책 재단의 회장을 역임했고 농림장관이 됐고, 쌀 시장 개방은 대부분 관철했고 개방에 접근했다가 거부한 인도에 30% 관세 부과를 30일 밝혔다.

트럼프 체제는 베트남에서 20%에 쌀 등 농산물 개방을 따내고 일본에서도 강력 반대하던 쌀을 개방시켰고 한국에도 처음부터 개방이 확정됐으나 한국 정부와 대통령실은 '국익'으로 변조하고 개방 합의를 비공개했다.

위 안보실장은 이달 7일 워싱턴 방문에서 스티브 예이츠 헤리티지재단 선임연구원을 만났고, 당시 프레드 플라이츠 미국우선주의정책연구소(AFPI) 부소장도 만났다.

예이츠 헤리티지 연구원은 트럼프 체제 1기에 부통령 안보보좌관을 지냈고, 이번 위 실장 방문에서 루비오 국무장관이 자리를 뜨면서 부통령 안보보좌관이 상대역이 됐다.

대통령실의 위성락 루비오 한미 안보실장 7일 만남에 대한 보도자료에서 ‘미국측’으로 발언을 직접 인용하고, 안보실장협의에 기형적으로 ‘위 실장 등 한국측’으로 직접 인용해 ‘제3자 개입’ 가능성과 ‘정상회담 요구 보류’로 보인다.

대통령실 보도자료를 8일 보도한 ‘연합뉴스’는 양국 안보실장의 만남 장소를 생략했고, “안보실장 협의를 갖고”라며 “이 자리에서 위 실장 등 한국 측은”으로 발언자를 지목해 ‘안보실장 협의’에 제3의 인물들이 개입 가능성을 보였다.

대통령실이 제공한 양측 만남 사진은 ‘협의’에 대한 ‘대화 장면’은 없고, 위 실장이 걸어 들와 소파 끝에서 서 있는 루비오 장관과 악수하는 장면과 벽장 앞에서 양자가 기념 찰영한 것을 제공하면서 ‘장소’에 대한 명칭을 생략했다.

장소는 사진으로 보아 국무부 또는 백악관 마크가 전혀 보이지 않고 미국을 상징하는 물건 대신 '도자기'가 유일하게 보여 매우 기형적 장면을 연출했다.

예이츠 헤리티지 연구원은 친트럼프 싱크탱크인 AFPI 출신이며, 이재명 체제 전략에는 AFPI와 헤리티지재단에서 'MASGA 전략'이 연결된 것으로 보인다.

헤리티지재단은 윤석열체제에서 미국 연결 고리이며 전략 조언자였고, AFPI는 트럼프 대통령이 선거에서 승리할 경우 서명할 수 있도록 300여개 행정 명령 초안을 마련했고, 이재명 체제의 ‘MASGA' 근간이 된 해양 지배 행정명령도 여기에 포함된 것으로 보인다.

플라이츠 AFPI 부소장은 CIA 출신에 트럼프 1기에서 볼튼 안보보좌관의 비서실장이었고, 7월 21일 워싱턴에서 한미의원연맹 소속 의원들의 간담회 자리에서 '윤석열 전 대통령에 대해 부당한 대우를 할 경우 좌시하지 않을 것'이라는 취지 언급이 한국에 알려졌고, 그는 이 대화를 차후 부인했다.

이재명 대통령은 29일 80분간 생중계한 국무회의에서 '관세협상'을 단 한차례도 거론하지 않아 대외 정책에 대한 '국민 공개 차단'을 보였다.

이 대통령은 3일 생증계 기자회견에서 “양측(한미)이 요구안을 정리하지 못했다”고 했으나, 23일부터 미국을 방문한 김정관 산업장관은 하워드 러트닉 상무장관의 뉴욕 집으로 25일 찾아가서 ‘미국과의 조선 협력 도안을 그린 MASGA 대형 패널’을 제작해 들고 갔고 이어 스코틀란드까지 러트닉 장관을 쫒아가는 상황이라서, 이는 MASGA가 미국 전략집단에서 제공된 것으로 추정케 한다.

대통령실은 27일 미국이 조선업에 대한 협벽에 대해 관심을 보였다고 밝혔다.

