칼텍(Caltec)에 성적 우수 장학금이 있을까?
고등학교 전학년 모든 과목에서 만점을 받고, 미국 대학 수학능력시험인 SAT에서 까지 만점을 받고, 더불어 AP 과목 시험에서도 12과목에서 모두 A를 받았다면 캘리포니아 공과대학에서 성적 우수 장학금을 받을 수 있을까?
여기까지 글을 읽은 거의 대다수 사람들은 "이 정도면 칼텍에서도 성적 우수장학금을 줘야 하는 것 아냐?"라고 생각을 할 것이다. 그런데... 문제는 캘리포니아 공과대학에는 '성적 우수 장학금'이 없다는 것이다. 그러나 가정 경제사정이 어려운 학생들은 칼텍에서 Need Based Grant를 받을 수 있다. 즉 학자금 보조/재정보조다. 공부를 잘하는 학생에게는 아무런 혜택이 없지만 경제적으로 어려운 학생들에게는 필요한만큼의 보조금을 준다.
칼텍처럼 성적우수 장학금을 안 주는 미국 최상위권 대학들은 많다. 우선 하버드 대학을 비롯해, 프린스턴, 예일 대학 등 아이비리그 대학들은 '성적우수장학금'이 없다. 모두 다 공부를 잘하는 데 누구를 주고 누구를 안 줄 것인가? 또한 스탠퍼드, MIT도 성적우수 장학금이 없다. 신문에 '하버드 대학 4년 장학금 받다'라는 기사들이 종종 나오는 데 이것은 전혀 사실과 다른 오보다. 다시 말하지만 하버드 대학에는 '성적 우수 장학금'이 없다.
국내 대학 가운데는 서울대학과 고려대학이 성적우수 장학금을 주지 않는다. 고려대학이 먼저 성적우수 장학금을 없앴다. 서울대학이 이어 받아서 성적우수 장학금을 없앴다. 오직 가정 형편에 따라주는 Need Based Grant만 있을 뿐이다.
다시 돌아가서 칼텍에 대한 이야기를 해보자.

Financial Aid for International Citizens
Caltech is need-sensitive in its admission process for international citizens. The total amount of financial aid funds is limited for these students, and we remain committed to meeting 100% of the demonstrated need of all admitted students. This limitation may result in financial need being a factor in the Institute's admissions decisions for international applicants who are neither U.S. citizens nor permanent residents.
To that end, when a student applies for first-year/freshman admission and indicates that they are an international citizen, the application prompts questions to confirm their understanding of our financial aid policy. There is no separate form for this step; rather, the student must answer and affirm their understanding through the questions asked on the application.
When a student is answering these questions on the application, they should keep in mind the following:
An international citizen who plans to apply for financial aid at any time during their undergraduate career here must apply for it at the time that they apply for admission. An international citizen who does not receive assistance for their first year at Caltech is not eligible for aid for any other academic period during their undergraduate career. Exceptions may be made for citizens of Canada and Mexico.
An international citizen who applies for aid and is offered financial assistance for the first year will be eligible to reapply for financial aid in subsequent years.
An international citizen who applies as a freshman applicant through the Early Action plan should not expect financial aid. If you are an international citizen who plans to apply for financial aid, you must apply through Regular Decision.
Caltech does not offer merit-based scholarships or financial aid. We meet 100% of demonstrated financial need.

칼텍에서 재정보조를 받으려면 반드시 레귤러에 어플라이를 해야 한다. 얼리 액션에 지원하는 국제학생에게는 재정보조를 주지 않는다는것이다. 이것은 매우 중요한 사항이니 꼭 유념해야 한다. 이 대학은 또한 MIT처럼 Need Blind가 아니라 Need Sensitive다. 즉 재정보조를 달라고 할 경우 그 재원이 제한돼 있으므로 당락에 영향을 미칠 수 있다는 이야기다. 즉 재정보조를 달라고 하면 합격에 영향을 줄 수 있으니 신중하라는 이야기다.
