트럼프 푸틴회담 취소 러시아 핵미사일 훈련 북한 초음속미사일 아펙 ‘대응’
트럼프 미 대통령이 푸틴 러시아 대통령과의 회담을 취소하자 러시아가 북서부에서 핵 훈련으로 미사일 발사훈련을 실시하고 같은 날 북한이 동해로 초음속미사일 발사하며 트럼프 체제의 아펙 전략에 대응을 보였다.
AP는 “푸틴 러시아 대통령이 수요일(24일) 트럼프 미 대통령과의 우크라이나 정상회담 계획이 보류되면서 미사일 발사 연습을 특징으로 하는 자국 전략 핵전력 훈련을 지시했다”면서 “크렘린궁은 모스크바의 핵 삼합회의 모든 부분이 포함된 기동의 일환으로 러시아 북서부의 플레세츠크 발사 시설에서 야르스 대륙간 탄도 미사일이 시험 발사되었고 바렌츠해의 잠수함에서 시네바 ICBM이 발사되었다고 밝혔으며, 훈련에는 장거리 순항 미사일을 발사하는 Tu-95 전략 폭격기도 포함됐다”고 23일 보도했다.
로이터는 “북한은 적에 대한 전략적 억지력을 강화하기 위한 국방 프로그램의 일환으로 수요일(23일) 극초음속 발사체를 포함한 ‘새로운 첨단 무기 시스템’을 성공적으로 테스트했다고 밝혔다”면서 “극초음속 발사체 두 발이 수도 평양 인근 지역에서 발사되어 북동부 내륙 목표물을 명중했다고 국영 통신사 조선중앙통신이 목요일(23일) 보도했다”고 23일 밝혔다.
로이터는 이어 “조선중앙통신은 김정은 북한 국무위원장이 이번 실험에 참석했다는 사실은 언급하지 않았으며, 북한은 목표물의 미사일 방어를 기동하고 회피하도록 설계된 극초음속 미사일을 개발해 왔다”면서 “한국군은 23일 북한이 한국에서 열리는 주요 아시아 태평양 정상회담과 트럼프 미 대통령의 이 지역 방문을 일주일 앞두고 다발의 단거리 탄도미사일을 발사했다고 밝혔다”고 보도했다.
트럼프 대통령은 러시아와의 ‘정상회담 취소’ 발표에 이어 러시아가 미사일을 발사하고 트럼프 대통령은 이에 러시아 원유 수출에 대한 경제제재를 발표했다.
AP는 러시아의 핵 미사일 훈련 발사에 대해 “푸틴 대통령은 기동이 사전에 계획되었다고 강조했지만, 트럼프 대통령이 화요일(21일) 부다페스트(헝거리)에서 푸틴과의 신속한 회담 계획을 ‘시간 낭비’가 되는 것을 원하지 않기 때문에 보류했다고 말한 지 몇 시간 후에 이루어졌다”면서 “트럼프가 지난주 발표한 헝가리 부다페스트 회담에 대한 결정은 월요일(20일) 루비오 미국 국무장관과 라브로프 러시아 외무장관 간의 통화 이후 내려졌었다”고 밝혀 ‘회담 최소 직후 발사’로 보도했다.
트럼프는 대통령은 22일 백악관에서 기자들에게 "우리는 푸틴 대통령과의 만남을 취소했다"면서 "우리가 가야 할 곳에 도달할 것 같지 않았다. 그래서 취소했지만 앞으로는 할 것이다"고 말했다.
로이터는 “정상회담 취소는 백악관이 우크라이나에서의 지속적인 군사 작전에 대해 모스크바를 압박하기 위한 광범위한 노력의 일환으로 러시아 석유 수출을 겨냥한 새로운 제재를 공개하면서 이루어졌다”고 밝혔다.
AP는 러시의 핵 미사일 훈련에 대해 “군 참모총장 발레리 게라시모프 장군은 영상 링크를 통해 푸틴 대통령에게 이번 훈련이 ‘핵무기 사용 승인 절차를 연습하기 위한 것’이라 보고했다”면서 “푸틴은 둥근 흰색 테이블에 혼자 앉아 게라시모프와 안드레이 벨루소프 국방장관이 보이는 대형 스크린을 마주했고, 세 사람 모두 분쟁 시 핵무기 발사에 관여할 것이다”고 밝혔다.
로이터는 러시아 석유 제재에 대해 “새로운 제재는 트럼프 미 대통령과 푸틴 러시아 대통령 간의 정상회담 계획이 무산된 지 하루 만에 공개됐다”면서 “미국 재무부는 러시아의 두 거대 석유 회사인 로스네프트와 루크오일이 모스크바의 전쟁 기계 자금 조달 능력을 손상시키려는 표적이 되었다고 밝혔다”고 보도했다.

