트럼프 AI로 세계지배 행정명령 ‘세계표준’ 핵무기경쟁 ‘재연’

트럼프 미 대통령이 "깨어난 인공지능"에 대한 행정명령으로 세계 표준을 만들고 보수적 자유주의로 훈련된 지배 체제 구축을 시작했다.

트럼프 대통령이 23일 서명한 AI 개발에 대한 3가지 행정명령은 미국 AI 제품의 전 세계 수출 촉진에 중점을 두고 세계 표준 지배 체제를 밝혔다.

AI에 의한 새 냉전체제 구축 시도는 트럼프 대통령은 중국이 미국보다 더 빠르게 발전량을 늘리고 있다고 양국 전력 경쟁에 대해 언급하면서 중국을 겨냥하면서 미국과 중국 두 개의 동등한 AI 능력이 들어갈 여지가 없음을 분명하게 밝혔다.

트럼프 행정부가 AI 경쟁에 대해 ‘제로섬 용어’로 전환한 것은 행정부의 "행동 계획"에서 "가장 큰 AI 생태계를 가진 사람은 누구든 글로벌 AI 표준을 설정하고 광범위한 경제적, 군사적 이익을 얻을 것입니다"라면서 "우리가 우주 경쟁에서 승리한 것처럼, 미국과 동맹국들이 이 경쟁에서 승리하는 것이 필수적이다"고 AI 지배체제를 표현했다.

행정 명령 중 하나는 미국 정부가 "시스템이 객관적인지 확인"하는 AI 회사에 연방 계약을 체결할 것을 요구하며, 정부 기관은 다양성 형평성 포용성에 대한 언급을 제거하기 위해 AI 개발에 대한 지침을 수정해야 한다고 명시했다.

트럼프 대통령은 엔비디아 젝슨 황 CEO가 참석한 행정명령 서명식에서 "우리는 깨어난 것을 완전히 없애고 있다"며 "미국 국민은 AI 모델에서 깨어난 마르크스주의적 광기를 원하지 않는다"고 ‘자유 이념 확산’에 의한 기후변화를 잘못된 정보하고 연설했다.

행정명령은 미국 정부가 미국 AI 도구의 수출을 장려해야 하며, 연방 기관이 업계가 AI 제품 패키지를 해외로 판매하고 기술에 대한 중국의 영향력에 대응하기 위해 노력할 것을 촉구해 세계 지배 체제 구축을 시사했다.

트럼프 대통령은 그 전날 22일 일본과의 관세협상에서 15%로 상호관세 인하를 '5500억 달러 투자펀드'로 묶었고, 대미 투자펀드는 AI와 알래스카 천연가스 투자에 집중했고, 한국도 여기에 연결해 4천억 달러 투자펀드를 요구했다.

행정명령은 연방 정부의 권한에서 AI 시스템이 "언론과 표현의 자유를 염두에 두고" 구축되도록 하는 데 사용되어야 한다고 밝혔고, 뉴욕타임스는 이 구절에 대해 “이는 페이스북이나 유튜브와 같은 온라인 플랫폼을 포함한 기술 회사가 생산하는 제품이 좌파 성향의 관점을 선호한다는 오랜 보수주의적 주장을 반영한다”고 진보적 견해 접근을 차단하는 조치로 해석했다.

NYT는 이에 “일부 기술 회사가 자유주의적 편견이 내재된 AI 모델을 개발하고 있다고 비난 받고 있다”며 “대부분의 AI 모델은 이미 웹에서 얻은 방대한 양의 기존 데이터에 대해 훈련되어 응답에 영향을 미치므로 초점 전환이 어렵다”고 23일 밝혔다.

NYT는 다른 기사에서 “트럼프 체제의 행정명령 핵심은 백악관이 신냉전의 언어로 던진 AI에 대한 전속력의 접근 방식”이라며 “트럼프 대통령의 ‘인공 지능 분야에서 글로벌 지배력을 달성하기 위한 경쟁’ 방식은 냉전체제의 1949년 NATO 조약이 처음 체결된 워싱턴 시내의 강당에서 해리 트루먼이 ‘미국이 핵무기 기술을 지휘해야 한다’고 이야기한 것과 매우 흡사하다”고 밝혔다.

