트럼프 특사 ‘러시아 점령지 소유권 이관’ 바이든측 ‘외교 범죄’

트럼프 대통령의 러시아 특사가 ‘러시아 점령지 소유권 부여’를 공식화하며 미국 관리들 갈등이 증폭되고 전임 바이든측의 국무부 대변인은 ‘외교 범죄’라고 비난했다.

바이든 행정부에서 국무부 대변인이던 네드 프라이스는 "위트코프와 트럼프는 외교에서 가장 큰 죄를 저질렀다“며 ”그들은 협상에 대한 그들의 절박함을 완전히 드러냈다"고 로이터에 말했다.

당시 타스 통신은 “우크라이나 문제와 트럼프 대통령과 푸틴 대통령의 회담 가능성이 의제에 포함될 것으로 보인다”고 밝혀, ‘트럼프 특사의 목표가 양국 정상회담 성사’로 보인다.

특사의 러시아 방문은 모스크바와 워싱턴이 관계를 재설정하고 우크라이나 전쟁을 종식시킬 방법을 찾기 위해 노력하기 시작한 이후 세 번째 시도이다.

트럼프 특사가 러시아에서 푸틴 대통령과 회담하던 시간에 유럽 국방장관들은 브뤼셀에서 회담하고 존 힐리 영국 국방장관은 우크라이나의 서방 후원자 회의를 주재한 후 새로운 군사 원조 약속이 총 210억 유로(240억 달러)를 넘어섰다며 "우크라이나에 대한 군사 자금이 기록적으로 증가했으며 우리는 또한 최전선 전투에 대한 지원을 급증시키고 있다"고 말했다.

영국 국방장관은 이어 “노르웨이와의 공동 노력으로 수십만 대의 군용 드론, 레이더 시스템, 대전차 지뢰를 제공하고 우크라이나 장갑차를 전장에 유지하기 위한 수리 및 유지 보수 계약을 위해 5억 8천만 달러 이상을 지출할 것”이라고 밝혔다.

Steve Witkoff, the U.S. envoy leading the talks with Moscow, sat down with Trump at the White House less than 48 hours after having dinner in St. Petersburg with Russian President Vladimir Putin as a negotiator in Washington, and told him that “the quickest way to broker a ceasefire in Ukraine is to support a strategy of granting Russia ownership of four eastern regions that Russia attempted to illegally annex in 2022,” two U.S. officials and five people familiar with the situation told Reuters.

Kremlin spokesman Dmitry Peskov said of the meeting with the special envoy, “It is unlikely that this meeting will lead to decisive results, but work is underway to normalize relations.”

At the time, TASS reported that “the Ukraine issue and the possibility of a meeting between Presidents Trump and Putin are likely to be on the agenda,” suggesting that “the goal of the special envoy is to hold a summit between the two countries.”

A video released by the Kremlin spokesman showed Putin and Special Envoy Witkov shaking hands at the start of the meeting.

The special envoy’s visit to Russia is the third attempt since Moscow and Washington began working to reset relations and find a way to end the war in Ukraine.

As Trump’s special envoy met with Putin in Russia, European defense ministers were meeting in Brussels, and British Defense Secretary John Healey chaired a meeting of Ukraine’s Western donors, saying new military aid pledges totaling more than €21 billion ($24 billion) had been pledged. “Military funding for Ukraine has increased to a record high, and we are also rapidly increasing our support for the frontline,” he said.

The British defense secretary added that the joint effort with Norway would provide hundreds of thousands of military drones, radar systems and anti-tank mines, and spend more than $580 million on repair and maintenance contracts to keep Ukrainian armored vehicles in the field.
