윤석열 미 의회서 ‘정당 의회 배제’ 하버드대 ‘자유신념 국제연대’
윤석열 대통령이 미 의회서 ‘정당 존재 부정’에서 ‘의회민주주의 배제’를 요구했고, 하버드대 연설에서 ‘자유의 확고한 신념’의 ‘국제 연대’를 연설했다.
윤 대통령은 미 의회 연설로 “법의 지배는 공동체 구성원들의 자유가 공존하는 방식이며, 의회민주주의에 의해 뒷받침된다”면서도 “민주주의와 법의 지배 시스템이 거짓 위장 세력에 의해 무너지지 않도록 우리 모두 힘을 합쳐 용감하게 싸워야 한다”고 의회민주주의 배제에서 ‘정당 존재 부정’에 의한 ‘위장 민주세력과 싸움’을 요구했다.
윤 대통령은 하버드대 케네디행정대학원 연설에서는 “자유와 민주주의를 위협하는 이들은 민주 세력, 인권운동가 등으로 위장하고 있다”며 “이들을 늘 경계하고 속지 말아야 한다. 그러기 위해서는 우리 모두 자유에 대한 확고한 철학과 신념을 가져야 한다”고 강연했다.
윤 대통령은 의회에서 “세계 도처에서 허위 선동과 거짓 정보가 진실과 여론을 왜곡하여 민주주의를 위협하고 있다. 법의 지배는 공동체 구성원들의 자유가 공존하는 방식이며, 의회민주주의에 의해 뒷받침된다”며 “허위 선동과 거짓 정보로 대표되는 반지성주의는 민주주의를 위협할 뿐 아니라 법의 지배마저 흔들고 있다”고 말했다.
윤 대통령은 이어 “이들 전체주의 세력은 자유와 민주주의를 위협하고 부정하면서도 마치 자신들이 민주주의 운동가, 인권 운동가인 양 정체를 숨기고 위장하는 경우가 대부분”이라며 “우리는 이런 은폐와 위장에 속아서는 안 된다. 피와 땀으로 지켜온 소중한 민주주의와 법의 지배 시스템이 거짓 위장 세력에 의해 무너지지 않도록 우리 모두 힘을 합쳐 용감하게 싸워야 한다”고 정당과 의회 존재 자체를 배제하고 운동가들이 참여한 정당에 대한 직접 공격을 요구했다.
윤 대통령은 하버드대에서 “인류의 역사는 곧 자유 수호와 자유 확장의 역사”라면서 “법의 지배(Rule of law)는 자유의 공존 조건인 공정을 구현하는 것이다. 이러한 공정의 가치, 공정한 경쟁 원리는 미국 경제의 지속 가능한 성장을 뒷받침했다”고 미국의 의회민주주의와 정당정치의 대의민주주의 존재를 배제했다.
윤 대통령은 하버드대에서 의회 연설과 유사하게 “거짓 선동과 가짜뉴스라는 반지성주의는 민주주의와 자유를 위협하고 위기에 빠뜨린다. 조직적으로, 그리고 지속적으로 자유와 민주주의를 흔들고 위협하는 세력이 있다. 바로 독재와 전체주의 세력”이라며 “이들 편에 서서 이익을 취하려는 세력도 있다. 이들에 맞서 자유와 민주주의를 지키려면 용기와 연대가 필요하다. 자유의 열망을 가지고 있는 사람들의 강력한 연대이다. 국제적 연대도 필요하다”고 국제자유주의 연대체제를 강연했다.
윤 대통령은 하버드대에서 “한미동맹은 단순히 이익에 따라 만나고 헤어지는 편의적 계약관계가 아니라 자유민주주의라는 보편적 가치에 기반한 ‘가치동맹’이다”며 “자유와 연대는 그 개념이 서로를 포함하고 있다. 자유가 없이 누군가에게 지배당하는 사람 사이에서는 연대라는 개념이 있을 수 없다. 그런 것으로 보이는 현상이 있을지라도 그건 명령에 의한 것”이라 말했다.
반면 윤 대통령은 미 의회에서 “한미 동맹은 자유, 인권, 민주주의라는 보편적 가치로 맺어진 가치동맹이다”고 연설했다.
바이든 대통령은 30일 트위터를 통해 “미한 동맹은 국경 공유가 아니라 beliefs(신념) 공유에서 태어났다. 그것은 Democrcy(민주주의), liberty(자유), security(안보)- 무엇보다 freedom(자유)”라고 밝혔다.
통상 ‘freedom(자유)’은 ‘권리로서의 자유’로 민주주의에서 표현의 자유, 사상의 자유, 종교의 자유로 사용된다.
반면 liberty(자유)는 ‘지배·권위 등으로 부터의 자유’를 의미하며, 바이든 대통령은 ‘권리로서 자유(freedom)을 상위에 두고 liberty(자유)는 민주주의보다 후순위에 뒀다.
윤 대통령의 자유민주주의(liberal democracy)는 사전에서 <근대 서구정치에서의 대의민주주의의 형태로, 보편적 참정권, '정치적 정당'간의 권력을 위한 선거를 통한 경쟁, '시민권'의 보호에 의해 구별된다>고 명시해 바이든식 구분에서는 민주주의보다 하위로, liberty를 최상위 절대 가치로 규정하고 ‘가치동맹’을 반복한 윤 대통령과 격차를 뒀다. kimjc00@hanmail.net