트럼프 체제의 '관세 안보전략'은 이재명체제의 '관세 안보 패키지 협상' 요구에 대해 '미국 안보 위해'로 판단해 위 실장의 '재무+통상' 회담 제안을 거부했고, 한국은 이를 수용해 '관세 안보'를 파기하고 구윤철 부총리가 30일 미국에서 전날 김 산업장광이 회담한 상무장관을 먼저 만나고 이어 31일 재무장관을 만나는 약속에 앞서 백악관이 타결을 일방 발표하는 굴욕을 보였다.

AFPI meets with Wi Seong-rak on "tariff security," agricultural product liberalization, "dismissing opponents."

Just before National Security Advisor Wi Sung-rak met with Secretary of State Rubio, the America First Policy Institute (AFPI) described tariffs as a "security strategy tool," drafted 300 executive orders, and used mass firings to eliminate opponents.

The New York Times reported on October 24th of last year that AFPI had already drafted nearly 300 executive orders, ready for President Trump to sign if he wins the election. In its May 9 report, “Rethinking Tariffs as Bold Tools for American Security and Global Fairness,” AFPI stated, “President Trump’s ‘Liberation Day’ tariffs are not simply economic tools, but strategic tools designed to protect America’s national security and promote fairness on the world stage.”

Understanding these tariffs in a security context is essential to understanding his America First strategy of principled realism: rebuilding our defenses, regaining control of our borders, restoring the middle class, and reestablishing our dominance on the world stage.”

AFPI explained its political motivations in the report: “Tariffs are a means to an end, not an end, and using tariffs as leverage is especially important in hostile or uncooperative countries. President Trump’s tariffs are a statement of values that affirms that we will not continue to outsource our identity for marginal economic gains. Revitalizing domestic industry means restoring the dignity of labor and the stability of American families.”

The report concluded, “Those who criticize tariffs, claiming that President Trump is waging a trade war, fail to recognize that President Trump’s plan integrates American values, national security, and the economy into a bold grand strategy for the future. Tariffs are about rebuilding our defenses, regaining control of our borders, restoring the middle class, and reestablishing American power on the world stage.

Through the strategic use of tariffs, the Trump administration is charting a course toward a more secure, self-reliant, and prosperous America.”

The Trump administration has appointed Secretary of Education and Secretary of Agriculture from AFPI, a right-wing think tank it started four years ago.

President Trump immediately appointed Linda McNahon, chair of the AFPI board of directors, as Secretary of Education.

He then confirmed Brooke Rollins, a conservative lawyer who served as AFPI’s president and CEO, as Secretary of Agriculture in February, reinforcing conservative agricultural policies at a time when mass deportations of illegal immigrants could lead to farm labor shortages and tariffs could hurt agricultural exports.

Last August, during the height of the campaign, the right-wing think tank hosted a series of training sessions for conservatives from around the country seeking to learn how to operate in a second Trump administration.

The New York Times reported on a series of training sessions held in Washington, D.C., where “former Trump officials shared strategies for combating left-wing federal officials and dealing with the mainstream media.”

Participants were sent home with thick binders of materials for further study, one section titled “Tales From the Swamp: How Federal Bureaucrats Resisted Trump.”

The Times continued, “The classes could have been the work of Project 2025, the Heritage Foundation’s governing strategy, a conservative policy blueprint and personnel project created by Trump loyalists. Its most radical prescriptions, tied to the former president, have been turned into political bludgeons for Biden’s Democrats.”

AFPI was born shortly after President Trump's defeat in the 2020 election, when Mrs. Rollins and Mrs. McMahon approached Tim Dunn, a Texas billionaire oilman, about creating a national organization to lay the groundwork for a second Trump administration.

Mr. Rollins, who served as President Trump's director of domestic policy, was president of the conservative Texas Public Policy Foundation and later became Secretary of Agriculture.

The AFPI report's hard-line conservatism goes even further than Project 2025, a key initiative of the Heritage Foundation, which previously led the Republican Party's hard-line conservatives, by stating in the institute's policy book that "agencies should be free to fire employees for non-discriminatory reasons without external appeal," calling for the elimination of nearly all civil service protections for federal employees.

President Trump has implemented this strategy, accepting many of AFPI's draft executive orders, and advocates are using it to root out career employees who Trump and his aides believe blocked his path during his first administration.

