러시아와 중국 해군이 예정된 합동 훈련의 일환으로 동해에서 포병 및 대잠 훈련을 실시하고 있다고 러시아 태평양 함대가 3일 밝혔다.

양국 해군의 대잠수함 훈련은 트럼프 미 대통령이 러시아 ‘핵 무기 공격 가능’ 발언에 대응하여 미국의 핵잠수함 2척을 "적절한 지역"에 배치하라고 명령한 2일 만에 진행됐다.

트럼프 대통령은 1일 트루스소셜에 "드미트리 메드베데프 전 러시아 대통령의 매우 도발적인 발언에 근거하여... 나는 이러한 어리석고 선동적인 발언이 그 이상일 경우를 대비하여 두 척의 핵잠수함을 적절한 지역에 배치하도록 명령했다"며 "말은 매우 중요하며 종종 의도하지 않은 결과를 초래할 수 있으므로 이것이 그러한 사례 중 하나가 아니기를 바란다"고 밝혔다.

트럼프 대통령과 러시아 메드베데프 전 대통령은 지난달 29일부터 트럼프가 러시아가 우크라이나 휴전에 동의하거나 관세를 부과할 수 있는 "오늘부터 10일"이 있다고 말한 후 서로간에 설전을 벌였고, 메드베데프는 ‘핵무기 사용’에 대해 언급했다.

러시아 안전보장이사회 부의장인 메드베데프는 2022년 러시아가 우크라이나 침공 이후 러시아에서 가장 노골적인 반서방 매파로 떠올랐다.

조 장관은 이어 “그런 점에서 우리는 일본과도 협력할 것”이며 “단순히 중국을 막으려는 시도는 우리가 원하는 만큼 효과적이지 않을 것이기 때문”이라고 ‘일본과 협력체제로 대중국 견제’를 말했다.

조 장관은 중국에 대해 “동북아에서 중국은 이웃 국가들에 다소 문제가 되고 있다(China becoming somewhat problematic with its neighbors)”며 “중국이 남중국해와 황해에서 보여준 행보를 우리는 목격했다”고 서해에서의 중국 시설 설치와 남중국해 주변국과 해양 분쟁을 ‘국제법 위반’으로 밝혔다.

인테르팍스 통신은 동해의 러시아 중국 합동 해군 훈련을 발표한 태평양 함대를 인용해 “러시아와 중국 선박이 러시아 대형 대잠함 1척과 중국 구축함 2척을 포함한 합동 분리대를 이루어 움직이고 있다”면서 “러시아와 중국 선원들이 포병 사격을 수행하고, 대잠 및 방공 임무를 수행하고, 해상에서 합동 수색 및 구조 작전을 개선할 것”이라고 밝혔다.

로이터는 “양국의 디젤-전기 잠수함과 중국 잠수함 구조선도 관련됐다”면서 “이번 군사 기동은 5일 종료될 예정인 '해상 상호작용-2025'라는 제목의 훈련의 일부”고 밝혔다.

러시아와 중국은 러시아가 우크라이나에서 전쟁을 시작하기 직전에 '무제한 전략적 동반자‘ 협약을 체결했고, 이에 의거해 러시아와 중국은 양국 군대 간 조정 훈련을 통해 정기적인 군사 훈련을 실시하고 있고, 이번에 잠수함 공격에 대응하는 대잠훈련에서 지역이 동해가 됐고, 발진 기지는 러시아 태평양 함대가 있는 블라디보스톡이다.

양국간 대잠수한 훈련은 사전에 기획된 것이지만, 트럼프 대통령은 1일 미국의 잠수함을 핵무장 적국 간의 전쟁 위험에 대응해 배치 명령을 내리면서 국제적 긴장의 초점이 됐다.

중국 국방부는 3일 성명으로 “중러 '해상 연합-2025' 연합 연습에 참가하는 중러 해상 함정 편대가 한 군항에서 출항, 러시아 블라디보스토크항 부근 해역으로 이동해 여러 과목의 연습을 수행했다”며 “훈련 계획에 따라 중러 해상 함정 편대가 사흘간 훈련을 벌이고, 훈련 내용으로는 잠수함 구조, 합동 대잠 전투, 공중·미사일 방어, 해상 전투와 실제 무기 사용 등이 포함된다”고 밝혔다.

중국 국방부는 이어 “4일 오전 5시 러시아 예인선과 군항 지원 인력의 보조 아래 중국 해군 종합구조선 시후(西湖)선과 러시아 인명구조함 벨로우소프함이 먼저 항구를 출발했다”며 “중국 520D형 미사일 구축함 샤오싱(紹興)함·우루무치(烏魯木齊)함, 러시아의 7천t급 대잠 구축함 트리부츠제독함, 경형 호위함 레즈키함 등이 순차적으로 항해를 시작했다”고 밝혔다.

Russia and China have begun anti-submarine drills in the East Sea as part of their unlimited partnership. Foreign Minister Cho Hyun emphasized "South Korea-Japan cooperation" and "China's adherence to international law." China also announced the release of a film about "Unit 731," the most brutal incident involving Koreans during the Japanese invasion.

President Trump and former Russian President Medvedev have been locked in a war of words since March 29th, when Trump said Russia had "10 days from today" to agree to a ceasefire in Ukraine or impose tariffs, and Medvedev mentioned "using nuclear weapons."

Medvedev, Russia's vice-chairman of the Security Council, has emerged as Russia's most outspoken anti-Western hawk since Russia's invasion of Ukraine in 2022.

Reuters reported on the 2nd that "US officials said prior to Trump's recent remarks that Medvedev's comments were not perceived as a serious threat," adding that "beyond the public clash between the two on social media, it remains unclear what led to Trump's recent announcement."

On the 3rd, Foreign Minister Cho Hyun, in an interview with the Washington Post during her trip to the US, stated, "I intend to convey the following message to China: We want to maintain good relations and see China abiding by international law not only in bilateral relations but also in regional issues," citing the principle of "international law supremacy."

He called China's installation of facilities in the West Sea and maritime disputes with neighboring countries in the South China Sea "violations of international law."

Interfax, citing the Pacific Fleet, which announced joint Russian-Chinese naval exercises in the East Sea, reported, "Russian and Chinese vessels are operating in a joint detachment, including a large Russian anti-submarine ship and two Chinese destroyers."
