PRESIDENT JOE BIDEN HAD a message for the country's educators and school leaders on Wednesday: You have the vaccines, you have guidance from the Centers for Disease Control and Prevention about how to reopen safely, and now you have the money. Get moving and reopen schools for in-person learning.

"I need states to move quickly to get these resources down to the school districts and put them to work," Biden said.

"My message is: Help is here," he said. "Help is here for schools to purchase PPE, hire additional personnel, like nurses, counselors, custodial staff, improve ventilation, sanitation, avoid educator layoffs and give students extra support. Help is here to help students make up for lost time and lost learning. Unless we act quickly, this pandemic could have a devastating long-term impact on our kids who have gone through this, including on their mental health."

The president's marching orders were included in a pre-recorded video that played during the Education Department's National Safe School Reopening Summit, which brought together educators, school leaders, public health experts and students to share best practices for how to effectively reopen schools for in-person learning, how to implement the CDC's risk mitigation guidance and how to begin to course correct the academic, social and emotional learning loss incurred by students during a year of interrupted education.

Biden's remarks come as the first batch of federal data is released examining how students are receiving education – a data dump that revealed deep racial disparities that were even more pronounced than some initially believed.

As of January, more than half of all Black, Hispanic and Asian fourth-graders were learning in a fully remote environment, the data shows. By comparison, a quarter of white students were learning fully remotely, and instead nearly half of white students were learning in person, full time. And for those learning remotely – the majority of whom were students of color – many were receiving two hours or less of live instruction. In fact, 5% of fourth graders and 10% of eighth graders were receiving no live instruction whatsoever in their remote learning.
