우원식 국회의장은 3일 행사 대기실에서 중국 초청 파트너인 자오러지 전인대 상무위원장에 통보없이 김정은 북 위원장에게 일방적 접촉을 시도했고, 이를 한국언론에 "작은 목소리로 '네'"라고 상대 국가 대표자에 '비하' 해석을 추가했다.

북중(조중) 정상회담 발언은 '국제 무대에서 공동 이익 우선'이라서 10월의 경주 아펙에 중국의 불참이 예상된다.

김 위원장은 북중정상회담에서 시 주석에게 "(한반도 문제 관련) 유엔 등 다자 플랫폼에서 계속 조정을 강화해 양측의 공동이익과 근본이익을 수호하기를 바란다"고 말해 ‘중국에 경주 아펙 불참 권고’를 보인다.

우 의장은 중국의 전승절 행사 시작에서 이를 ‘악수했다’와 ‘7년만에 봅니다’ 일방 발언을 통해 ‘접촉 시도를 양자 교류로 각색’하는 한국 언론의 냉전 체제 조작 기법을 동원했고, 우상호 정무수석은 앞서 ‘두 사람을 한잔 나눈 사이’라고 냉전체제의 ‘일방 접촉시도 양자 외교 포장’ 전략을 재연했다.

우 의장은 이어 푸틴 러시아 대통령에 대해 ‘한반도 평화 정착’을 말했고, 이를 “교류했다”고 언론보도로 공표했다.

한국언론들은 7년전 ‘우 의장 김 북 위원장 사진’을 이날 ‘악수했다’ 보도 확장에 의도적으로 등장시켰다.

우 의장은 4일 오전 한국 기자들과 별도 회견에서 “오랜만에 만났으니까 ‘오랜만입니다, 7년만이네요’ 인사했고 (김정은 위원장은) 작은 소리로 ‘네 반갑습니다’하고 답변하며 악수했다”면서 “본격 대화를 나누긴 어려워 아쉽긴 하지만 예상한 일로 잠시나마 만남 이뤄진 건 그나마 의미 있는 것 아닌가 생각한다”고 밝혀, 김 위원장이 7년 기간이 지나도 우 의장 자신을 먼저 잘 알아보고 대등한 ‘만남’으로 발표했다.

우 의장은 특히 구체적 상황 질의에 “짧은 만남이 있었고 악수는 했고 그런 정도로 만남이 마무리됐다”면서 “공간적 조건도 그렇고 이야기를 길게 끌고 간 상황은 아니었다. 더 이야기하기엔 충분하지 않았다”면서 “김 위원장과 아주 짧게 만났는데 이번엔 만나기 어려울수도 있겠다는 전문가들 예측도 있었다”고 말해, 우 의장 자신이 ‘상호 만남의 주도자’로 밝혔다.

우 의장은 지난 2018년 4월 남북 정상회담 당시 김 위원장을 단 한 차례 만났고, 이번에 쓰인 사진은 당시 청와대 홍보수석이 만창장에서 찍은 것으로 알려졌다.

우 의장은 행사일인 3일 보도자료를 통해 “김 위원장과는 열병식 참관 전 수인사를 나눴다”고 밝히면서 보충 설명으로는 악수를 나눴다고 구체화했고 발언을 보도자료로 발표해 한국 언론이 집중 보도했다.

일부 언론은 우 의장 측이 한국 대표단은 북한 대표단 인근에 배치해 줄 것을 중국에 요구했다고 밝혔고, 이는 성사되지 않고 역으로 남북이 멀리 떨어지게 배치되면서 중국은 ‘북한측 요구’에 따라갔고, 전승절 행사 최종 행사는 ‘시진핑-김정은 공산당 노동당 총서기 간의 정상회담’으로 발표됐다.

우 의장은 한국 기자들에게 4일 "국회의장은 대통령 특사가 아니다"며 중국 전인대 상무위원 초청 자격을 밝혔고, 김정은 북 위원장은 중국 공산당 총서기로서 시 주석이 초청한 것이고, 푸틴 대통령은 중국 국가주석이 상하이협력기구(SCO) 정상회의에서 초청돼 각각의 차이에서 우 의장이 일방적 개인 친분을 앞세위 전승절 행사장을 임의로 이용할 상태는 아닌 것으로 보인다.

