Archon FungJust as the trauma of fighting World War II laid the foundations for a stronger American government and national solidarity, the coronavirus crisis might sow the seeds of a new civic federalism, in which states and localities become centers of justice, solidarity and far-sighted democratic problem-solving. Many Americans now bemoan the failure of national leadership in the face of this unprecedented challenge. When we look back, we will see that some communities handled the crisis much better than others. We might well find that success came in states where government, civic and private-sector leaders joined their strengths together in a spirit of self-sacrifice for the common good.
제2차 세계대전을 치르는 트라우마가 더 강한 미국 정부와 국가적 결속을 위한 토대를 마련한 것처럼, 코로나 19 바이러스 사태는 주와 지역이 정의, 연대, 그리고 멀리 내다보는 민주적 문제 해결의 중심이 되는 "새로운 시민 연방주의"의 씨앗을 뿌릴지도 모른다. 많은 미국인들은 지금 이 전례 없는 도전에 직면하여 국가 리더십의 실패를 슬퍼하고 있다. 돌이켜 보면, 우리는 몇몇 지역사회가 다른 지역보다 훨씬 더 잘 위기를 처리했다는 것을 알게 될 것이다. 우리는 정부, 시민, 민간 부문의 지도자들이 공동의 이익을 위하여 자기희생의 정신으로 그들의 강점을 함께 결합한 주에서는 성공이 이루어졌다는 것을 알게 될 것이다.
Consider that the virology lab at the University of Washington far surpassed the CDC and others in bringing substantial COVID-19 testing early, when it was most needed. Some governors, mayors, education authorities and employers have led the way by enforcing social distancing, closing campuses and other places, and channeling resources to support the most vulnerable. And the civic fabric of some communities has fostered the responsibility and altruism of millions of ordinary citizens who have stayed home, lost income, kept their kids inside, self-quarantined, refrained from hoarding, supported each other, and even pooled medical supplies and other resources to bolster health workers. The coronavirus is this century’s most urgent challenge to humanity. Harnessing a new sense of solidarity, citizens of states and cities will rise to face the enormous challenges ahead such as climate change and transforming our era of historic inequality into one of economic inclusion.

Archon Fung의 전망은 소수에 속하는 포스트 코로나 시대에 대한 낙관적 전망이다. 하나의 특기할 만한 점은 대부분의 전문가가 향후 국가주의가 대두되고 '큰 정부'가 되며 국가 권력이 집중되고 강화될 것이라고 보는 반면 Archon Fung 교수는 지금까지의 기관이나 사람들이 아닌 새로운 기구, 새로운 사람, 새로운 집단이 출현한 것에 주목하고 있다. 이것이 만일 인류의 선한 의지를 믿게 하는 원동력 중의 하나로 발전할 수 있다면 우리의 미래는 그렇게 어둡기만 한 암울한 것이 아닐 수 있을 것이다.
그러나 이런 사람들이 지속해서 용기를 가지고 나서서 행동할 수 있게 하기 위해서는 대중의 지지가 필요하다. 그들이 명예나 재화를 위하여 나서고 희생한 것은 아니겠지만 이들이 이용당하고 비웃음을 받으며 세상의 혹독한 현실을 모르는 이상주의자들로 간주된다면 이들은 점점 사라질 것이다. 그래서 우리들은 이들을 나서서 지지해 주어야 할지 모른다.