CNN은 18일 소식통 두 명을 인용, “트럼프 행정부 관계자들이 트럼프와 김정은 간 회담 개최 방안을 비공개로 논의했다”며 “그러나 회담이 궁극적으로 성사될지는 회의적으로 보고 있다”고 보도했다.
CNN은 익명 소식통들이 “트럼프가 올 초 김정은에게 (서신을 통해) 처음 접촉했지만 북한이 서한을 받아들이지 않았고 답변을 받지 못했다”고 말했으며, 트럼프 행정부 관계자들도 회동에 필요한 실무 계획을 아직 세우지 않았고, 트럼프 1기 당시 미·북 정상회담 때와 같은 소통도 없는 상태라고 이날 '은밀 시도 실패'로 보도했다.
이재명 체제는 트럼프 대통령의 동아시아 순방에서 일본 2일 체류에 경주 아펙 방문을 ‘김정은과 깜짝 회담’ 공연으로 전환시키기 위해 접근했고, 정동영 통일장관은 14일 국회에서 북미 정상의 회동 가능성 질의에 "공개된 정보와 자료를 분석해서 볼 때 북미 양측 정상은 준비가 돼 있는 상태"라고 밝혔다.
정 장관은 특히 국회에서 경주 APEC 계기로 북미정상회담 가능성에 대해 "지금 열쇠는 트럼프 대통령의 결심에 달려있다"며 “장소는 판문점일 가능성이 제일 높다”고하면서, 남북 간 '평화적 두 국가론'이 정부의 입장으로 확정될 것이라 밝혔다.
정 장관은 이어 "평화적 두 국가가 될 때 평화공존이 가능하다"고 ‘북한의 독립국가 인정’ 전략으로 ‘트럼프-김정은 회담 중매 소재’를 보였다.
이재명 대통령은 23일 CNN 인터뷰에서 경주 APEC 계기 북미정상회담 전망에 대해 "만약 미국과 북한의 두 정상이 갑자기 만나게 된다면, 그것은 좋은 일"이라고 밝혔다.
22일 인터뷰한 이 대통령은 '김정은 위원장에게 전하고 싶은 메시지'가 무엇이냐는 질문에, "상대방과 만나 대화하는 것이 많은 문제를 해결하기 위한 첫걸음이 될 것"이라고 말했고, 이는 트럼프 대통령인 푸핀과의 헝가리 회담을 직전에 ‘전격 취소’라고 핵 미사일 시험 발사와 경제 제재 동시 가동에 들어간 정상회담 취소 위험과 대치시켰다.
이 대통령은 이 "관세 협상에 시간이 조금 더 걸리겠지만 미국의 합리성을 믿는다"고 답했고, 김용범 정책실장은 인터뷰 전날 긴급히 미국 상무장관을 찾아가 다시 만났고, 2번에 걸쳐 시행된 ‘대통령실의 추가 제안에서 협상 실패’로 ‘아펙 이전 타결 불가능’을 확인하고 귀국했다.

문제인 체제에서 CIA 프로젝트에 대해 베를린 선언으로 ‘운전자’에 '촉진자'가 나왔고, 이재명 체제에서 백악관 정상회담 통해 ‘피스메이커(트럼프)에 ’페이스메이커(심박조율사)‘가 나왔다.

이 대통령은 강력한 군비증강으로 트럼프 체제와 GDP 5% 국방비 체제 구축 합의에 의거해, 정 통일장관은 ‘평화 공존으로 두 국가 체제가 통일’로 국가 정책을 밝혀, ‘남북 강력한 군비증강에 의한 중무장 군비대결 체제’가 ‘평화 통일’이라고 밝혔다.
이 대통령은 CNN 기자가 북 미사일 발사에 대해 ‘이것이 마지막은 아닐 듯하다’는 질의에 “김정은 위원장이 미사일 시험 발사를 했지만 제가 보기엔 오랫동안 잘 참았던 것 같다”고 대답해, 집권 초기부터 군비증강 지속하며 한미군사훈련 유지 체제에서 ‘북한 체제 반응 실험’의 전략을 밝혔다.

Trump Cancels Putin Summit, Russia Conducts Nuclear Missile Drills, North Korea Launches Supersonic Missiles in APEC Response
After US President Trump canceled his meeting with Russian President Vladimir Putin, Russia conducted missile launch drills in its northwest, accompanied by nuclear exercises. On the same day, North Korea fired a supersonic missile into the Sea of Japan, demonstrating its response to the Trump administration's APEC strategy.
The Associated Press reported on the 23rd, "Russian President Vladimir Putin ordered a drill of his country's strategic nuclear forces, featuring missile launch exercises, on Wednesday (the 24th) as plans for a summit with US President Trump in Ukraine were put on hold."
