파나마 운하가 미국꺼라고?
파나마운하 소유권을 주장하는 기사에 대한 미국학생들의 대화
도널드 트럼프 대통령이 파나마운하의 소유권을 주장할 때 실제로 러시아의 푸틴처럼 침공을 해서 파나마 소유권을 가져갈 것으로 보이지는 않습니다.(그러나 미국은 파나마를 실제로 침공한 적도 있고, 파나마 자체도 운하를 만들려고 미국이 콜롬비아로부터 독립시켜 국가를 만들기는 했습니다)
이 뜬금없는 파나마 운하 소유권 주장은 그린랜드 편입 주장과도 무관하지 않습니다. 모두 다 중국을 견제하기 위한 것이고, 트럼프같은 비즈니스맨은 원하는 것이 뚜렷합니다. 이렇게 얼토당토 않게 큰 것을 내걸고 실제로 자신이 원하는 것을 보다 쉽게 얻으려는 것이죠.
어제 국무장관 마크 루비오가 파나마를 방문해서 나온 기사입니다.

1. Rubio delivered an ultimatum. "ultimatum" final proposition 즉 "최후통첩" 이겠죠.
2. made a preliminary determination. 정부단체에서 "초기 결정을 내렸다"란 뜻입니다.
3. is not in question. something is certain, irrefutable or undeniable. 의문의 여지가 없다는 뜻입니다.
"His suitability for the job is not in question".
in question일 경우는 명확하지 않다가 되겠죠.
out of question 의 경우는 불가능하다입니다. "Buying a house is out of the question at the moment."
4. as a kind of a dig. dig는 옆구리를 쿡 찌르는 행동입니다. 친밀한 사이에서 농담을 하고 웃으면서 옆구리를 쿡 찌르는 행동처럼, "사적인 농담이나 쓴소리, 빈정거림"을 의미합니다.
5. caving. cave는 giving in to pressure or admiting defeat. 패배를 인정하고 굴복하다는 뜻입니다.
이제 위에서 본 내용과 표현을 기반으로 한 두 사람의 대화를 볼까요?
A classroom debate between two students, Alex and Sophia, about the U.S. and Panama Canal situation.
Alex: Look, the Panama Canal was built by the United States. We invested money, resources, and even lives into its construction. Unless the U.S. steps in, China could gain even more influence over it.
Sophia: But Panama has controlled the canal since 1999. Its sovereignty is not in question. The U.S. trying to take it back is completely out of the question!
Alex: But President Trump says China has too much influence, and that unless there are immediate changes, the U.S. will act. We can't afford to cave to foreign powers.
Sophia: That’s not true! A Hong Kong-based company operates the ports, but Panama runs the canal itself. There’s no Chinese military presence. Trump is exaggerating to justify his threats.
Alex: Still, 40% of U.S. container traffic goes through the canal. Unless the U.S. does something, its economic and security interests could be at risk. The stakes are huge!
Sophia: That doesn’t justify taking over another country’s property! Panama’s president even made a kind of a dig at the U.S., saying, “I invited the State Department to promote investment here so they can’t complain later about where the money comes from.”
Alex: But what if Panama allows even more Chinese involvement? That would put the U.S. in a dangerous position. This standoff is too important to ignore.
Sophia: Unless the U.S. starts respecting Panama’s sovereignty, tensions will only grow. Panamanians are already protesting in the streets. They won’t cave to U.S. pressure.
Alex: Hmm… I see your point. But the U.S. can’t just sit back and do nothing.
Sophia: Fine, but that doesn’t mean threatening to take it back by force. This needs diplomacy, not aggression!

Out of the question: 불가능한, 고려할 가치도 없는 Skipping the final exam is out of the question. (기말시험을 건너뛰는 것은 불가능하다.)
Cave: 굴복하다, 양보하다 The workers refused to cave to the company’s demands. (노동자들은 회사의 요구에 굴복하기를 거부했다.)
Standoff: 대치, 교착 상태 The two countries are in a political standoff. (그 두 나라는 정치적 대치 상태에 있다.)
Huge stake: 큰 이해관계, 중요한 문제 There is a huge stake in this business deal. (이 사업 거래에는 큰 이해관계가 걸려 있다.)
A kind of a dig: 빈정거림, 비꼼 His comment about my cooking was a kind of a dig at me. (그의 내 요리에 대한 언급은 나를 향한 빈정거림이었다.)
