케네디는 그런 말을 하려고 한 게 아니다.

아니라고 이XX들아!! 

예전에 케네디가 단테를 인용하여 중립을 지키는 이들을 비판한 것이 사실은 왜곡된 것이라는 논지의 글을 쓴 적이 있는데, 오늘도 케네디 이야기를 잠깐 해볼까 한다. 

존 피츠제랄드 케네디(John Fitzgerald "Jack" Kennedy, 1917년 5월 29일 ~ 1963년 11월 22일) 하면 가장 먼저 떠오르는건 무엇일까?

재클린 케네디 오나시스? 여전히 미스테리한 그의 암살? 케네디 집안 사람들에게 일어난 수 많은 비극들? 혹은 쿠바 사태? 미국의 우주 모험과 달착륙? 월남전? 캄보디아 개입? 뭐 여러가지가 있겠지만 아마도 케네디 하면 떠올리는 것은 바로 이것이 아닐까 한다. 

"국가가 여러분에게 무엇을 해 줄 것인가 묻지 말고, 여러분이 국가를 위해 무엇을 할 수 있는가를 물어 보십시오.(Ask not what your country can do for you, Ask what you can do for your country.)"

ㅎㅎ 지겹도록 들어보고 읽어본 문장일거라고 생각한다. 저 문장은 존.F.케네디의 유명한 1961년 대통령 취임 연설에서 자주 발췌되는 부분이다. 

국민의 권익이 먼저인가, 혹은 국익이 먼저인가를 논할 때 항상 보수 성향의 정치인들이 자주 인용하는 구절이기도 하다. 당장에 이 구절만 읽어보면, "권리 운운하기 이전에 나라에 충성부터 하셈."이라고 들리는 게 당연하다. 이 구절만 읽어보자면 말이다

문제는.. 이것 또한 절묘하고 교묘하게 딱 보고 싶은 것만 잘라서 보여주고 있다는 것이다. 

1961년의 대통령 취임 연설은 역사에 길이 남을 연설문 중에 하나인데, 케네디는 "권리를 외치기 전에 의무부터 다해라"라는 취지로 연설을 한 게 아니다.

그는 진영논리와 이념을 떠나 모두가 세계의 평화를 이룩하기 위해 이바지를 해야한다는 취지의 연설을 했고, 그것을 이룩하기 위해서는 보다 강도 높은 희생을 함께 해야한다는 말을 한 것이다.

그래서, 다소 길지만 그의 연설문 전문을 소개할까 한다. 연설문 내용 중 특히 그가 말하고자 했던 핵심적인 부분에 대해서는 붉은 색으로 표시해보았다. 

We observe today not a victory of party but a celebration of freedom–symbolizing an end as well as a beginning–signifying renewal as well as change. 

오늘, 우리는 일개 정당의 정치적 승리가 아닌, 한 시대의 끝남과 동시에 새로운 시대의 시작을 상징하고, 또 부활과 동시에 변화를 의미하는 자유의 축제를 보고 있습니다. 

For I have sworn before you and Almighty God the same solemn oath our forbears prescribed nearly a century and three-quarters ago.

그것은 제가 여러분과 함께, 여러분들의 앞에서, 전지전능하신 신의 앞에, 우리의 조상님들이 한 세기 하고도 75년 전에 규정한 엄숙하고도 고귀한 서약을 함께 맹세했기 때문입니다. 

The world is very different now. For man holds in his mortal hands the power to abolish all forms of human poverty and all forms of human life.

작금의 세상은 우리가 지금껏 알던 세상과 많이 다릅니다. 지금의 인류는 자신의 유한한 손에 모든 사람들과 그들이 겪고 있는 빈곤함 모두를 한순간에 없애버릴 수 있는 힘을 지녔기 때문입니다.

And yet the same revolutionary beliefs for which our forebears fought are still at issue around the globe–the belief that the rights of man come not from the generosity of the state but from the hand of God.

또한, 사람이 지닌 권리는 한 나라의 관용에서 오는 것이 아니라 신으로부터 비롯된다는, 우리 선조들이 목숨을 걸고 싸우고 지켜낸 이 혁명적인 신념 또한, 이 지구상에서는 아직 논란의 대상일 뿐입니다.  

We dare not forget today that we are the heirs of that first revolution.

