이스라엘 ‘이란핵 공격’ 트럼프 ‘사전 통고’ NSC ‘이관’ 주가 하락

13일 새벽 이란 핵시설과 핵심 군 사령관을 공습 공격한 직후 트럼프 미 대통령은 즉각적인 반응을 내 놓지 않고 공격 2 시간 후 국가안보회의(NSC) 개최로 대체했다.

백악관은 13일 일정을 아침에 발표하지 않고 있다가 11시 NSC 개최 직전에 발표했다고 뉴욕타임스가 13일 속보로 보도했다.

트럼프 대통령은 이례적으로 국제적 대형 사건에 대해 즉각적인 발언을 내놓지 않았고, 기자들의 질의에 무응답으로 넘겼다.

이란에 대한 이스라엘의 군사 공격은 유가가 급등하고 주식이 폭락하면서 세계 시장을 뒤흔들었고, 이 공격이 전 세계 에너지 공급에 차질을 빚을 더 광범위한 중동 분쟁을 촉발할 수 있다는 우려로 주가가 하락세로 돌아섰다.

국제 벤치마크인 브렌트유 가격은 이스라엘의 공습 이후 한 시간 동안 배럴당 거의 78달러로 거의 10% 상승했고 주식시장은 아시아에서 하락을 시작했다.

특이하게 기자들의 질의 답변을 한 몇 시간 후, 트럼프 대통령은 자신의 트루스소셜 게시물에 “행정부가 이란 핵 문제에 대한 외교적 해결에 전념하고 있다”고 썼다.

트럼프 대통령의 12일 발언이 나온 직후 미국과 유럽의 정보 관계자들은 이스라엘이 이란의 남아있는 방공망, 미사일 저장고, 핵 시설에 대한 지속적인 공격에 필요한 항공기와 미사일을 대량으로 구축하고 있다는 증거를 포함해 이스라엘이 준비하고 있다는 징후를 찾고 있었다고 NYT가 밝혔다.

루비오 미 국무장관은 이스라엘 공격 직후 성명을 통해 "우리는 이란에 대한 공격에 관여하지 않고 있으며, 우리의 최우선 과제는 이 지역에 주둔하고 있는 미군을 보호하는 것이다. 이스라엘은 이 조치가 자국의 자위권을 위해 필요하다고 믿는다고 우리에게 조언했다"고 밝혔다.

트럼프 체제의 위트코프 이란 협상 특사는 오만에서 이란 외무장관의 핵 회담 일정을 일요일(15)로 확정한 상태에서 공격이 나왔고, 트럼프 대통령은 일주일 전 9일(월요일) 네타냐후 총리와 통화하고 이에 대해 내용을 발표하지 않았다.

네타냐후 총리와 이스라엘 카츠 국방장관은 공격 직후 성명으로 “월요일(9일) 군 참모총장 에얄 자미르 중장과 협력하여 이번 주 금요일(13일)에 공격을 시작하기로 결정했다”고 13일 밝혔다.

뉴욕타임스는 “지난 수요일(11일) 미국은 이란의 서쪽 이웃 국가인 이라크 주재 외교관들을 철수시켰고, 중동에서 미군 가족들의 자발적 출국을 승인했다”며 “이란 국방장관은 이번 주에 핵 협상이 실패하고 미국과 갈등이 생긴다면 자국의 군대는 이 지역의 모든 미군 기지를 목표로 삼을 것이라고 말했다”고 13일 보도했다.

NYT는 이어 “이란 고위 관계자 4명에 따르면 이스라엘은 파르친을 포함한 테헤란 주변의 최소 6개 군사 기지와 군 사령관을 위한 매우 안전한 두 단지의 주거용 주택과 테헤란 주변의 여러 주거용 건물을 공격했는데, 이는 표적 암살로 보이는 것”이라며 “이스라엘은 이번 공습으로 이란의 핵심 인력에 대한 공격의 새로운 국면에 접어든 것”이라고 보도했다.

아시아 증시는 13일 오전 11 기준 일본 닛케이225 평균주가(닛케이·-1.05%)와 국내 코스피(-0.64%), 대만 자취안(-0.54%)은 하락 중이고 중국 상하이종합지수(-0.15%)와 홍콩 항셍지수(-0.12%)는 약보합이다.

미국 증시의 S&P500 선물(-1.52%)과 나스닥 100 선물(-1.57%), 다우존스30 산업평균지수 선물(-1.39%) 등은 하락폭이 커졌다.

