모더나의 백신 시장 전략과 한국의 백신허브화 수출 전략이 충돌하며 모더나-삼성-정부 3각 연합 파열로 백신 허브화 약점이 노출됐다.
권덕철 보건장관이 모더나 CEO와 협약이 9일만에 일방 변경되고 모더나는 캐나다 정부와 10일 캐나다 현지 백신공장 계약을 체결했다.
권 장관은 9일 오후 2시 오송 질병관리청에서 긴급 브리핑으로 모더나사 측에서 백신 생산 관련 실험실 문제의 여파로 8월 계획된 공급 물량인 850만회분보다 절반 이하 백신 물량 공급 예정으로 알려왔다면서 "모더나사에 강도태 보건복지부 2차관 대표의 한국 공식대표단 파견하고 이번 공급 지연에 대해 강력한 유감 표하며 백신의 조속 공급 방안 촉구 예정"이라고 발표했다.
송영길 민주당 대표는 지난달 28일 KBS라디오에 “전날 권덕철 장관이 존 로퍼 모더나 부회장과 생산시설 책임자와 긴급 영상회의 해서, 다음 주에 일단 130만~140만회분 제공받는 것으로 이야기됐다. 8월 850만회분은 예정대로 들어온다고 한다”고 말해, 10일 후 정부와 모더나 합의 파기와 연결됐다.
문재인 대통령은 5월 22일 한미정상회담에서 ‘백신 허브’를 발표한 직후 워싱턴의 호텔에서 삼성과 모더나간의 백신 위탁생산 계약 MOU 체결 현장을 만들고 존 림 삼성바이오로직스 대표와 스테판 반셀 모더나 CEO간의 중간에 섰다.
권 장관은 9일 이재용 삼성 부회장의 가석방 법무부 회의 시간에 이례적으로 충북 오송 질병청에서 모더나 백신 계약 불이행을 긴급 발표했다.
송영길 대표는 10일 취임 100일 기자간담회에서 "이재용 부회장은 국민 여론과 법무부의 특별 혜택 받은 셈"이라며 "지금 다국적 제약사들의 일방적 공급 조절이나 귀책 사유에 의해 계약 못 지켜도 항의도 못하는 상황이어서 국민들이 답답해 하고 있다. 삼성바이오로직스가 모더나 위탁생산 하게 되는데 국내에서 생산되는 모더나 백신이 국내에서 소비될 수 있도록 적극적 협의가 필요하다"고 밝혔다.
모더나의 캐나다 공장은 미국 매사추세츠주 노우드 공장과 같은 규모로, 캐나다 정부가 팬데믹 발생 경우에 ‘자국용 백신만 생산’ 권한 행사가 조건이고 잔여 백신만 수출 가능하다고 미국 언론들이 보도했다.
CNBC는 “모더나가 다른 나라 정부들에도 유사 조건(수출과 국내용 통제 분리)으로 협력 방안 논의 중”이라고 10일 보도했다.
권 장관은 5일 11개 부처 합동 브리핑에서 “삼성바이오로직스는 올해 8월 말부터 모더나 mRNA코로나 19 백신의 완제품 시범 생산 계획하고 있다”며 백신 허브 전략에서 모더나의 mRNA백신 기술이 핵심이라고 밝혔다.
삼성바이오는 모더나 백신 위탁 생산 담당은 스페인 공장 생산 원액을 받아와, 바이알(병)에 넣고, 포장하는 완제 충전(DP) 작업이다.
이강호 보건부 글로벌백신 허브화 추진단장은 이날 브리핑에서 “우리나라의 백신 위탁 생산은 상당한 수준에 있고, 현재 7개 기업이 백신 개발 임상 단계에 있다”며 “현재 세계 9위이지만, 지금과 같은 백신 허브화 정책 적극 추진한다면 충분히 5위 정도 달성할 수 있다고 판단한다”며 의약품 수출 실적에 대해 “2019년부터 2020년까지 성장률 62%”라고 밝혔다.kimjc00@hanmail.net
