룰라 브라질 대통령이 트럼프 미 대통령의 50% 상호 관세에 대해 <브라질 민주주의와 주권은 타협할 수 없다> 제목의 기고문을 뉴욕타임스 14일자에 게재했다.

룰라 대통령은 앞서 유엔 연설에서 “주권 국가는 다른 가치관 다른 문화 다른 꿈을 가진 다양한 국가가 공존할 뿐만 아니라 상호 존중을 바탕으로 공존할 수 있도록 한다"고 밝혔다.

그는 이 연설을 재인용하며 “이것이 내가 브라질과 미국의 관계를 보는 방식이다”고 결론을 제시했다.

미국의 8월 커피 소비자물가지수(CPI)는 전년 동기 대비 21% 상승해 1997년 이후 28년만에 가장 큰 폭의 상승률을 기록했다.

미국 식료품점에서 판매된 분쇄 커피 가격도 파운드당 8.87달러로 사상 최고가였다.미 노동통계국(BLS)은 8월 미국 소비자물가가 전년 대비 2.9% 상승, 1월 이후 가장 큰 폭의 증가세를 기록했다고 밝혔다.

가정 내 식품 가격은 7월 대비 0.6% 올라, 6월~7월의 0.1% 하락세에서 반등했다．미국은 커피 대부분을 수입에 의존하며 트럼프 대통령이 지난 7월 브라질산 커피에 50%의 관세 부과를 선언했다.

브라질은 고급 아라비카 커피의 세계 최대 생산국으로, 미국이 소비하는 원두의 약 3분의 1을 공급해 왔다.영국 ‘파이낸셜타임스’는 “올해 들어 미국으로 들어온 브라질산 커피 선적량은 절반으로 줄었고 8월에 전년 동기 대비 75% 이상 급감했다”며 “베트남·콜롬비아 등 다른 주요 생산국의 공급은 이 공백을 메우지 못했다”고 11일 보도했다.

다음은 룰라 대통령의 기고문 전문이다.

<나는 미국 대통령과 개방적이고 솔직한 대화를 이루기 위해 이 에세이를 쓰기로 결정했다.

처음에는 노조 지도자로서, 나중에는 회장으로서 수십 년간의 협상을 통해 나는 모든 측의 의견을 경청하고 위태로운 모든 이해관계를 고려하는 법을 배웠다. 그렇기 때문에 나는 트럼프 행정부가 브라질 제품에 50%의 관세를 부과하자는 주장을 주의 깊게 검토했다.

미국의 일자리를 되찾고 재산업화하는 것은 정당한 동기이다.

과거 미국이 신자유주의의 깃발을 들었을 때 브라질은 그 해로운 영향에 대해 경고했다.

백악관이 1990년대 이후 최소한의 사회적 보호, 무제한 무역 자유화, 전반적인 규제 완화라는 정책 처방인 소위 워싱턴 컨센서스의 한계를 마침내 인정하는 것을 보면서 브라질의 입장이 정당화되었다.

그러나 개별 국가에 대한 일방적인 조치에 의존하는 것은 잘못된 구제책을 처방하는 것이다. 다자주의는 보다 공정하고 균형 잡힌 해결책을 제공한다.

올 여름 브라질에 부과된 관세 인상은 잘못된 것일 뿐만 아니라 비논리적이다. 미국은 우리나라와 무역 적자를 겪고 있지 않으며 높은 관세를 부과하지도 않는다.

지난 15년 동안 양국 상품 및 서비스 무역에서 4,100억 달러의 흑자를 축적했다.

미국의 브라질 수출품의 거의 75%가 면세로 들어간다.

우리의 계산에 따르면 미국 제품에 대한 평균 유효 관세는 2.7%에 불과하다. 석유, 항공기, 천연가스, 석탄을 포함한 10개 주요 품목 중 8개는 무관세에 직면해 있다.

이러한 조치의 이면에 경제적 근거가 없다는 것은 백악관의 동기가 정치적이라는 것을 분명하게 밝힌다.

크리스토퍼 란다우 국무부 부장관은 이달 초 협상 채널을 열기 위해 노력하고 있던 브라질 비즈니스 리더 그룹에게 같은 말을 한 것으로 알려졌다.

미국 정부는 투표함에서 표현된 대중의 의지를 전복시키려는 노력의 일환으로 2023년 1월 8일 쿠데타 시도 실패를 조직한 자이르 보우소나루 전 대통령에 대한 처벌을 받기 위해 관세와 마그니츠키법을 사용하고 있다.

나는 지난 11일 브라질 대법원이 우리 제도와 민주적 법치를 수호하는 역사적 판결을 내린 것을 자랑스럽게 생각한다.