쌍방 사건에서 일방의 선전이 상대방 확인 반론 취재가 불가능한 단절 상태를 악용하는 냉전체제 언론조작 기법은 상대방에 대한 일방적 행위에 상대 비하를 통한 상대 발언 일방 전파 전횡 언론 보도 구조를 만들고, 일방 성과의 과대 선전 행태에서 언론과의 공조가 처음부터 주도면밀하게 전개되면서 극단적 남북 단절이 더 심해 지는 대립 상태가 지속되게 만든다.

우 의장의 "작은 목소리로 네 반갑습니다" 발언은 북한 김 위원장에 대한 '비하'에 해당되며, 우 의장은 이를 주변에서 들은 사람에 대한 증빙 자료 미흡에 대응한 사전 언론 해명용으로 부각시킨 것으로 보인다.

우 의장이 말한 '작은 목소리로 네' 부분으로 당시 상황을 추론하면, 북한 김 위원장이 '작은 목소리' 답변을 하면서 손을 먼저 내밀었을 가능성은 전혀 없고, 우 의장이 다가가면서 접촉 시도 과정에서 먼저 말을 꺼내고 동시에 손을 먼저 내밀고 김 위원장이 수동적 자세로 대응한 것이 된다.

북한 김 위원장은 시진핑 국가주석과의 4일 오후 정상회담에서 "한반도 문제에서 중국의 공정한 입장을 높이 평가한다"며 "유엔 등 다자 플랫품에서 계속 조정을 강화해 상호 공동이익과 근본이익을 수호하기 바란다"고 말했다.

신화통신은 정상회담에서 시 주석이 "조중(북중)은 국제 및 지역 사안에서 전략적 협력을 강화하고 공동 이익을 수호할 것"이라 말했다고 이날 보도했다.

북중 정상회담의 핵심 합의인 '공동이익 수호'에 의거해 '중국 초청의 중국 행사장에서 초청자 배제한 남한의 북한 대표에 대한 일방적 접촉시도'는 양측 모두에서 배척될 것으로 보인다.

우상호 정무수석은 지난달 28일 기자들에게 "(김 위원장이) 모르는 척은 안 할 것"이라며 "우 의장과 김 위원장은 (2018년) 남북정상회담 때 같이 술 한 잔도 하고 그래서 서로 잘 아는 사이"라며, "혹시 리셉션 같은 데서 잠깐 수인사를 할 수 있지 않을까 하는 게 제 추측"이라고 말해, 우 의장의 일방접촉은 대통령실과 사전 기획된 것으로 보인다.

우 의장은 지난달 27일 MBC 라디오 생방송으로 “2월에 (중국에) 가서 시진핑 주석을 만나 얘기한 건데, (시 주석이) ‘아펙 가는 건 국가 정상들이 가는 게 관례고 그래서 적극적으로 가는 방향으로 검토하고 있다’ 이렇게 얘기를 했다”며 “이미 2월 전에 오는 거로 거의 결정된 것 같았다”고 밝혔다.

On the 3rd, National Assembly Speaker Woo Won-shik attempted to unilaterally contact North Korean leader Kim Jong-un in the waiting room of an event without informing his Chinese guest, National People's Congress Standing Committee Chairman Zhao Leji.

He then reported this to the South Korean media, adding a "low voice 'yes'" and a derogatory interpretation of the other country's representative.

The North Korea-China summit's statement on the 4th, which emphasized "prioritizing common interests on the international stage," suggests China's non-participation in the Gyeongju APEC summit in October.

At the start of China's Victory Day event, Speaker Woo unilaterally made remarks like "they shook hands" and "it's been seven years since I saw them," employing the South Korean media's Cold War manipulation techniques of "dramatizing attempts at contact into bilateral exchanges."

Senior Secretary for Political Affairs Woo Sang-ho previously claimed the two men had "just had a drink," reenacting the Cold War strategy of "dressing unilateral attempts at contact as bilateral diplomacy."

South Korean media intentionally included a photo of Chairman Woo and Chairman Kim from seven years ago to amplify the "handshake" story.