이재명 대통령은 이란공격 직후인 13일 경제단체장과 재벌 기업 총수들과 간담회에서 "선거 후 시장이 많이 안정돼 주가도 많이 오르고 그래서 저도 마음이 참 편안하다"며 "제일 중요한 것은 결국 국민들이 먹고 사는 문제를 이야기다. 그 핵심이 바로 경제이고 경제의 핵심은 바로 기업이라 생각된다"고 말했다.

이 대통령은 전쟁위기가 나온 11일 증권거래소 방문에서 "다른 나라는 우량주를 사서 중간 배당을 받아 생활비로도 쓰고 내수에도 도움이 되는데, 우리나라는 배당을 안 한다"며 "주식 투자를 부동산에 버금가는 대체 수단으로 만들면 기업들 자금조달이 쉬워지고 대한민국 경제 전체가 선순환되지 않을까 한다"고 말했다. kimjc00@hanmail.net

President Trump, who received advance notice of Israel's 'Iran Nuclear Facility Attack', avoided an immediate response and transferred the announcement to the NSC, causing stock prices to fall and oil prices to soar by more than 10%.

Immediately after the airstrike on Iran's nuclear facilities and key military commanders in the early morning of the 13th, US President Trump did not give an immediate response and instead held a National Security Council (NSC) meeting two hours after the attack.

Israel’s military strike on Iran rocked global markets as oil prices soared and stocks plunged on concerns that the attack could spark a wider Middle East conflict that could disrupt global energy supplies.

Brent crude, the international benchmark, rose nearly 10% to $78 a barrel in the hour after the Israeli strike, while stocks began to fall in Asia.

President Trump, who has been pushing for talks with Iran over its nuclear program, was hosting the annual White House picnic on Thursday evening, the day of the attack, when news of the strike in Tehran broke.

The Times reported that Trump expressed “hope for a diplomatic breakthrough” on Iran’s nuclear program, but added, “I think it will blow it up,” before adding, “It could actually help, but it could also blow it up.”

The New York Times reported that evening that “the somewhat contradictory signals from the White House come amid growing signs that Israel is preparing an attack on Iranian facilities of unknown scale,” and that “President Trump declined to give details of his conversation with Prime Minister Netanyahu on the 9th, or to say whether he made any advance suggestions to the Israeli leader to proceed with the strikes.”

In recent weeks, Trump has said he has “urged Prime Minister Netanyahu to hold off on any military action while negotiations proceed,” and when asked by reporters whether an attack on the 12th could happen “imminently,” Trump said, “I don’t want to say it’s imminent, but it seems very possible.”

In an unusual move, a few hours after answering reporters’ questions, Trump wrote on his TruthSocial page that “the administration is committed to a diplomatic solution to the Iran nuclear issue.” Immediately after President Trump's remarks on the 12th, intelligence officials in the United States and Europe were looking for signs that Israel was preparing, including evidence that Israel was building up aircraft and missiles needed for sustained attacks on Iran's remaining air defenses, missile storage, and nuclear facilities, the New York Times reported.

In a statement immediately following the Israeli attack, US Secretary of State Rubio said, "We are not involved in an attack on Iran, and our first priority is to protect US forces stationed in the region. Israel has advised us that it believes this action is necessary for its own self-defense."

The attack came as the Trump administration's special envoy for Iran negotiations, Witkoff, had confirmed the Iranian foreign minister's nuclear talks schedule in Oman for Sunday (15), and President Trump spoke with Prime Minister Netanyahu a week ago on Monday the 9th and did not announce the details.

Prime Minister Netanyahu and Defense Minister Israel Katz announced in a statement immediately after the attack that they had decided to launch the attack this Friday (the 13th) in cooperation with the Chief of Staff of the Armed Forces, Lieutenant General Eyal Zamir, on Monday (the 9th).

The New York Times said, “For years, Israel has individually targeted Iran’s senior military leadership and many of its top nuclear scientists, some of whom were killed by sticky bombs attached to their car doors, and a senior nuclear scientist was assassinated by a robot assistant.” “But this latest airstrike is part of an attempt to mass murder such key figures.”

As of 11 a.m. on the 13th, the Nikkei 225 Average (Nikkei, -1.05%) in Japan, KOSPI (-0.64%) in Korea, and Tiananmen (-0.54%) in Taiwan are falling, while the Shanghai Composite Index (-0.15%) and Hang Seng Index (-0.12%) in China are flat.

President Lee Jae-myung said in a meeting with heads of economic organizations and conglomerates on the 13th, immediately after the Iranian attack, "The market has stabilized a lot since the election, so stock prices have risen a lot, and that makes me feel very comfortable," and added, "The most important thing is ultimately the issue of how the people eat and live.