이 자리에 선 우리는, 우리가 그 혁명의 첫 후계자들임을 결코 잊지 않을 것임을 맹세하였습니다. 

Let the word go forth from this time and place, to friend and foe alike, that the torch has been passed to a new generation of Americans–born in this century, tempered by war, disciplined by a hard and bitter peace, proud of our ancient heritage–and unwilling to witness or permit the slow undoing of those human rights to which this nation has always been committed, and to which we are committed today at home and around the world.

그리고 지금 이 자리에서, 우리와 뜻을 함께하는 우방들과, 그리고 우리를 적대시하는 세력 모두에게 전달할 것입니다. 혁명의 횃불은 미국에서 비롯되었으며, 지난 세기와 금 세기를 통하여, 숱한 분쟁과 세계 전쟁을 통하여 단련되고, 힘들고 쓰라린 평화를 통해 훈련되었으며, 우리의 혁명적 유산을 자랑스럽게 여겨온, 이 땅에서 항상 보장되었고 오늘날에는 이 땅에서 뿐만 아니라 전세계에서 보장하는 인권을 위한 투쟁이, 비록 그 속도가 느리더라도 후퇴하거나 없어지는 것을 절대 허락하지 않을 세대들에게 전달되었고, 그 정신을 지켜나갈 것임을 말입니다.  

Let every nation know, whether it wishes us well or ill, that we shall pay any price, bear any burden, meet any hardship, support any friend, oppose any foe to assure the survival and the success of liberty.

우리는 전세계의 모든 국가들에게 이것을 알려야만 합니다. 그들이 우리가 앞으로도 더욱 발전을 하던, 혹은 잘못된 길을 걸어가는 것을 원하던 관계없이, 우리는 자유의 생존과 성공을 보장하기 위해서는 그 어떠한 댓가를 치룰 것이고, 어떠한 고통도 감내할 것이며, 어떠한 짐도 감당할 것이고, 어떠한 적과도 맞설 것이라는 것을. 

This much we pledge–and more.

그리고 우리는 그 이상의 것을 맹세하고자 합니다.  

To those old allies whose cultural and spiritual origins we share, we pledge the loyalty of faithful friends.

우리 나라와 문화적, 그리고 정신적인 근원을 함께 하는 오랜 친구들에게, 우리는 여러분들의 믿음직스러운 친구로서 충성을 맹세하고자 합니다. 

United there is little we cannot do in a host of cooperative ventures. Divided there is little we can do–for we dare not meet a powerful challenge at odds and split asunder.

함께 뭉쳐서 협력을 하면, 이룩하지 못할 것은 없습니다. 우리가 분열된다면, 할 수 있는 것은 매우 적을 것입니다. 어찌 감히 서로 반목하고 분열된 상태에서 험난하고 강력한 도전에 맞설 수 있겠습니까.  

To those new states whom we welcome to the ranks of the free, we pledge our word that one form of colonial control shall not have passed away merely to be replaced by a far more iron tyranny.

새로이 자유를 얻은 신생국가들이 자유의 반열에 오른 것을 진심으로 축하드리며, 우리는 다음과 같이 맹세하고자 합니다. 식민지배구조가 사라지고, 훨씬 강력한 독재정치가 그를 대신하지는 않을 것이라고. 

We shall not always expect to find them supporting our view. But we shall always hope to find them strongly supporting their own freedom–and to remember that, in the past, those who foolishly sought power by riding the back of the tiger ended up inside.

그들이 우리의 견해를 지지하기를 바라지는 않지만, 그들이 자신의 자유를 강력하게 지지하고 추구하기를 진심으로 바란다고. 또한 과거에 어리석게도 호랑이 등에 올라탐으로써 권력을 추구했던 사람들이 결국 호랑이 밥이 되고 말았다는 사실을 기억하기를 바랍니다.

To those people in the huts and villages of half the globe struggling to break the bonds of mass misery, we pledge our best efforts to help them help themselves, for whatever period is required–not because the communists may be doing it, not because we seek their votes, but because it is right.