행정명령은 AI 시장의 "미국 지배력"의 부상을 방해하는 모든 것은 제거하고 있어 세계 지배체제 구축을 확실히 드러냈다.

행정명령은 AI 프로세서의 거대한 농장에 연료를 공급하기 위한 새로운 발전소에 대한 제한이 폐기되고 있어 원자력 발전소 건설도 가속화를 보인다.

NYT의 행정명령 분석 기사는 “미 행정부는 방대한 데이터 팜 자체가 에너지부 실험실에 인접한 것을 포함하여 연방 토지에 건설될 수 있다고 선언했고 승인 속도를 높이고 있다”며 “상무부는 외국 바이어들에게 중국이 가장 좋아하는 화웨이와 딥 시크의 장비 및 AI 모델에 대한 미국이 개발한 대안을 제공할 미국 ‘기술 스택’ 패키지를 구성하라는 지시를 받았다”고 밝혔다.

트럼프 대통령의 AI 행정명령은 미국 정부가 대통령이나 그의 지지자들의 견해와 모순되는 AI 모델을 구매, 사용 또는 홍보하는 것을 금지하고 트럼프 대통령에 대한 비판을 통제하고 있다.

민주주의 및 기술 센터의 사미르 자인은 "정부는 인공지능 진실의 부처 역할을 하거나 인공지능 모델이 현실에 대한 선호하는 해석을 따르도록 주장해서는 안 된다"고 NYT에 말했다.

트럼프 행정부는 대량살상무기에 대한 우려가 충분히 잘 이해되어 있어 이와 비슷하게 긴급한 대통령의 개입이 AI에는 필요하지 않다고 결론지었다.

이에 대해 NYT는 트럼프 대통령의 행동 계획을 읽는 독자들은 23페이지 분량의 보고서 중 맨뒤의 22페이지부터 위험에 대한 논의를 작게 찾을 수 있다며, "가장 강력한 AI 시스템이 사이버 공격, 화학, 생물학, 방사선, 핵 또는 폭발물 무기 개발과 같은 분야에서 가까운 장래에 새로운 국가 안보 위험과 새로운 보안 취약성을 초래할 수 있다"는 내용으로 일부 인정했다.

그러나 이러한 위험을 검토하기 위해 행정부는 ‘기술 산업 생산 제품’ 검토 방식을 고수했고, 이는 사무실의 권한에 대한 문구를 여진히 모호하게 명시했다.

NYT는 “특히 정부가 AI 모델에 더 나은 ‘가드레일’을 강제하거나 신제품을 차단하기 위해 무엇을 할 수 있는지에 대해 모호하다”고 밝혔다.

미국이 핵무기 경쟁에서 국제적 안정성을 추구한 것은 고도로 암호화된 일련의 코드를 통해 통제하는 방식이고, 이는 최고 군 관계자가 작동하지 않는 한 핵무기가 폭발하지 않도록 하는 전자 잠금 장치인 "허용 행동 링크"에 의존하며 이는 개발에만 수년이 넘게 걸렸다.

NYT는 “냉전이 한창일 때에도 핵무기의 수는 제한적이었으나 가능한 한 많은 사람의 손에 기술을 전달하는 것이 목표인 인공 지능의 세계에는 이것이 잘 적용되지 않는다”며 “그렇기 때문에 가드레일이 있든 없든 기술을 길들인다는 주제가 나올 때 여전히 서부 개척 시대의 느낌이 든다”고 밝혔다.

미국의 AI에 대한 행정명령은 2023년 민주당 바이든 대통령이 연방 정부 전반에 걸쳐 ‘AI 개발 및 사용에 대한 안전 및 보안 표준 의무화’ 명령을 발동했다.

트럼프 대통령은 1월 취임 직후 이 행정명령을 파기하고, 며칠 후 또 다른 행정명령인 "인공 지능 분야에서 미국 리더십에 대한 장벽 제거"에 서명하며 미국 기술 기업의 AI 개발을 가속화하고 이념적 편견 없이 작동하는 기술 버전을 요구했다.