The Kremlin said the maneuvers, which included all parts of Moscow's nuclear triad, included a test launch of a Yars intercontinental ballistic missile from the Plesetsk launch facility in northwestern Russia and a Sineva ICBM launch from a submarine in the Barents Sea. The drills also included a Tu-95 strategic bomber launching a long-range cruise missile."
Reuters reported on the 23rd that North Korea successfully tested a "new, cutting-edge weapon system," including a hypersonic projectile, as part of a defense program aimed at bolstering its strategic deterrence against adversaries. The two hypersonic projectiles were launched from an area near the capital, Pyongyang, and struck inland targets in the northeast, the state-run Korean Central News Agency reported on Thursday.
Reuters continued, "The Korean Central News Agency did not mention that North Korean leader Kim Jong Un attended the test, and North Korea has been developing hypersonic missiles designed to maneuver and evade missile defenses."
The South Korean military said on the 23rd that North Korea fired several short-range ballistic missiles, a week ahead of a key Asia-Pacific summit in South Korea and a planned visit by U.S. President Donald Trump to the region.
President Trump announced the cancellation of his summit with Russia, followed by Russia's missile launches, and in response, Trump announced economic sanctions on Russian crude oil exports. The Associated Press reported that the launch of Russia's nuclear missile drills came hours after Trump said he had put plans for a quick meeting with Putin in Budapest on Tuesday on hold because he didn't want it to be a "waste of time," though Putin stressed the maneuvers were pre-planned.
The AP reported that the decision to hold the Budapest meeting, announced last week, was made after a phone call between Secretary of State Rubio and Russian Foreign Minister Lavrov on Monday, reporting that the launch was "immediately following the meeting."
"We canceled the meeting with President Putin," Trump told reporters at the White House on the 22nd. "It didn't seem like it would get us where we needed to go. So we canceled it, but we will do it in the future."
Reuters reported that the summit cancellation came as the White House unveiled new sanctions targeting Russian oil exports as part of a broader effort to pressure Moscow over its ongoing military operations in Ukraine.
The Associated Press reported on Russia's nuclear missile drills, saying, "General Valery Gerasimov, the chief of staff of the Russian Armed Forces, briefed Putin via video link that the exercises were intended to 'practice the process of authorizing the use of nuclear weapons.'" It added, "Putin sat alone at a round white table, facing a large screen that showed Gerasimov and Defense Minister Andrei Belousov, all three of whom would be involved in launching nuclear weapons in the event of a conflict."
Reuters reported on Russian oil sanctions, saying, "The new sanctions were unveiled a day after a planned summit between U.S. President Donald Trump and Russian President Vladimir Putin collapsed. The U.S. Treasury Department said two of Russia's biggest oil companies, Rosneft and Lukoil, were targeted in an attempt to undermine Moscow's ability to fund its war machine." Regarding the US sanctions, Reuters reported, "The move marked a sharp shift in the White House's trajectory between pressuring Moscow and taking a more conciliatory approach aimed at securing peace in Ukraine." "Only last week did Trump appear ready to hold off on new actions targeting Moscow, while Treasury Secretary Scott Bessent said, 'Now is the time for an immediate ceasefire and an end to the carnage,'" the Reuters report, noting that the hastily imposed "sanctions" were attempted within just a few days.
Oil prices extended their gains following Bessent's remarks on the 23rd, the day the US announced sanctions on Russian oil, rising more than $2 per barrel.
Reuters reported on the friction between the Trump administration and Congress, saying, "For months, Trump has resisted pressure from US lawmakers to impose energy sanctions, hoping Putin will agree to an end to the fighting. But with no end in sight, he said he felt the time had come." Regarding President Trump's refusal to provide long-range Tomahawk missiles requested by Ukrainian President Zelenskyy,
Reuters reported that Trump stated, "We are not ready to provide them to Ukraine," and that during a meeting with NATO Secretary General Mark Rutte, Trump stated his reason for refusing, saying, 'It will take at least six months for the Ukrainians to learn how to use them.'"
Reuters continued, "Ahead of his meeting with Chinese President Xi Jinping at the APEC summit in South Korea next week, Trump said he would like to see Xi use his influence with Putin to stop the fighting," adding, "Xi Jinping and Putin have formed a strategic alliance between the two countries." The report concluded that Trump's strategy of using the Gyeongju APEC summit to secure a ceasefire in Ukraine had failed.
CNN reported on the 18th, citing two sources, that "Trump administration officials have privately discussed holding a meeting between Trump and Kim Jong Un," but that they are skeptical that the meeting will ultimately take place.
