문재인 정부의 K자주포 수출이 모두 현지공장 건설과 공동생산에 호주 철강 사용으로 계약금 대부분이 호주로 환수되는 구조이다.

지난해 12월 문 대통령 호주와의 정상회담에서 계약된 ‘K9 자주포 1조원대 수출’ 발표 당시 “1천마력 디젤엔진을 장착 최고 시속 67㎞, 국내에서 개발한 고강도 장갑판이 적용돼 적 포병화력의 파편이나 중기관총, 대인지뢰 등에 대한 방호력에 화생방전 대응능력을 갖추고 있어 생존성이 향상”이었으나, 호주 계약은 ‘현지 생산’에 호주 철강기업 비살로이스틸이 전량 공급으로 호주 언론들이 보도했다.
한화디페스 측은 “호주 뿐만 아니라 유럽 등 국제시장으로 수출되는 레드백 차량과 K9에 대한 철상을 비살로이스틸로부터 조달할 것”이라며 “최근 이집트와 체결한 K자주포와 관련 호주산 철강 사용 방안도 검토하고 있다”고 철강금속신문에 2월 16일 밝혔다.

K자주포에 사용될 포스코 방탄강 ‘MIL-12560H’는 한국군 납품에만 적용될 것으로 보인다.

한화디펜스는 8일 호주 빅토리아주 질롱시에 한화 장갑차생산센터(H-ACE: Hanwha Armoured Vehicle Centre of Excellence) 착공했고, 지난해 12월 호주 정부와 ‘현지 생산 계약’으로 2024년 완공에 1조원 규모 투입해 K9 자주포의 호주형 모델 AS9 '헌츠맨(Huntsman)' 30문과 AS10 방호탄약운반장갑차 15대 생산해 2027년까지 호주 육군에 납품할 예정이다.

호주 계약은 한화에어로스페이스 100% 자회사 한화디펜스가 K-9자주포, 제품 지원과 관련 수출대금 9300억원을 받고 K-9자주포 등을 호주에서 생산하며, 한국 방위사업청은 자주포 개발 주관의 국방부 산하 국방과학연구소(ADD)에서 기술료를 전액 면제해주는 방식이라서 계약금 1조원 중 대부분 호주로 환수에 금액은 납품후 지불 방식이다.

한화디펜스의 K9자주포 호주 판매 고시 내역은 한화디펜스 호주법인이 호주 국방부를 상대로 K9자주포를 7941억4794만1497원, K9 자주포 호주 제품 지원을 1378억7186억6756만원에 납품 계약하고, K9 자주포 30문·K10 탄약운반장갑차 15대를 2026년3월12일부터 2033년 3월12일까지 공급으로 공표했다.
호주 수출 계약으로 발표된 이날 계약은 문재인 대통령과 스콧 모리슨 호주 총리가 캔버라 국회의사당에서 양국 정상회담을 진행하는 가운데 체결됐다.

이집트와 K자주포 '공동생산' 계약은 한국 정부가 수출입은행에서 80% 자금을 장기저리로 무보증 대출해 진행하는 조건이다.

K9 155㎜자주포는미국이 전세계에 보급한M101A2 105mm곡사포 등을 국방과학연구소가 모방 개발하며 1998년10월12일합참이K9 시제 대상 시험평가에‘전투사용가’판정했다.