이 행정명령에는 행정부 관리들이 인공지능 산업의 성장을 장려하기 위한 정책 지침과 함께 "인공지능 실행 계획"을 마련하라는 명령이 포함됐다.

OpenAI는 행정부에 미국에서 AI 기술을 수입할 수 있는 국가 목록을 확대할 것을 촉구했고, 이 목록은 중국이 미국 기술에 접근하는 것을 막기 위해 고안된 통제로 인해 제한되어 왔다. OpenAI와 Google은 세금 감면과 외국인 투자에 대한 장벽 감소를 통해 AI 데이터 센터 구축에 대한 더 많은 지원을 요구했다.

엔비디아는 지난주 트럼프 행정부가 이전에 금지되었던 중국에서 특별히 제공되는 칩 중 하나의 판매를 승인했다고 밝혔고, 이는 엔비디아(Nvidia)의 CEO인 젠슨 황(Jensen Huang)이 트럼프 대통령에게 ‘미국이 세계 표준을 만들기 위해 중국에 첨단 칩 판매를 허용해야 한다’고 설득해고 이를 통해 성사됐다.

이어 23일 백악관에서 발표된 행정명령은 행정부가 AI 개발 속도를 높이고, 데이터 센터를 더 쉽게 구축하고 전력을 공급하며, 해외 미국 기업의 이익을 증진할 것이라고 말한 조치로 나누어진 광범위한 정책 변화를 설명했다.

행정명령은 연방 정부에게 새로운 데이터 센터 건설에 대한 환경 규제를 줄이고 시설에 인력을 배치하는 데 필요한 근로자를 위한 교육 프로그램을 지원해야 하며, 데이터 센터에 대한 신속한 허가 절차를 확립하는 것을 명시했다.

Trump's Executive Order on AI to Dominate the World 'World Standard' Nuclear Arms Race 'Rekindled'

US President Trump has started to establish world standards and build a conservative liberal-trained ruling system with his executive order on "awakened artificial intelligence."

The three executive orders on AI development signed by President Trump on the 23rd focus on promoting the export of US AI products worldwide and reveal the world standard ruling system.

The attempt to establish a new cold war system through AI was clearly stated by President Trump targeting China, saying that China is increasing its power generation faster than the US, and mentioning a power competition between the two countries, making it clear that there is no room for two equal AI capabilities between the US and China.

The Trump administration's shift to 'zero-sum terms' for the AI race was expressed in the administration's "action plan" by saying, "Whoever has the largest AI ecosystem will set the global AI standard and gain extensive economic and military benefits," and "Just as we won the space race, it is essential that the US and its allies win this race." One executive order requires the U.S. government to award federal contracts to AI companies that “ensure that the system is objective,” and states that government agencies should revise their guidelines for AI development to remove references to diversity, equity, and inclusion.

“We are completely eradicating the woke,” Trump said at an executive order signing ceremony attended by Nvidia CEO Jackson Huang. “The American people do not want woke Marxist madness in AI models,” Trump said, citing climate change misinformation as a “spread of liberal ideology.”

The executive order suggests that the U.S. government should encourage the export of U.S. AI tools, and federal agencies should work to ensure that industry sells its AI products overseas and counter China’s influence in the technology, signaling a global dominance.

On the 22nd, the day before, President Trump tied the 15% reciprocal tariff reduction with Japan in the tariff negotiations to a '$550 billion investment fund', and the US investment fund focused on AI and Alaskan natural gas investment, and Korea also requested a $400 billion investment fund linked to this.

The executive order stated that the federal government's authority should be used to ensure that AI systems are built "with freedom of speech and expression in mind," and the New York Times interpreted this phrase as a measure to block access to progressive views, saying, "This reflects a longstanding conservative argument that products produced by technology companies, including online platforms like Facebook and YouTube, favor left-leaning viewpoints."

In response, the New York Times reported on the 23rd that "some technology companies have been accused of developing AI models with inherent liberal biases," and that "most AI models are already trained on vast amounts of existing data from the web, which influences their responses, making it difficult to shift focus."

