Museums are not innocent

박물관은 중립적이지 않다. 그리고 절대 중립적인 적도 없었다. ICOM에서 박물관의 정의는 비영리의 영구적인 사회 서비스 기관이지만 한 나라나 한 지역에서 박물관을 세울때는 목표와 목적이 있다. 이것은 특정한 경향을 가진다. 만약 박물관의 정의를 논의 할 것이라면 우리는 왜 지금 새 박물관의 정의가 필요한지에 대해서 말해야만 한다. 식민 개척시대에 빼앗겼던 문화재를 되찾고자 하는 시도는 계속되어왔고 신생 독립국가들에서 점점 더 많아질 것으로 예상된다. 

그렇다면 역사적으로 약탈당한 문화재라는 것을 본국으로 돌려보내야 하는지에 대한 복잡한 논의가 남는다. 이는 단순히 문화유산을 보내고 안 보내는 문제가 아니다. UNESCO라는 세계문화유산기구가 있다. 이것은 문화유산이 한 나라에만 속한 것이 아니라는 것을 말해준다. 정치적으로 안정되지 않는 나라에서 문화유산이 파괴될 수도 있고 온전히 보존되기 어려운 상황이 있다. 그렇다면 이경우는 문화재를 반환하는 것은 박물관의 보존의 역할을 다하는 것이 아닐 수 있다. 세계는 단일하지 않다. 국가별로 지향하는 점도 다르다. 박물관은 결백하지 않다. 

 Museums are not neutral. Hence never being neutral a museum. As defined by ICOM, is a non-profit, permanent social service institution. However, when a museum is established in a country or a region, there is a goal and purpose for the museum. It does a tendency for a certain aim. If we were going to discuss the definition of a museum, we should talk about why a new definition is needed now. Attempts to retrieve cultural properties(heritage) that were taken away during the colonial era have been ongoing and are expected to increase in frequency as the number of newly independent countries gradually increases.

Then, there remains a complex disputing about whether historically looted cultural heritage should be sent to the original country. This is not simply a matter of sending and no restitution cultural heritage. There is a World Heritage Organization Called UNESCO. This tells us that cultural heritage does not belong to just one country. In countries that are not politically stable, cultural heritage is in a difficult situation to be destroyed or completely preserved. Recovering cultural heritage in this case may not fulfill the role of the museum. The world is variety. The orientation of each country is different. Museums is not innocent as well never been naive. 

Now, it is essential to discuss how and method between the countries that want to see own cultural heritage and the countries that  have their cultural heritage.