오두막과 촌락에 살며, 대규모 빈곤의 굴레에서 벗어나기 위해 노력하는 지구의 절반을 차지하는 사람들에게, 우리는 어떠한 기간이 걸리더라도 그들이 자립할 수 있도록 최선의 노력을 다해 도울 것을 맹세합니다. 우리와 정치적 이념을 달리하는 공산주의자들이 우리를 대신하여 이권을 차지할 지도 모르기 때문에 한 말이 아닙니다. 혹은 빈곤한 삶을 살아가는 그들의 지지표가 필요해서도 아닙니다. 빈곤층을 돕고 그들이 풍족한 삶을 영위할 수 있도록 돕는 것이 옳은 일이기 때문입니다.

If a free society cannot help the many who are poor, it cannot save the few who are rich.

그리고, 만약 자유로운 사회가 가난한 다수를 도울 수 없다면, 그 사회는 부유한 소수 또한 지킬 수 없기 때문이기도 합니다. 

To our sister republics south of our border, we offer a special pledge–to convert our good words into good deeds–in a new alliance for progress–to assist free men and free governments in casting off the chains of poverty.

우리 국경 남쪽에 계신 중남미의 우방들에게 특히 약속을 하고자 합니다. 함께 진보적인 동맹관계를 구축하여 빈곤의 사슬을 벗어내려 하는 자유 시민들과 정부를 참된 행동을 통하여 도울 것이라고.

But this peaceful revolution of hope cannot become the prey of hostile powers. Let all our neighbors know that we shall join with them to oppose aggression or subversion anywhere in the Americas. And let every other power know that this Hemisphere intends to remain the master of its own house.

하지만 이 평화롭고 희망에 가득찬 변혁은 결코 적대적인 세력의 먹이가 되어서는 안됩니다. 우리의 모든 이웃에게, 그들과 함께 아메리카 대륙 어디에서든 일어나는 침략과 파괴에 대항할 것임을 알립니다. 전 세계 다른 나라들에게, 이 위대한 대륙의 사람들은 앞으로도 계속해서 이 대륙의 주인으로 남아 있을 것이라고. 

To that world assembly of sovereign states, the United Nations, our last best hope in an age where the instruments of war have far outpaced the instruments of peace, we renew our pledge of support–to prevent it from becoming merely a forum for invective–to strengthen its shield of the new and the weak–and to enlarge the area in which its writ may run.

전 세계 주권 국가들의 연합이며, 전쟁의 수단이 평화의 수단을 한참 앞질러버린 이 시대에 우리의 마지막 최고 희망인, 국제 연합에, 협력을 아끼지 않을 것임을 다짐하고자 합니다. 국제 연합이 단순한 강대국들의 독설의 장이 되는 것을 막고, 신생국과 약소국의 방패 역할을 강화해 그 권한이 미치는 지역을 확대하도록 지원할 것입니다. 

Finally, to those nations who would make themselves our adversary, we offer not a pledge but a request: that both sides begin anew the quest for peace, before the dark powers of destruction unleashed by science engulf all humanity in planned or accidental self-destruction.

마지막으로, 우리를 적대하려는 국가들에게는 맹세가 아닌, 부탁을 드리고자 합니다. 과학에 의해 고삐가 풀린 어두운 파괴력이 계획적이건 우발적이건 자기 파괴로 인해 인류를 자멸의 도가니 속으로 몰아 넣기 전에 양 진영이 새롭게 평화 추구 노력을 시작하자는 것을 부탁드리고자 합니다. 

We dare not tempt them with weakness. For only when our arms are sufficient beyond doubt can we be certain beyond doubt that they will never be employed.

힘도 없이 이런 모험을 하겠다는 건 아닙니다. 약점을 내보이며 그들을 설득하고픈 생각은 결코 없습니다. 오직 우리의 군사력이 의심할 여지 없이 충분해야만, 우리는 그것이 사용되는 일이 없을 것이라고 확신할 수 있습니다.

But neither can two great and powerful groups of nations take comfort from our present course–both sides overburdened by the cost of modern weapons, both rightly alarmed by the steady spread of the deadly atom, yet both racing to alter that uncertain balance of terror that stays the hand of mankind’s final war.

하지만 작금의 위대하고 강력한 양 진영의 국가들 모두 작금의 상황에 안심하지 못하고 있습니다. 양 진영은 과중한 군비 부담으로 고통받고 있고, 치명적인 핵 무기의 확산을 심각히 걱정하고 있으며, 그러면서도 인류 최후의 전쟁이 일어나는 것을 막고 있는 불확실한 공포의 균형을 바꾸기 위해 경쟁하고 있습니다.

