윤석열 한덕수 체제 ‘총량 우선, 사모펀드 PMC시대'

윤석열 당선자가 ‘분열야기 이득세력 막아야’를 밝힌데 이어 한덕수 총리 내정자가 ‘협치로 총생산성 증가’의 성장절대 우위론을 국정지표로 밝혔다.

한 총리 내정자는 3일 경향신문에 총리 지명을 확인하며 “협치는 대한민국의 총생산성 높일 가장 큰 요인”이라며 “다수당 표결해서 하는 건 형식적이고 진정한 민주주의가 아니다”라며 입법에서 ‘협치 민주주의”를 말했다.

한 내정자는 한미FTA 체결지원위원장으로 2006년 7월 “한·미 FTA를 맺으면 국내총생산(GDP)이 늘고 세금 수입이 증가한다. 이렇게 늘어난 정부 재원은 저소득층 위한 사회안전망 확충 등에 쓸 수 있다”며 “국가가 정치를 잘 못해서 양극화가 심화된 나라가 있지만 FTA가 양극화를 심화시킨다는 것은 잘못된 인식과 정보에서 나온 주장이다. 국민들에게 이것을 알려 줄 생각이다"고 밝혀, ‘총량 증가에 차후 국내 배분’을 대미 외교정책에 적용했다.

한 내정자는 주미대사로 2010년 3월 18일 보수적 스탠포드대 아태연구소에서 연설하며 "한국과 미국간의 자유무역협정(FTA)은 수출과 고용 증진, 자본 투자 등 측면에서 양국 모두에 이익을 안겨주게 될 것"이라 말했다.

한 내정자는 미국과의 자유무역체결로 국내 총생산량을 늘려 세금 확보로 관료에 의한 노동자 농민 피해층에 대한 사회안전망 재정 지원 정책을 우선해 자유무역 입장보다는 미국식 자유시장경제 한국 강화에 FTA체결로 국내 정치 개조하는 강경보수 전략을 집행했다.

투기자본감시센터는 1일 서울 인수위 사무실 앞 기자회견으로 "한 전 경제부총리는 저축은행 사태 촉발 저축은행법 시행령 개악 책임자"라며 "시행령 2년 만에 저축은행 기업대출이 28조원에서 55조 원으로 늘어 저축은행에 막대한 부실을 가져왔고, 보호한도 5천만 원 초과로 피해자 10만8999명 피해금액 1조3703억“이라며 지명에 반대했다.

윤 당선자는 인수위 전원과 김형태 김앤장 수석 이코노미스트가 '글로벌 거시경제 변화와 한국 경제의 대응 방안'에 대한 강의를 지난달 27일 단체로 들었다.

윤 당선자는 국민통합위원회에서 "지금의 국내외적 위기는 전시와 다를 바가 없다"며 "국민들이 먼저 이 위기를 극복하겠다고 하는 하나된 단결과 국민의 통합 없이는 불가능한 일이라고 저는 생각한다. "통합을 해쳐 이득을 보는 세력을 막는 것이 중요하다"면서 "어떤 것들이 우리 사회의 갈등을 야기하고 통합을 해치며 (갈등 통해) 이득을 보는 사람이 누구고 어떤 세력이고 그걸 어떻게 하면 우리가 막아서‥"라고 말했다.

한 내정자는 “멕시코는 NAFTA(북미자유무역협장) 체결로 덕 본 것도 많다. 1980년대 외환위기를 맞았을 때는 극복하는 데 2년 반 걸렸다. 그러나 NAFTA 직후 1995년 맞은 외환위기는 미국 등 국제 사회의 신속한 지원으로 1년 만에 해결했다”고 미국과의 협정체결이 위기 해소에 첩경이라고 2006년 7월 31일 한국경제에 밝혔다.

김용현 청와대이전 TF 부팀장은 “용산 시대가 되면 AI에 기반한 무인 로봇 경호 체계로 바뀌어야 한다”며 “인공지능에 기반한 첨단 과학 장비, CCTV 등을이용해 위협 요소 식별하는 시스템을 갖추려 준비하고 있다”고 밝혀, 미국의 민간군사기업(PMC)의 확대를 예고했다.

노무현 정부에서 주한미군 용산기지의 평택 이전을 주도한 미국 PMC는 2000년 이라크 전쟁부터 군수분야에서 급성장했고, 이에 투자하는 미국 최대의 사모펀드 불랙록에 한국 기재부가 정기적으로 협의하고 있다.

김 부팀장은 지난달 26일 “경호 패러다임을 바꾸는 과정에서 경호원 인력이 자연스럽게 줄 것이다. 완전히 정착이 되면 경호원들의 일을 무인 로봇이 대체할 수 있기 때문”이라며 “선진국들도 상당 부분 그런 모습으로 경호 체계 바꿔가고 있기에 우리도 앞으로 그렇게 변화해 가야 한다. 경호 인력은 줄지만 경호 강도는 더 높아지는 선진국형 경호 체계로 바뀌어 갈 것”이라고 시사저널에 밝혔다.

미국 공화당 부시 행정부에서 아프가니스탄 전쟁에 들어가며 PMC인 DynCorp는 국방부로부터 아프가니스탄 대통령의 경호 업무를 수주했다.
