Iván Duque, Colombia’s president, sent troops to patrol the streets of Cali after a month of anti-government protests. The unrest in the country’s third-largest city was originally sparked by a controversial tax bill but has continued beyond its scrapping and the resignation of the finance minister. At least five people died on Friday night.

Nguyen Thanh Long, the health minister, said it had characteristics of both the Indian and British variants and was particularly transmissible through the air. The new variant has been linked to the recent surge in infections in Vietnam, a country whose earlier response to the virus had earned plaudits.

While America said it would tighten sanctions, Russia agreed to loan the country $500m.

His comments come nearly a week after Mali’s president and prime minister were forcibly removed from office by Assimi Goita, the vice-president. This is Mr Goita’s second coup in nine months.

The talks are also designed to ensure humanitarian aid reaches the territory, which was pummelled over 11 days of fighting. It is the first official visit by an Israeli foreign minister to Egypt since 2008.