In a separate press conference with South Korean reporters on the 4th, Chairman Woo stated, "Since it's been a long time since we last met, I greeted him with, 'It's been a while. It's been seven years.' (Chairman Kim Jong-un) replied in a low voice, 'Yes, it's nice to meet you,' and shook his hand."

He continued, "It's unfortunate that we can't have a full-fledged conversation, but I think it's meaningful that we met briefly, even if it was as expected." He declared that Chairman Kim had recognized Chairman Woo well, even after seven years, and that the meeting was an equal encounter.

Chairman Woo, in response to a question about the specific circumstances, stated, "We had a brief meeting, shook hands, and that was the extent of the meeting. The spatial conditions were such that the conversation didn't drag on. It wasn't enough to discuss further."

He added, "I had a very brief meeting with Chairman Kim, and some experts predicted that it might not be possible to meet again this time." Chairman Woo himself declared himself the "initiator of the mutual meeting."

Chairman Woo met Chairman Kim only once, during the April 2018 inter-Korean summit, and the photo used this time was reportedly taken by the then-senior secretary for public relations at the Blue House.

Chairman Woo announced in a press release on the 3rd, the day of the event, that he had exchanged greetings with Chairman Kim before observing the military parade. He further specified that they had exchanged handshakes. This statement was published in a press release, and the South Korean media covered it extensively.

Some media outlets reported that Chairman Woo's side had requested that China place the South Korean delegation near the North Korean delegation. This request was not met, and instead, the two Koreas were positioned farther apart. China complied with the North Korean request. The final event of the Victory Day celebration was announced as a "summit between Xi Jinping and Kim Jong-un, General Secretary of the Workers' Party of Korea."

On the 4th, Chairman Wu told South Korean reporters, "The Speaker of the National Assembly is not a special envoy of the President," and explained his qualifications for inviting the Standing Committee of the National People's Congress of China. Chairman Kim Jong-un is the General Secretary of the Communist Party of China, and President Xi Jinping invited the General Secretary of the Workers' Party of Korea, and President Putin is the President of China, and it appears that Chairman Wu is not in a position to arbitrarily use the Victory Day event venue to prioritize personal friendship due to their differences.

In bilateral incidents, the Cold War-style media manipulation technique, where one side's propaganda exploits the inability to confirm, refute, or report on the other side, creates a structure where the media disseminates and monopolizes the other side's statements, based on unilateral actions.

This structure, in which the media collaborates meticulously from the outset to exaggerate the other side's achievements, exacerbates the extreme disconnect and perpetuates the confrontation.

Chairman Woo's "nice to meet you" remark in a low voice constitutes a "disparagement" of North Korean Chairman Kim, and it appears that Chairman Woo highlighted this remark in a preemptive press statement in response to the lack of supporting evidence from those around him.

If we infer the circumstances at the time from Chairman Woo's "yes in a low voice," it is highly unlikely that Chairman Kim extended his hand first while responding in a low voice. Rather, Chairman Woo approached him and attempted to make contact, simultaneously speaking and extending his hand, leaving Chairman Kim in a passive position.

During his summit with President Xi Jinping on the 4th, North Korean Chairman Kim Jong-un said, "I highly value China's fair stance on the Korean Peninsula issue," and "I hope that we will safeguard our common and fundamental interests at the UN and other venues."

Xinhua News Agency reported that day that President Xi also said during the summit, "North Korea and China will strengthen strategic cooperation on international and regional issues and safeguard our common interests."

Based on the core agreement of the North Korea-China summit, which is to “protect common interests,” it appears that “South Korea’s unilateral attempt to contact a North Korean representative at a Chinese event at the invitation of China, without the invitation being granted,” will be rejected by both sides.

Senior Presidential Secretary for Political Affairs Woo Sang-ho told reporters on the 28th of last month, "Chairman Kim won't pretend not to know me." He added, "Chairman Woo and Chairman Kim had a drink together during the 2018 inter-Korean summit, so they know each other well." He added, "I suspect they might exchange a brief greeting at a reception or something." This suggests that Chairman Woo's unilateral contact was pre-planned with the Blue House.

On the 27th of last month, Chairman Woo said on a live broadcast of MBC radio, “I went to China in February and met with President Xi Jinping, and President Xi said, ‘It is customary for heads of state to go to APEC, so we are actively considering going. ’ It seemed like it was almost decided that I would come before February.”
