After polls closed in France for the first round of regional elections, early indications suggested that voter turnout had been low. Marine Le Pen’s hard-right National Rally, which had hoped to make sweeping gains, fared less well than expected, to the benefit of the centre-right. Tactical voting in the second round on June 27th is expected to limit the number of regions Ms Le Pen’s party can win.

Polls also closed in Armenian parliamentary elections, the first to be held after the country was defeated by Azerbaijan in last year’s conflict over Nagorno-Karabakh. Armenia agreed to hand back occupied territory surrounding the separatist region as part of a ceasefire agreement that was deeply unpopular among Armenians. After winning the last election by a landslide, the prime minister, Nikol Pashinyan, may lose this time.

Negotiators adjourned talks in Vienna aimed at reviving a deal, originally signed in 2015, to limit Iran’s nuclear ambitions. Iran’s top negotiator claimed the country was “closer than ever to an agreement” with the six other powers represented, but that “distance” remains between the two sides. No date has been set for the talks to resume.

America’s national security adviser, Jake Sullivan, said the Biden administration would impose further sanctions on Russia over the poisoning of Alexei Navalny, an imprisoned opposition leader. The announcement came only four days after Joe Biden and Vladimir Putin met for a brief summit in Geneva. America had previously slapped sanctions on Russia’s security services in March for their treatment of Mr Navalny.

Chile’s president, Sebastián Piñera, announced that the assembly to draft a new constitution will hold its first meeting on July 4th. The country’s current one dates from the dictatorship of Augusto Pinochet. The constitutional convention’s 155 delegates have a year to write a replacement, which will be put to a referendum before it comes into effect.

The review, begun before and then delayed by the pandemic, is almost certain to alter its elusive goal of keeping inflation “below but close to 2%”. The ECB may also receive a mandate to help fight climate change.

Taiwan said that seven staff at its representative office in Hong Kong were forced to leave the Chinese territory after the government there demanded its officials sign visa documents supporting China’s claim to sovereignty over the self-governing island. China is intensifying its economic campaign against Taiwan, with both Hong Kong and Macau closing their trade offices in Taipei in recent weeks.
