똥개가 되고 싶어 봄날에는
콧구멍을 벌름거리며
따뜻한 똥을 찾아
동네방네 쏘다니다가
복숭아같이 엉덩이 굵은 암캐 만나면
그녀와 함께 킁킁대며
오랭캐꽃 들길 따라 걷고 싶어
모락모락 김이 나는 혀끝에 침이 도는
똥을 찾아 어슬렁거리다가
물어뜯고 싶어 손이 하얀
가슴에 똥이 가득 찬 어느 놈이
냄새난다고 똥 치운다고 법석 떤다면
그놈 손목부터 물어뜯고 싶어
부르르 치 떨며 팽개치며
우리들 귀한 밤을 지키고 나면
그녀가 아지랑이처럼 꼬리 흔드는 것을
보고 싶어 봄날에는
똥개가 되고 싶어
아마 안도현 시인은 똥개를 통해 서글픈 서민의 삶을 묘사하고 싶은 모양이다. 아니면 더 깊게 들어가 똥덩어리로 가득 찬 세상을 절규하고 싶어 한지도 모르겠다. ANYWAY....
코비는 아무래도 똥개같이 보이는 개다. 주신분은 진돗개라고 거듭 주장했지만… 쩝
미국에서 개 키우는 것이 애 하나 키우는 것만큼 시간과 정성이 필요하다. 그냥 간단하게 한 번 키워볼까 할 일이 아니다. 미국에선 개를 키우기 전에 깊게 심사숙고해 보시고 결정할 일이다. 날마다 같이 놀아주어야 하고 운동시키고 훈련도 시키고 꽤 신경 쓰인다. 그리고 개가 15년 평균 수명인데 15년을 함께 보내는 동반자라고 생각하면 되는데 예를 들어 애완동물을 못 기르게 하는 아파트에 불가피하게 이사가든지 출장이 잦다던가 하게 되면 개 호텔 보내는 비용도 만만치 않게 되는 상황에 봉착하게 된다. 그래도 개를 키우고 싶다면 먼저 개 종류를 선택해야 하는데 큰 개인지, 집안에서 키울 작은 개인지, 가족에 혹시 알레르기가 있는지 반드시 확인해보아야 한다.
난 애들이 좋아한다고 ( 물론 나도 좋아한다 ) 강아지를 입양했다가 참으로 많은 일을 겪었다. 물론 종류에 따라 털이 안 벗겨지는 개도 있지만 내가 받은 진돗개 ( 키울수록 영락없는 하이브리드-똥개 같다 )는 철따라 털을 가는 통에 엄청 스트레스를 받았다. 게디가 큰 개는 the more they eat, they pooh more too.이라 똥은 얼마나 많이 누는지.. 뒤뜰에 방치했더니 잔디 파고 흙파고 난리가 아니었다.
개를 자기 집에서 키우는데 옆집에서 뭐라 할 수는 없지만 시도 때도 없이 짖어대서, (내 개는 이상하게 백인만 보면 짖는다 ) 옆집의 신고로 경찰이 여러 번 찾아왔었다. 미국의 각주마다 다른 애견 법규를 가지고 있다. 미국의 애견문화에게 가장 인상 깊은 점은 애완동물을 키우는 시민에게 부여하는 강력한 책임과 의무를 지을 수 있는 법규가 잘 되어있고, 반대로 법규를 잘 지킨 만큼 애완동물에게 혜택도 함께 주어진다는 것이다. 미국에서도 뉴욕의 경우 강아지나 고양이 키우는 사람들을 돈 좀 있는 사람들이라 봐야 한다. 그만큼 애완동물을 키우기 위해서는 비용과 세금이 많이 들어간다는 뜻이다. 애완동물에 대한 등록비, 어마어마한 과태료, 병원 치료비 등등 꽤 많은 비용이 요구되기 때문에 한국처럼 애완동물을 방치해두고 키우는 일 자체가 불가능하다. 또 하나 미국 애견문화에서 주의해 봐야 할 점은... 미국 시민의 신고문화에 있다. 애완동물 말고도 사회 자체가 모든 불법이나 문제가 될듯한 이슈 등은 바로바로 신고하는 시민들이 미국 사람이다. 너무 피곤할 정도로 신고정신이 투철하다고나 할까... 그중에서도 가장 투철한 신고정신을 가지고 있는 시민들은 바로 나이 든 할아버지 할머니들이다. 대부분의 미국 할아버지 할머니 들이 애완동물을 키우는데 애완동물과 함께 지낼 시간이 많기 때문이다. 이들의 경우 주변에 수상하거나 문제 될만한 건수만 봤다 하면 바로 신고대상이다. 특히 애완동물에 대해 엄청나게 예민하고 반응해서 개를 방치하면서 키웠다가는 바로 신고당할 수도 있다. 한국과는 정반대라고나 할까? 개를 때리거나 그냥 방치하는 것은 상상도 못할 일이다.
뉴욕주의 경우 동물 경찰이 따로 있기 때문에, 시민들의 신고가 들어오면 바로 현장 출동하여 조사에 들어간다. 예를 들어, 애완견은 여름에는 3시간 이상 묶어 놓으면 안 되고, 주변에 물과 먹을 것이 준비되어 있어야 한다. 겨울에는 실내에서 키워야 하며 부득이한 경우 히터나 난방장치와 함께 충분한 공간이 마련되어 있어야 한다. 또한, 실외에서 개를 키워야 할 경우에는 해당 관공서에 허가를 요청해야 한다. 가드 독이라고 동물등록국에 신고하고 가드 독 주의라는 팻말을 담장에 붙여 놓아야 한다.
그래서 미국인들은 거의 99%는 사시사철 개를 집안에서 키우고 있다. 주변 이웃들에게 피해가 가지 않도록... 개 짖는 소리가 저녁시간에 30분 이상 지속될 시에는 바로 경찰이 출동한다. 목줄 없이 개를 산책시킬 시에도 바로 과태료 대상! 또한 산책 중에 강아지 배설물을 치우지 않을 경우에는 200만 원의 벌금을 물어야 한다. 때문에, 미국인들은 항시 여분의 비닐봉지나 휴지를 다른 사람들이 볼 수 있도록 가지고 다닌다. 산책 갈 수 있는 준비를 보여주는 것이라고나 할까? 또 뉴욕에서는 견주가 개를 학대하거나 돌보지 않고 방치할 경우 그 개는 바로 애견 보호소로 송치되고 애완견주는 어마어마한 벌금을 내던가 아니면 감옥행으로... 두 번 다시 개를 키우지 못하게 된다. 미국에서는 애완동물에 대한 법규가 센 만큼 해당하는 애완견주들의 책임도 높다.
그런데 개천 국이라는 미국에서 개를 키우는 입장에서 보면 미국인들은 과연 인간들에겐 신경을 개만큼 신경을 쓰는지 의구심이 든다. 길거리에 홈리스와 아동/배우자 학대가 넘쳐나는 상황에서 개밥이나 개집보단 인간들의 음식과 집부터 관심을 가져야 하지 않을까?