So let us begin anew–remembering on both sides that civility is not a sign of weakness, and sincerity is always subject to proof. Let us never negotiate out of fear. But let us never fear to negotiate.Let both sides explore what problems unite us instead of belaboring those problems which divide us.

그러니 함께 다시 시작합시다. 정중함이 나약함의 표시가 아니며, 성실함은 반드시 증거가 필요하다는 점을 다같이 명심하도록 합시다. 결코 두려움 때문에 협상하지 맙시다. 그렇다고 해서 협상 자체를 두려워하지도 맙시다. 양 진영을 갈라놓는 문제로 왈가왈부하지 말고 서로 단결하고 힘을 합쳐 문제를 해결하는 방안을 찾아보도록 합시다.

Let both sides, for the first time, formulate serious and precise proposals for the inspection and control of arms–and bring the absolute power to destroy other nations under the absolute control of all nations.

양 진영이 처음으로, 양 진영 간의 군사비에 대한 사찰이나 통제를 위한 진지하고 구체적인 방안을 공식화시켜, 다른 국가들을 파괴하려는 절대무기가 모든 국가들의 통제를 받을 수 있도록 합시다. 

Let both sides seek to invoke the wonders of science instead of its terrors. Together let us explore the stars, conquer the deserts, eradicate disease, tap the ocean depths and encourage the arts and commerce.

양 진영으로 하여금 과학이, 공포가 아닌 기적을 일으킬 수 있도록 함께 정진하도록 합시다. 함께 힘을 모아 천체를 탐색하고, 사막을 정복하고, 질병을 뿌리뽑도록 합시다. 함께 해양자원을 개발하고, 예술과 교역이 부흥할 수 있도록 노력하고 권장합시다. 

Let both sides unite to heed in all corners of the earth the command of Isaiah–to “undo the heavy burdens and let the oppressed go free.” 

양 진영이 서로 뜻을 모아  함께 지구 구석구석에서 들려오는 거룩한 성인의 명령에 귀를 기울이도록 합시다. “멍에의 줄을 끌러 주고, 압제당하는 자를 자유케 하라.”

And if a beachhead of cooperation may push back the jungle of suspicion, let both sides join in creating a new endeavor, not a new balance of power, but a new world of law, where the strong are just and the weak secure and the peace preserved

그리고 함께 협력하여 교두보가 세워지고, 불신의 정글을 걷어내고 나면, 함께 손잡고 새로운 과업을 이룩하도록 합시다. 새로운 세력 균영을 이룩하는 것이 아닌, 강대국들이 의로운 행동을 하며 약소국들을 안전하게 지켜주고 서로 협력하여 평화가 유지되는, 그런 새로운 법의 세계를 함께 구축하도록 합시다. 

All this will not be finished in the first one hundred days. Nor will it be finished in the first one thousand days, nor in the life of this Administration, nor even perhaps in our lifetime on this planet. But let us begin.

이 모든 것은 취임 후 100일 내에 이루어지지 않을 수 있습니다. 1000일이 지나도, 이 행정부의 임기가 끝나도, 어쩌면 지구에서의 우리의 삶이 끝날 때까지도 이루어지지 않을 수 있습니다. 하지만 시작합시다. 

In your hands, my fellow citizens, more than mine, will rest the final success or failure of our course. Since this country was founded, each generation of Americans has been summoned to give testimony to its national loyalty. The graves of young Americans who answered the call to service surround the globe.

국민 여러분, 저보다는 여러분의 손에 우리들의 향후 진로의 성공과 실패가 달려 있습니다. 이 나라가 건국된 이래, 각 세대의 미국인들은 그들의 애국심을 증명하도록 조국의 부름을 받았습니다. 국가의 부름에 응한 젊은 미국인들의 무덤이 전 세계를 뒤덮고 있습니다.

Now the trumpet summons us again–not as a call to bear arms, though arms we need–not as a call to battle, though embattled we are– but a call to bear the burden of a long twilight struggle, year in and year out, “rejoicing in hope, patient in tribulation”–a struggle against the common enemies of man: tyranny, poverty, disease and war itself.