CNN reported that anonymous sources said, "Trump said earlier this year that Trump had been considering a summit with Kim Jong Un." He said, "We first contacted Kim Jong-un (via letter), but North Korea did not accept the letter and we have not received a response." Trump administration officials have not yet developed the necessary working-level plans for the meeting, and there is no communication like during the US-North Korea summit during the first Trump administration, a report that day described as a "failed covert attempt."
The Lee Jae-myung administration attempted to turn President Trump's two-day stop in Japan during his East Asia tour into a "surprise meeting with Kim Jong-un." Unification Minister Chung Dong-young stated at the National Assembly on the 14th, in response to a question about the possibility of a North Korea-US summit, "Based on an analysis of publicly available information and data, the leaders of both North Korea and the US are prepared."
Minister Chung specifically addressed the possibility of a North Korea-US summit during the Gyeongju APEC summit, stating, "The key now lies with President Trump's decision," adding, "The most likely location is Panmunjom."
He also stated that the government's position would be to establish a "two-peaceful state" between North and South Korea.
Minister Chung continued, "Peaceful coexistence is possible only when there are two peaceful states." The strategy of "recognizing North Korea as an independent nation" presented a potential "trump-Kim Jong-un summit matchmaker."
President Lee Jae-myung, in a CNN interview on the 23rd, expressed his views on the prospects for a North Korea-US summit during the Gyeongju APEC summit, stating, "If the two leaders of the US and North Korea suddenly meet, that would be a good thing."
In an interview on the 22nd, when asked what message he wanted to convey to Chairman Kim Jong-un, President Lee stated, "Meeting and talking with the other side will be the first step toward resolving many issues."
This contrasted with the risk of a summit being canceled due to President Trump's sudden cancellation of his Hungary meeting with Pupin, which occurred just before the launch of a nuclear missile test and the simultaneous imposition of economic sanctions.
President Lee responded, "Tariff negotiations will take a little longer, but I trust the US's rationality." Kim Yong-beom, Chief of Staff for Policy, urgently visited the US Secretary of Commerce the day before the interview and met again. He returned home after confirming that a deal before APEC was impossible due to the failure of two additional proposals from the Office of the President.
Trump's First Term Under the Trump administration, the North Korea-US summit was initially promoted through the establishment of the Korea Mission Center (KMC) in South Korea as a CIA project early in the administration, staffed by approximately 800 personnel and a massive budget not reported to Congress.
This was confirmed by Andrew Kim, director of the KMC, at a webinar at Harvard University's Belfer Center on May 20, 2021. Under the Trump administration, the North Korea-US summit system, which relied on the CIA, was dismantled when the Biden administration took office.
The KMC was relocated from the Korean Peninsula to the East Asia-Pacific region, separated from China, and expanded into the China-focused CMC.
This system was established under the highest control of the Director of National Intelligence (DNI), and the first DNI visited Panmunjom in South Korea. Andrew Kim, former director of the CIA's Korea Mission (KMC) and the organizer of the Singapore North Korea-US summit, served for 27 years at the CIA.
He became director of the KMC under the leadership of CIA Director Mike Pompeo during Trump's first term and accompanied Secretary of State Mike Pompeo on four visits to North Korea.
He also met with North Korean leader Kim Jong-un, visited the Blue House multiple times, and collaborated with the Moon Jae-in administration's foreign policy and security team.
Under the Moon Jae-in administration, the Berlin Declaration regarding the CIA project gave rise to a "facilitator" instead of a "driver." Under the Lee Jae-myung administration, the White House summit gave rise to a "pacemaker" instead of a "peacemaker."
In response to CNN's question about North Korea's suspension of joint military exercises between South Korea and the US, President Lee stated, "Regarding joint military exercises between South Korea and the US, our judgments and those of North Korea differ. Because we misunderstand or have differing judgments about the same thing, I believe these issues can be resolved through dialogue." He made this remark in response to North Korea's claim that its nuclear weapons are for "self-defense" and South Korea's claim that they are for "attacking South Korea."
President Lee, relying on the agreement with the Trump administration to establish a 5% GDP defense budget system through a robust military buildup, declared Unification Minister Chung Sye-kyun's national policy as "unification through peace." He stated that "a system of heavy armament confrontation between the South and the North through a strong military buildup" constitutes "peaceful unification."
When a CNN reporter asked, "Does this seem like it won't be the last time?" regarding North Korea's missile launches, President Lee responded, "Chairman Kim Jong-un conducted a missile test, but I think he's held back well for a long time." This revealed a strategy of "testing the North Korean regime's response" within a system that has maintained military buildups and US-ROK joint military exercises since the beginning of his term.
Under the Reagan administration, the Republican Party's strategy of crushing the socialist economic system through an arms race was implemented. The Lee Jae-myung administration appears to have adopted the ideology of "peace based on strength" as its dominant force in the strategy of subverting the North Korean regime through inter-Korean arms confrontation.