캘리포니아 개법
The County of Los Angeles Department of Animal Care and Control enforces Los Angeles County Code Title 10 within the unincorporated areas of Los Angeles County. City residents should check with their local city officials or County animal care center regarding applicable laws for their area as some cities within Los Angeles County may enforce all or only certain sections of Title 10 (depending on what the City adopted).
Below are some important laws and ordinances:
Animal Abandonment: Anyone who willfully abandons an animal is guilty of a misdemeanor punishable by a fine of $1000 and up to 6 months in jail. (CA Penal Code Section 597s.)

Barking Dogs: Any pet owner or custodian who allows a dog to bark continuously or for an extended period of time in a manner that annoys the neighbors and disturbs the peace and tranquility of the neighborhood may be guilty of allowing a public nuisance and punishable by a misdemeanor with a fine of up to $1000 and/or six months in jail.

Dangerous Dogs: Dogs that pose a danger to public safety may have restrictions placed on their continued ownership in the interest of public safety. In extreme circumstances, a dog determined to be vicious may be ordered destroyed. The Department may file a petition as either an administrative hearing or in Superior Court to determine the disposition of an animal considered to be potentially dangerous or vicious. The owner of such an animal may be fined, have restrictions on ownership imposed, or the dog could be ordered to be destroyed. (Los Angeles County Code Sec. 10.37, et seq.)

Defecation – Anyone walking a dog on any property other than their own must carry a suitable bag or container for the purposes of removing feces and to immediately remove any feces once deposited by their dog.

도견도 휴식시간을 주어야 하고, 묶어놓은 개도 일정한 기간 동안 풀어놓고 몸을 풀어주어야 한다. 개처럼 다루지 말라는 뜻?
Food and Water – Animals shall be provided with wholesome food and have potable water that is free from debris and readily accessible [Los Angeles County Code Sec. 10.40.010(B)]. Anyone who fails to provide adequate food and water to their animal is guilty of a misdemeanor or a felony and may be fined up to $20,000 and/or imprisonment. [CA Penal Code Section 597(b)]
개밥과 개물을 제대로 안 주다 걸리면 2만 불 벌금에 경범이나 중범 선고를 받을 수 있다.
Hobby Breeder -- Dog Breeding License Required: Hobby Breeder is any person, except for someone having a valid Animal Facility license who, for pay or other compensation, breeds a female dog. A hobby breeder must obtain a Hobby Breeding license that authorizes the whelping of no more than one litter per female dog in any 12‑month period and no more than one litter per domestic household in any 12-month period. Inhumane Treatment: State Penal Code Sec. 597 and Los Angeles County Code Sec. 10.12.160 prohibit the abuse, mistreatment, or torture of any animal or subjecting any animal to needless suffering. These laws provide that no animal may be deprived of proper food, water, or shelter. Violation of these laws can result in criminal charges, up to and including felony charges. Public Nuisance – Any animal that harasses passerby or vehicles, attacks other animals, is repeatedly at large, continuously barks, or trespasses on school, public property, or private property will be considered a public nuisance. It is a misdemeanor to continue to allow your animal to remain a public nuisance. (Los Angeles County Code Sec. 10.40.065)
Spay/Neuter, Mandatory – Any dog over the age of four months within the jurisdiction is required to be spayed/neutered unless the dog cannot be altered without a high likelihood of suffering serious bodily harm as determined by a licensed veterinarian. (Los Angeles County Code Sec. 10.20.350, et seq.)
Strays – Any person taking up any stray domestic animal found running at large must notify the Department within four hours that they have the animal in their possession, provide a description of the animal, provide the location where the animal is being kept, and surrender the animal to the Department on demand. (Los Angeles County Code Sec. 10.36.020 and 10.36.040)
Tethering – No person shall tether, fasten, chain, tie, or restrain a dog to a dog house, tree, fence, or any other stationary object for more than three hours in a 24-hour period. Violation is an infraction or misdemeanor and is punishable by a fine up to $1000 or six months in jail or both. (CA Health and Safety Code Section 122335)