The New York Times said in another article that “the core of the Trump administration’s executive order is the White House’s full-throttle approach to AI, which it has cast as the language of a new Cold War,” and that “President Trump’s ‘race to global dominance in AI’ is very similar to Harry Truman’s speech in a downtown Washington auditorium where the 1949 NATO treaty was first signed, saying that ‘the United States should command nuclear weapons technology.’”

The executive order clearly shows the establishment of a global dominance system by removing everything that stands in the way of the rise of “American dominance” in the AI market.

The executive order also accelerates the construction of nuclear power plants, as restrictions on new power plants to fuel the giant farms of AI processors are being lifted.

The New York Times analysis of the executive order states, “The administration has declared that massive data farms themselves can be built on federal land, including adjacent to Energy Department labs, and is speeding up approvals,” and “the Commerce Department has been instructed to put together a package of American ‘tech stacks’ that would offer foreign buyers American-developed alternatives to equipment and AI models from China’s favorites Huawei and DeepSec.”

Trump’s AI executive order prohibits the U.S. government from purchasing, using or promoting AI models that contradict the views of the president or his supporters, and curbs criticism of the president.

“The government should not act as a ministry of truth in AI or insist that AI models follow their preferred interpretation of reality,” Samir Jain of the Center for Democracy and Technology told the Times.

The Trump administration concluded that concerns about weapons of mass destruction were well-understood and that similarly urgent presidential intervention was not needed in AI. In response, the New York Times acknowledged that readers of President Trump’s action plan can find a small discussion of risks starting on page 22, the last page of the 23-page report, stating that “the most powerful AI systems could pose new national security risks and new security vulnerabilities in the near future in areas such as cyberattacks and the development of chemical, biological, radiological, nuclear or explosive weapons.”

However, to review these risks, the administration has stuck to the “products of technology industry” approach, which leaves the office’s authority wording vague.

“In particular, it is ambiguous about what the government can do to enforce better “guardrails” on AI models or block new products,” the Times said.

The United States’ pursuit of international stability in the nuclear arms race relies on a highly encrypted series of codes, which rely on “permissive action links,” electronic locks that prevent nuclear weapons from detonating unless activated by top military officials, and which took years to develop.

The New York Times said, “Even during the Cold War, the number of nuclear weapons was limited, but in the world of AI, where the goal is to get technology into the hands of as many people as possible, this does not apply well,” and “That is why the topic of taming technology, whether or not there are guardrails, still feels like the Wild West.”

The US AI executive order was issued by Democratic President Biden in 2023, ordering “mandatory safety and security standards for the development and use of AI” across the federal government.

President Trump rescinded the executive order shortly after taking office in January, and signed another executive order a few days later, “Removing Barriers to American Leadership in Artificial Intelligence,” which called for accelerated AI development by American technology companies and a version of the technology that works without ideological bias.

The executive order included an order for administration officials to develop an “AI Action Plan” along with policy guidelines to encourage the growth of the AI industry. OpenAI has urged the administration to expand the list of countries from which the U.S. can import AI technology, a list that has been limited by controls designed to block China’s access to U.S. technology. OpenAI and Google have called for more support for building AI data centers, including tax breaks and fewer barriers to foreign investment.

Nvidia said last week that the administration had approved the sale of one of its previously banned chips specifically from China, a move that came after Nvidia CEO Jensen Huang convinced Trump that the U.S. should allow China to sell its advanced chips to set global standards.

An executive order released by the White House on Monday outlined a broad set of policy changes divided into measures that the administration said would speed AI development, make it easier to build and power data centers, and advance the interests of U.S. companies abroad.

The executive order requires the federal government to reduce environmental regulations for new data center construction, support training programs for workers needed to staff the facilities, and establish an expedited permitting process for data centers.

Regarding Trump's executive order, Yonhap News reported it under the titles <US announces action plan to secure AI leadership... "Regulatory relief and exclusion of ideological bias"> and <Trump: "AI competition will win... cannot be dominated by enemy algorithms"> on the same day.
