윤석열 대통령이 미 의회와 하버드대에서 자유를 연설하며 지배로부터 자유인 liberty를 오판한 것에 대해 미국을 떠나는 날 바이든 대통령이 권리 확장의 freedom 자유의 오류 격차 확인하는 트위터를 올렸다.
바이든 대통령은 30일 트위터를 통해 “미한 동맹은 국경 공유가 아니라 beliefs(신념) 공유에서 태어났다. 그것은 Democrcy(민주주의), liberty(자유), security(안보)- 무엇보다 freedom(자유)”라고 밝혔다.
미국에서 ‘freedom(자유)’은 ‘권리로서의 자유’로 민주주의에서 표현의 자유, 사상의 자유, 종교의 자유로 사용되며 수정헌법 1조에 절대적 권리로 보장된다.
반면 자유민주주의에서 사용하는 liberty(자유)는 ‘지배·권위 등으로 부터의 자유’를 의미하며, 바이든 대통령은 ‘권리로서 자유(freedom)을 상위에 두고 liberty(자유)는 민주주의보다 후순위에 뒀다.
윤 대통령은 취임사부터 자유를 절대가치로 두고 자유민주주의(liberal democracy)를 통해 법의 지배를 ‘법치주의’로 오용하고 정당과 의회민주주의를 배제했다.
이번 국빈방미에서 윤 대통령은 ‘자유 강연’을 의회와 하버드대에서 이어 가며 iberty를 최상위 절대 가치로 규정하고 ‘자유 가치동맹’을 강연했다.
바이든 대통령과 기시다 일본 총리의 지난해 5월 정상회담은 양국이 ‘민주주의 동맹’으로 명시해 직전의 윤 대통령의 ‘자유 가치 동맹’과 격차를 뒀다.
미일의 외무 재무장광 2+2 회담은 지난해 7월 29일 공동성명으로 “민주주의가 번영, 안정, 안전보장을 위한 최선의 모델“을 명시했다.
liberty는 사전에서 <근대 서구정치에서의 대의민주주의의 형태로, 보편적 참정권, '정치적 정당'간의 권력을 위한 선거를 통한 경쟁, '시민권'의 보호에 의해 구별된다>고 명시해 바이든 대통령은 민주주의보다 하위로 두고 ‘권리 확장’의 freedom을 liberty보다 최상위 절대 가치로 규정하면서 이를 트위터에 명시한 것으로 보인다.
윤 대통령은 미 의회에서 “한미동맹은 단순히 이익에 따라 만나고 헤어지는 편의적 계약관계가 아니라 자유민주주의라는 보편적 가치에 기반한 ‘가치동맹’이다”고 연설했다.
윤 대통령은 하버드대 케네디행정학교 연설 주제로 '자유를 향한 새로운 여정(Pioneering a New Freedom Trail)'을 제시했으나, 제목만 freedom을 썼고 실제는 “민주주의는 자유를 보장하기 위한 공동체의 의사결정 시스템”이라며 “민주주의는 진실과 자유로운 여론 형성에 기반하고 있다”며 ‘지배로부터 자유’인 liberty의 민주주의 하위 개념의 자유를 썼다.
윤 대통령은 “‘자유에는 책임이 따른다’고 할 때 바로 그 책임은 자유가 공존하기 위한 조건인 공정(fairness)에서 나오는 것”이라며 “법의 지배(Rule of law)는 자유의 공존 조건인 공정을 구현하는 것”이라고 자유를 liberty로 규정했다.
윤 대통령은 “허위 선동과 가짜뉴스가 디지털, 모바일과 결합하여 진실과 여론을 왜곡하는 일이 다반사가 되었다. 그러므로 민주주의가 흔들리고 자유가 위협받고 있다”고 철저하게 ‘지배로부터 자유’을 앞세우고 제목한 freedom을 썼고, 미국을 떠나는 순간 바이든 대통령은 liberty가 민주주의 하위 개념에 freedom과 격차를 트위터로 확인시켰다 .
윤 대통령 강연은 “‘자유에는 책임이 따른다’고 할 때 바로 그 책임은 자유가 공존하기 위한 조건인 공정(fairness)에서 나오는 것”이라며 “법의 지배(Rule of law)는 자유의 공존 조건인 공정을 구현하는 것”이라 미국에서 ‘표현의 자유’를 법의 지배보다 상위에 둔 헌법을 부정했다.
윤 대통령의 자유는 “개척자들이 자유를 이야기하고 토론을 벌이던 흔적이 그 길 곳곳에 묻어 있다. 이들이 자유민주주의 국가 미국의 기틀을 만들었고, 17세기에 성직자 양성 교육기관으로 설립된 하버드가 그 중심에 있었다”며 ‘자유민주주의’로 liberty를 적용했다.
윤 대통령은 미 의회 연설에서도 영문에는 freedom을 썼으나 실제 개념은 liberty를 적용했다.
연설 대목은 다음과 같다.
<지난 세기 동안 미국은 자유를 위협하는 도전에 맞서 이를 수호하는 데 앞섰다. 제국주의 세력 간의 식민지 쟁탈전이 격화되면서 인류는 두 차례의 참혹한 대전을 겪었다. 미국은 자유를 지키기 위한 정의로운 개입을 택했다.
1950년 한반도는 자유주의와 공산 전체주의가 충돌하는 최전선이었다. 소련의 사주를 받은 북한의 기습침략으로 한반도와 아시아의 평화가 위기에 빠졌다. 한반도에서 자유민주주의가 사라질 뻔한 절체절명의 순간, 미국은 이를 외면하지 않았다.
전체주의 세력은 자유와 민주주의를 위협하고 부정하면서도 마치 자신들이 민주주의 운동가, 인권 운동가인 양 정체를 숨기고 위장하는 경우가 대부분이다. 우리는 이런 은폐와 위장에 속아서는 안 된다. 피와 땀으로 지켜온 소중한 민주주의와 법의 지배 시스템이 거짓 위장 세력에 의해 무너지지 않도록 우리 모두 힘을 합쳐 용감하게 싸워야 한다.
자유민주주의를 선택한 대한민국과 공산 전체주의를 선택한 북한은 지금 분명히 비교되고 있다.
자유민주주의 국가들의 연대가 얼마나 중요한지 말해준다. 대한민국은 자유세계와 연대하여 우크라이나 국민의 자유를 수호하고 이들의 재건을 돕는 노력을 적극적으로 펴 나갈 것이다.
한미 동맹은 자유, 인권, 민주주의라는 보편적 가치로 맺어진 가치동맹이다.>

Liberty is a form of representative democracy in modern Western politics, distinguished by universal suffrage, competition through elections for power between 'political parties', and protection of 'citizenship'>, President Biden said in a dictionary. Totalitarian forces threaten and deny freedom and democracy, but in most cases hide and disguise their identities as if they were democracy activists and human rights activists. We must not be fooled by this cover-up and camouflage. All of us must join forces and fight bravely so that the precious democracy and rule of law system, which we have defended with blood and sweat, will not be destroyed by false camouflage forces.
South Korea, which chose liberal democracy, and North Korea, which chose communist totalitarianism, are now clearly being compared.
It tells us how important the solidarity of liberal democracies is. The Republic of Korea will actively defend the freedom of the Ukrainian people in solidarity with the free world and make efforts to help them rebuild.
