The Russian defence ministry warned that it is preparing to hit targets in Kyiv, Ukraine’s capital. An immense column of Russian tanks and weaponry continues to advance on the city. Russian forces struck the government district of Kharkiv, the country’s second city, with a missile on Tuesday morning, causing a huge explosion. Street fighting was reported in the southern city of Kherson after it was reportedly surrounded on all sides by the Russian army. Power cuts were reported in the eastern city of Mariupol which has been the site of fierce fighting for nearly a week.
러시아 국방부가 우크라이나 수도 키예프에 있는 목표물 공격을 준비하고 있다고 경고했다. 러시아 탱크와 무기가 대규모로 키예프에 열을 맞춰 진입하고 있다. 러시아는 우크라이나 제2대 도시 카르키프의 정부 기관 지역을 화요일에 미사일 공격해 대폭발이 일어났다. 또 다른 도시에서는 러시아군이 사방으로 둘러싼 길거리 싸움이 있었다고 전해졌다. 약 일주일간 전투가 발생한 또 다른 동부 도시에서는 정전이 있었다고 알려졌다.
A prosecutor at the International Criminal Court announced an investigation into war crimes committed during the battle for Ukraine since 2014. Ukraine is not a member of the ICC so could not refer itself, despite claims by its president that Russia has committed such crimes by bombing Kharkiv. Russia, which is not a member either, is unlikely to co-operate with the court.
국제사법재판소(ICC) 검사단이 2014년 이후 우크라이나에서 일어난 전쟁범죄에 대해 조사할 것이라고 발표했다. 우크라이나 대통령은 러시아가 카르키프를 폭격하며 전쟁범죄를 일으켰다고 주장하고 있으나 ICC 회원국이 아니므로 직접 제소할 수 없다. 러시아 또한 ICC 회원국이 아니라 조사에 협조하지 않을 것으로 보인다.
The European Parliament voted to work towards granting Ukraine the status of a candidate to join the European Union. Earlier, the EU said the process would be “difficult” as some EU countries oppose expanding the bloc any further. Ukraine would have to meet a number of economic and political conditions first. Volodymyr Zelensky, Ukraine’s president, said his country is “fighting for survival” and asked European leaders to “prove that you are with us”.

The Ukrainian parliament reported that Belarusian troops had crossed the border in the Chernihiv region, just hours after Alexander Lukashenko, the president of Belarus, insisted that his country would not take part in the fighting. America, which has warned that Belarus was likely to join in, says it has seen no evidence of such action yet. Belarus has hosted many of the Russian troops now invading Ukraine. Just on Monday Mr Lukashenko suggested the country could host Russian nuclear weapons.
벨라루스 대통령이 이번 전쟁에 참여하지 않겠다고 발표한지 몇 시간 이후 벨라루스군이 체르니히프 국경을 넘었다고 우크라이나 의회가 주장했다. 벨라루스가 참전할 가능성이 높다고 경고한 미국은 벨라루스군의 참전 증거가 없다고 발표했다. 벨라루스에는 현재 우크라이나를 공격하는 러시아군이 주둔하고 있다. 벨라루스 대통령은 러시아 핵무기를 자국에 배치할 수 있다고 언급했다.
Russia banned TV Rain and Ekho Moskvy radio, two independent media outlets. It accused the outlets of posting “deliberately false information” about Russian soldiers in Ukraine. Russian media has been told not to refer to Russia’s invasion as an invasion. Earlier, the EU said it would ban RT and Sputnik, two Russian state-owned media organisations, from all channels, including online. Meta, Facebook’s parent company, and YouTube also restricted access to the outlets for EU users.

Maersk and MSC, two European shipping companies, suspended cargo shipping to and from Russia. Both said they will continue to ship essential goods such as food and medical equipment. Britain also started preventing Russian ships from entering British ports. Meanwhile, an EU ban on Russian planes entering its airspace, along with a reciprocal ban from Russia, are expected to disrupt air cargo.

Abdulhamid al-Dbeibah, the incumbent prime minister, has refused to cede power until elections take place. Toyota suspended production at all 14 of its plants in Japan following a cyber attack at a big supplier. It hopes to resume operations on Wednesday. Hong Kong’s chief executive, Carrie Lam, appealed for calm as panicked shoppers stripped supermarket shelves ahead of a rumoured covid-19 lockdown. The government at first denied a lockdown was on the cards, before admitting it was considering it.