Agriculture Secretary Rollins told the Senate Agriculture Committee, "Of all the portfolios I'm responsible for, if confirmed, the most exciting one is the opportunity to articulate a vision and build programs to revitalize, restore, and revive rural America." He added, "Clearly, the federal government on its own has warned that 'it can't do it,' but it will require an 'all-in-one approach' to help rural communities."

The Trump administration secured a 20% opening of agricultural products, including rice, in Vietnam and also opened rice to Japan, which had been strongly opposed.

On February 13, Secretary of State Mike Pompeo met with Steve Yates, a senior fellow at the Heritage Foundation, during his visit to Washington on February 7th, and also met with Fred Fleitz, then vice president of the America First Policy Institute (AFPI).

Yates served as Vice Presidential National Security Advisor during the first Trump administration, and with Secretary of State Rubio out of the office, Secretary of State Rubio served as Vice Presidential National Security Advisor during Secretary of State Mike Pompeo's visit.

The Office of the President's press release on the meeting between US and South Korean National Security Advisors Wi Seong-rak and Rubio on the 7th directly quoted the "US side" as the "US side," while the National Security Advisors' meeting was inappropriately referred to as "Director Wi and the South Korean side," suggesting the possibility of "third-party intervention" and the "suspending of the summit request."

Yonhap News, which reported the Office of the President's press release on the 8th, omitted the location of the meeting and referred to the speakers as "the National Security Advisors' meeting," stating, "At this meeting, Director Wi and the South Korean side," suggesting the possibility of third-party involvement in the "National Security Advisors' meeting."

The photos provided by the Office of the President do not include any "conversation" regarding the "consultation." Instead, they provide a scene showing Director Wi walking in and shaking hands with Secretary Rubio, who is standing at the end of a sofa, and a commemorative photo of the two in front of a closet, omitting the name of the "location." The location, as seen in the photo, does not show any State Department or White House emblems, and instead of symbolic American items, only "porcelain" appears, creating a very unusual scene.

Yates Heritage Researcher is from the pro-Trump think tank AFPI, and the Lee Jae-myung administration's strategy appears to be linked to the "MASGA strategy" between AFPI and the Heritage Foundation.

The Heritage Foundation served as a link to the US and served as a strategic advisor to the Yoon Seok-yeol administration, and AFPI drafted approximately 300 executive orders for President Trump to sign if he wins the election. The maritime dominance executive order, which forms the basis of the Lee Jae-myung administration's "MASGA," appears to have been included among these. Flytz, the deputy director of AFPI, is a former CIA officer and served as National Security Advisor Bolton's chief of staff during Trump's first term.

On July 21st, during a meeting with members of the Korea-US Congressional Alliance in Washington, D.C., he reportedly said, "We will not stand idly by if former President Yoon Seok-yeol is treated unfairly." This remark was later denied.

President Lee Jae-myung did not mention "tariff negotiations" even once during the 80-minute live-streamed Cabinet meeting on the 29th, demonstrating a "blocking of public disclosure" regarding foreign policy.

At a press conference on the 3rd, President Lee stated, "The two sides (South Korea and the US) have not yet finalized their demands." However, Minister of Trade, Industry and Energy Kim Jeong-gwan, who visited the US starting on the 23rd, visited Commerce Secretary Howard Rutnick's New York home on the 25th and brought with him a "large MASGA panel depicting a blueprint for US-ROK shipbuilding cooperation." He then followed Secretary Rutnick to Scotland, suggesting that MASGA was provided by a US strategic group.

The Office of the President announced on the 27th that the US had shown interest in the shipbuilding industry agreement.

The Trump administration's 'tariff security strategy' rejected the Lee Jae-myung administration's demand for 'tariff security package negotiations', judging it as a 'threat to US security', and rejected the Director's proposal for 'finance + trade' talks. South Korea accepted this, broke the 'tariff security', and showed the humiliation of the White House unilaterally announcing the agreement ahead of the appointment of Deputy Prime Minister Koo Yoon-chul to first meet with the Minister of Commerce, whom Kim Sang-jang had met with the day before, in the US on the 30th, and then with the Minister of Finance on the 31st.
