윤석열 ‘안보리 이사국 비협조로 워싱턴선언’ 중국 러시아 지목
윤석열 대통령이 워성턴선언에 대해 ‘안보리 이사국 비협조’를 배경으로 밝혀 중국과 러시아를 겨냥했다.
앞서 미 의회 연설에서 윤 대통령은 소련 중국의 한국전쟁 책임에 대해 직접 거명했다.

윤 대통령은 27일 미 의회 연설에서 “1950년 한반도는 자유주의와 공산 전체주의가 충돌하는 최전선이었다. 소련의 사주를 받은 북한의 기습침략으로 한반도와 아시아의 평화가 위기에 빠졌다. 한반도에서 자유민주주의가 사라질 뻔한 절체절명의 순간, 미국은 이를 외면하지 않았습니다”며 “미 해병대 1사단은 장진호 전투에서 중공군 12만 명의 인해전술을 돌파하는 기적 같은 성과를 거두었다”고 말했다.
연설은 이어 “‘전혀 알지 못하는 나라의 한 번도 만난 적이 없는 국민’을 지키기 위해 미군이 치른 희생은 매우 컸다. 장진호 전투에서만 미군 4500명이 전사했고, 6.25 전쟁에서 미군 약 3만7천명이 전사했다”고 러시아(구소련)과 중국을 한국전쟁 당사자로 부각했다.
윤 대통령은 연설에서 “자유는 평화를 만들고 평화는 자유를 지켜준다. 자유와 평화는 창의와 혁신의 원천이고, 번영과 풍요를 만들어낸다. 70여 년 전 대한민국의 자유를 위해 맺어진 한미동맹은 이제 세계의 자유와 평화를 지키는 글로벌 동맹으로 발전했다”며 “대한민국은 미국과 함께 세계시민의 자유를 지키고 확장하는 ‘자유의 나침반’ 역할을 해나갈 것”으로 밝혔다.
윤 대통령은 특히 “한미 양국의 자유를 향한 동행이 70년간 이어지는 동안에도 이와 정반대의 길을 고집하는 세력이 있다. 바로 북한이다”며 “자유민주주의를 선택한 대한민국과 공산 전체주의를 선택한 북한은 지금 분명히 비교되고 있다. 북한은 자유와 번영을 버리고 평화를 외면해 왔다”고 ‘자유’ ‘공산’ 체제 대결을 밝혔다.한미정상회담 공동 기자회견에서 윤 대통령은 “한미 양국은 북한의 핵공격시 즉각적인 정상 간 협의를 갖고, 이를 통해 미국의 핵무기를 포함하여 동맹의 모든 전력을 사용한 신속하고, 압도적이며, 결정적인 대응을 취하기로 약속하였다”고 26일 말했다.

윤 대통령은 이날 연설에서 “미국에서 시작된 자유의 역사는 태평양 너머 대한민국에도 뿌리를 내렸다. (중략)1950년 한국이 공산주의로부터 위협을 받았을 때 미국을 비롯한 자유 진영 국가들이 참전하여 함께 싸웠다”며 “한미동맹은 단순히 이익에 따라 만나고 헤어지는 편의적 계약관계가 아니라 자유민주주의라는 보편적 가치에 기반한 ‘가치동맹’이다”고 밝혔다.
윤 대통령은 이어 “거짓 선동과 가짜뉴스라는 반지성주의는 민주주의와 자유를 위협하고 위기에 빠뜨린다. 조직적으로, 그리고 지속적으로 자유와 민주주의를 흔들고 위협하는 세력이 있다. 바로 독재와 전체주의 세력”이라며 “다른 사람의 자유를 무시하는 독재적이고 전체주의적 태도의 결정판은 바로 북한이다”고 말했다.윤 대통령은 특히 “세계 어디서나 자유와 민주주의에 대한 가장 심각한 도전은 바로 독재와 전체주의에 의해서 이뤄진다. 그럼에도 자유와 민주주의를 위협하는 이들은 민주 세력, 인권운동가 등으로 위장하고 있다. 이들을 늘 경계하고 속지 말아야 한다”고 앞서 의회 연설과 같은 내용을 반복했다.
윤 대통령은 ‘자유 연대’에 대해 “자유와 연대는 그 개념이 서로를 포함하고 있다. 자유가 없이 누군가에게 지배당하는 사람 사이에서는 연대라는 개념이 있을 수 없다. 그런 것으로 보이는 현상이 있을지라도 그건 명령에 의한 것”이라 말했다.
하버드 행정대학원은 냉전체제에서 미국의 안보우산에 의한 ‘안보는 미국, 경제협력은 일본’ 고도성장을 관료주도 ‘명령경제’로 시도하며 한국의 관료와 군부 관변 학자들의 유학 전용 코스가 됐다.
행정대학원은 한국의 대학에서 행정대학원 모방으로 이어졌고, 관료의 명령경제 집행자 지원을 위한 군부와 관료 재계(재벌)의 삼각동맹 연결고리가 되며 개도국의 개발독재를 지원했다.
하버드 행정대학원은 동유럽에 자본주의 시장경제체제 이입을 주도하며 폴란드에 민주화 체제를 지원해 바웬사 정권 창출에도 개입했다.
바이든 대통령은 “미국이나 동맹, 파트너에 대한 북한의 핵 공격은 받아들일 수 없다”며 북한 핵공격에 대해 “정권의 종말을 초래할 것”이라고 말하고, “우리는 그러한 행동을 취할 것이며, 이것이 북한에 대한 확장억제 강화”라고 밝혔다.
