Britain’s defence secretary, Ben Wallace, said that Russia was “highly likely” to invade Ukraine despite continuing diplomatic efforts. On Saturday Vladimir Putin, Russia’s president, had told his French counterpart, Emmanuel Macron, that talk of imminent invasion was “provocative speculation”. That day, Joe Biden, America’s president, warned his Russian counterpart that Russian aggression would have “swift and severe” costs. Olaf Scholz will be next to try to talk Mr Putin down. German’s chancellor visits Ukraine on Monday and Russia on Tuesday.

With America continuing to warn that Russia is poised to invade Ukraine, contingency plans are being made. Ukraine’s neighbours are making preparations for an influx of refugees and some airlines have cancelled or diverted flights. Ukraine’s president, Volodymyr Zelensky, urged calm, saying he had seen no intelligence showing an attack is imminent.

Viktor Orban, Hungary’s prime minister, accused the EU of waging “a jihad” on the country under the pretence of preserving the rule of law, and hinted that Hungary might leave the bloc. On Wednesday the European Court of Justice will rule on a joint Hungarian and Polish challenge to a mechanism that links EU funding to respect for legal norms.

After failing on Saturday to clear protesters blocking a bridge into America, police in Windsor, Ontario, succeeded in removing them, making several arrests. Demonstrators have occupied a number of Canadian cities, agitating against Canada’s covid-19 testing and quarantine policies. Meanwhile police in New Zealand attempted to disperse a copycat protest by playing, over and over, the hits of Barry Manilow and other uncongenial music.

Saudi Arabia has transferred shares in Saudi Aramco worth about $80bn to the country’s sovereign wealth fund. That 4% stake in the state-owned oil company is part of a plan for the fund, currently holding $480bn, to be worth more than double that by 2025, and to lessen the kingdom’s dependence on oil money. With oil over $90 a barrel, Aramco is worth just under $2trn.

Soldiers arrived in Tripoli, Libya’s capital, in support of Abdul Hamid Dbeibah’s refusal to step down as prime minister. The country’s parliament had named Fathi Bashagha to the position on Thursday, only to have Mr Dbeibah, who has the UN’s support, say he will continue to lead the country until elections. On Friday hundreds of Mr Dbeibah’s supporters took to the streets.

Turkmenistan’s autocratic leader, Gurbanguly Berdymukhamedov, president since 2006, called a snap election for March 12th. He suggested it was time for younger leaders to take over. The one he means is almost certainly his son, Serdar, the deputy prime minister. The president won over 97% of the vote in 2017. His son would probably be disappointed not to see a similar result.
