Vladimir Putin, Russia’s president, said the country recognised separatists’ claims to the entire Donbas region of Ukraine, as opposed to just the territory controlled by the breakaway republics. Earlier, Mr Putin ordered troops to enter separatist-occupied areas, ostensibly as “peacekeepers”—raising fears of a full-scale invasion. Russia’s recognition of Donetsk and Luhansk violates the Minsk accords, a diplomatic agreement that envisioned Ukraine re-absorbing them. In a speech Mr Putin said the best solution to the crisis would be for Ukraine to reject NATO membership.

Olaf Scholz, the chancellor of Germany, said he would not allow Nord Stream 2, the controversial gas pipeline that has been built between Russia and Germany, to operate. Mr Scholz said Russia’s actions had made the situation “fundamentally different”. Until Tuesday Germany had resisted calls from America and other countries to block the pipeline, which critics feared would hand too much power to Russia.

Boris Johnson, Britain’s prime minister, announced the first of a “barrage” of sanctions against Russia over Ukraine. Five Russian banks will be targeted, along with three close allies of Russia’s president, Vladimir Putin. The EU will also table a first round of sanctions against Russia for approval by members on Tuesday. President Joe Biden’s administration said it would ban Americans from trading with or investing in Ukraine’s separatist regions. But it refrained from imposing the broad penalties it had promised in the event of a Russian invasion, vowing to continue with diplomacy “until the tanks roll”.

Ukraine’s president, Volodymyr Zelensky, warned that Russia’s decision to recognise Donetsk and Luhansk created “legal grounds for Russian armed aggression”. Speaking at a joint meeting with Estonian president Alar Karis in Kyiv, Mr Zelensky said he was considering severing diplomatic ties with Russia. He added that Ukraine would impose martial law if Russia mounted a full scale invasion.

A jury in Georgia found the three white men who killed Ahmaud Arbery, an unarmed African-American man, guilty of federal hate crimes and other charges, determining that they targeted him because of his race. Two of the defendants, Gregory McMichael and his son Travis, had a history of using racist slurs. They had already been sentenced to life in prison after their murder convictions.

The territory is experiencing a surge in Omicron cases, with the University of Hong Kong warning on Tuesday that a third of the population may soon be in isolation. Elsewhere, Uganda’s parliament announced plans to fine, or even jail, citizens who refuse to get vaccinated.

Volkswagen, a carmaker, said it was in “advanced discussions” to publicly list its Porsche brand, which it acquired in 2012. Estimates of Porsche’s value vary widely, from under €100bn up to €200bn, but its listing would in any event be Germany’s biggest in years. Any deal would need the approval of Porsche SE, the family-owned investment vehicle that owns most of Volkswagen’s shares.
