The neonatal mortality rate (NMR) tier refers to the classification of countries or regions based on how high or low their neonatal mortality rate is.
This “tiering” helps global health organizations (like WHO and UNICEF) prioritize interventions, funding, and resources.
Common Neonatal Mortality Rate Tiers

Cameroon’s Placement
• Current NMR: ~25 deaths per 1,000 live births (as of 2023)
• Tier: Tier 3 (Medium Neonatal Mortality)
Cameroon is on the higher end of Tier 3, close to Tier 4. This reflects significant health challenges, especially in maternal and neonatal care, despite gradual improvements over the last two decades.
Global Goal
The UN Sustainable Development Goal 3.2 aims to bring all countries to Tier 1 or at least below 12 per 1,000 by 2030.
Many Sub-Saharan African countries are still far from this goal.