이제 다시 우리를 부르는 나팔소리가 울려퍼지고 있습니다. 하지만 이 나팔소리는 무기가 필요하지만 무기를 들라는 부름이 아니고, 전투 준비를 갖추고 있지만 싸우라는 부름이 아닙니다. “소망 중에 기뻐하며, 환난 중에 견디며”, 독재, 빈곤, 질병, 전쟁이라는, 인류 공동의 적에 맞선, 긴 투쟁의 짐을 지라는 부름인 것입니다.

Can we forge against these enemies a grand and global alliance, North and South, East and West, that can assure a more fruitful life for all mankind? Will you join in that historic effort?

여러분은 이러한 난관에 맞서, 동서남북을 아우르는 웅대하고 전지구적인 동맹을 조직하여, 모든 인류가 좀 더 유익한 삶을 살아갈 수 있도록 보장해줄 수 있겠습니까? 여러분은 이 역사적인 노력에 동참하시겠습니까?

In the long history of the world, only a few generations have been granted the role of defending freedom in its hour of maximum danger. I do not shrink from this responsibility–I welcome it. 

기나긴 세월동안 이어진 인류의 여정 속에서,  오직 소수의 세대만이 자유가 가장 큰 위험에 처했을 때, 그것을 지키라는 임무를 부여 받았습니다. 저는 결코 이 책임으로부터 위축되지 않겠습니다. 저는 이 신성한 임무를 환영하며, 그것을 기꺼이 받아들일 것입니다.  

I do not believe that any of us would exchange places with any other people or any other generation. The energy, the faith, the devotion which we bring to this endeavor will light our country and all who serve it–and the glow from that fire can truly light the world.

저는 우리 세대의 어느 누구도, 다른 세대의 여느 사람들과 그 처지를 바꾸기를 원하지 않을 것이라고 확신합니다. 우리가 자유를 수호하기 위하여 쏟는 정력과 믿음과 헌신은 우리나라를 밝혀 줄 것이며, 또한 그 일을 위하여 봉사하는 모든 사람과, 그리고 작열하는 그 불길은 진실로 세계를 밝혀 줄 것입니다.

And so, my fellow Americans: ask not what your country can do for you–ask what you can do for your country.

그러므로, 존경하는 국민 여러분! 여러분의 조국이 여러분에게 무슨 일을 해 줄 것인가를 묻지 말고, 여러분이 조국을 위해 무슨 일을 할 수 있는지를 물으십시오.

My fellow citizens of the world: ask not what America will do for you, but what together we can do for the freedom of man.

존경하는 세계 시민 여러분, 미국이 여러분에게 무엇을 해 줄 것인가 묻지 말고, 인간의 자유를 위해 여러분들이 미국과 무엇을 함께 할 수 있는가를 물어 보십시오.

Finally, whether you are citizens of America or citizens of the world, ask of us here the same high standards of strength and sacrifice which we ask of you. 

마지막으로, 미국 국민과 전 세계 시민 여러분! 우리가 여러분에게 요구하는 같은 정도의 힘과 희생을 여기 있는 저에게, 그리고 우리에게 요구하여 주십시오. 

With a good conscience our only sure reward, with history the final judge of our deeds.

양심만이 가장 확실한 보답을 주는 것이며, 역사만이 우리 행위에 대한 최종적인 심판자이기 때문입니다. 

Let us go forth to lead the land we love, asking His blessing and His help, but knowing that here on earth God’s work must truly be our own.

우리는 신의 축복과 은총을 빌면서, 한편으로는 이 지구에서 그 분의 작품이 진실로 우리의 것이 될 것이라는 것을 믿고 실천하면서, 우리가 사랑하는 이 땅을 이끌고 전진할 것입니다. 

물론, 존.F.케네디의 임기 동안 그가 대통령 취임 연설에서 강조했던 세계 평화에의 염원과 발전은 일어나지 않았다. 않았고, ㅎㅎ 이후 위정자들은 그가 취임 연설에서 강조한, '인류 공통의 번영과 발전을 함께 이룩하기 위해 필요한 시민의 정치권력에의 감시'라는 부분을 쏙 빼고 의무만을 요구하는 3류 선전 문구로 전락시켜버렸다. 

이제 조금 있으면 총선이다. 그리고 정치인들은 또 저 문구를 지들 입맛대로 요리 볶고 저리 볶아대기 시작하겠지.
