Republicans in America’s Senate countered the $1.7trn requested by President Joe Biden for his infrastructure bill (haggled down from an opening bid of $2.3trn) with an offer of $928bn. Months after Mr Biden announced the bill, agreement seems far off. Given that struggle, the rest of Mr Biden's budget—reputed to be worth $6trn for 2022 (see main stories)—will probably also be a hard sell to Congress.

Tens of thousands of people were evacuated from Goma, Congo, amid worries that Mount Nyiragongo may erupt again. At least 32 died and thousands were left homeless when the volcano began to spew lava on Saturday. People now fear a limnic eruption, where lava causes dissolved carbon dioxide in the lake to create a poisonous gas cloud and potentially a tsunami.

Russia agreed to supply up to 220m doses of its Sputnik V covid-19 vaccine to UNICEF, the United Nations’ children’s agency. This would be enough to inoculate 110m people. The deal will come into effect once the World Health Organisation has approved Sputnik V for emergency use. UNICEF has already signed similar agreements with the Serum Institute of India, Pfizer and AstraZeneca.

Spanish judges sentenced three men who helped jihadists plan a terrorist attack in Barcelona in 2017. In August that year a van mowed down pedestrians, killing 16 and injuring more than a hundred. The men, who were also found guilty of producing and possessing explosives as well as causing terrorist-related harm and damage, will serve up to 20 years in jail.

Hong Kong’s parliament, the Legislative Council, passed a controversial law preventing candidates from standing for office if the Chinese Communist Party considers them opponents. The number of directly elected representatives will also be cut, from 35 to 20. The bill passed with ease—perhaps unsurprising given that all pro-democracy legislators resigned from LegCo in November over the firing of four of their colleagues.

HSBC announced that it will withdraw from most of its mass-market retail operations in America. The bank will sell 90 of its 148 branches in the country and close all but around two dozen others. It will sell parts of its business to Cathay Bank and Citizens Bank, two American outfits. HSBC will use its remaining locations to provide banking and wealth-management services to rich clients.

The number of Americans making initial claims for unemployment benefits fell to its lowest level since March 2020. Last week 406,000 Americans submitted applications compared with 444,000 the previous week. The reopening of businesses and vaccination drives across the country may explain the decline. But at 6.1% unemployment remains comparatively high, well above the 3.5% recorded before the pandemic hit.