이것은 "마녀사냥"이 아니었다. 이 판결은 군사 독재 정권에 맞서 20년 동안 투쟁한 끝에 제정된 브라질 1988년 헌법에 따라 수행된 절차의 결과였다.

몇 달 간의 조사에 이어 나를 암살하려는 계획이 밝혀졌다.

당국은 또한 2022년 선거 결과를 사실상 무효화할 법령 초안을 발견했다.

트럼프 행정부는 브라질 사법 시스템이 미국 기술 기업을 표적으로 삼고 검열하고 있다고 비난했다.

이러한 주장은 거짓이다.

국내 또는 해외를 불문하고 모든 디지털 플랫폼은 브라질에서 동일한 법률의 적용을 받는다. 규제 검열이라고 부르는 것은 부정직하며, 특히 사기, 허위 정보 및 증오심 표현으로부터 우리 가족을 보호하는 것이 위태로울 때 더욱 그렇다.

인터넷은 소아성애자와 학대자가 우리 어린이와 청소년을 잡아먹을 수 있는 자유로운 고삐를 누리는 무법천지가 될 수 없다.

디지털 무역 및 전자 결제 서비스에서 브라질의 불공정 관행과 환경법 집행 실패 혐의에 대한 행정부의 주장도 마찬가지로 근거가 없다.

미국 금융 사업자들에게 불공평한 것과는 달리, PIX로 알려진 브라질의 디지털 결제 시스템은 수백만 명의 시민과 기업의 금융 포용을 가능하게 했다.

우리는 거래를 촉진하고 경제를 활성화하는 빠르고 자유롭고 안전한 메커니즘을 만들었다고 해서 불이익을 받을 수 없다.

지난 2년 동안 우리는 아마존의 삼림 벌채율을 절반으로 줄였다. 2024년에만 브라질 경찰은 환경 범죄에 사용된 수억 달러 상당의 자산을 압수했다.

그러나 다른 국가들이 온실가스 배출을 줄이는 데 자신의 역할을 다하지 못한다면 아마존은 여전히 위험에 처할 것이다. 지구 기온 상승은 열대우림을 사바나로 바꾸어 미국 중서부를 포함한 반구 전체의 강우 패턴을 방해할 수 있다.

미국이 브라질과 유지해 온 것과 같이 200년 이상의 관계를 외면하면 모두가 손해를 보게 된다. 두 정부가 공통의 목표를 가진 분야에서 협력하는 것을 막을 수 있는 이념적 차이는 없다.

트럼프 대통령님, 우리는 상호 이익을 가져올 수 있는 모든 협상에 열려 있다.

그러나 브라질의 민주주의와 주권은 테이블 위에 있지 않다.

2017년 유엔 총회 첫 연설에서 "강력한 주권 국가는 서로 다른 가치관, 서로 다른 문화, 서로 다른 꿈을 가진 다양한 국가가 공존할 뿐만 아니라 상호 존중을 바탕으로 공존할 수 있도록 한다"고 말했다.

이것이 내가 브라질과 미국의 관계를 보는 방식이다: 브라질과 미국인의 이익을 위해 서로를 존중하고 협력할 수 있는 두 위대한 국가이다.>

Brazilian President Lula: "Democracy and Sovereignty Are Non-Compromising"

Brazil's President Lula published an op-ed titled "Brazil's Democracy and Sovereignty Are Non-Compromising" in the New York Times on the 14th regarding US President Trump's 50% reciprocal tariff.

President Lula had previously stated in his speech at the United Nations that "a sovereign state allows diverse nations with different values, cultures, and dreams to coexist not only on the basis of mutual respect, but also on the basis of mutual respect."

Quoting this speech, he concluded, "This is how I view the relationship between Brazil and the United States."

The US coffee consumer price index (CPI) rose 21% year-on-year in August, the largest increase in 28 years since 1997. The price of ground coffee sold in US grocery stores also reached a record high of $8.87 per pound. The US Bureau of Labor Statistics (BLS) reported that US consumer prices rose 2.9% year-over-year in August, the largest increase since January.

Household food prices rose 0.6% compared to July, rebounding from a 0.1% decline in June and July. The US relies on imports for most of its coffee, and President Trump announced a 50% tariff on Brazilian coffee in July.

Brazil is the world's largest producer of premium Arabica coffee, supplying approximately one-third of the beans consumed in the US.

The Financial Times reported on the 11th that "Brazilian coffee shipments to the US this year have halved and plummeted by more than 75% in August compared to the same period last year," adding that "supplies from other major producers, such as Vietnam and Colombia, have failed to fill this gap."

The following is the full text of President Lula's op-ed:

I decided to write this essay to foster an open and honest dialogue with the President of the United States.

Through decades of negotiations, first as a union leader and later as president, I learned to listen to all sides and consider all the interests at stake. That's why I carefully considered the Trump administration's proposal to impose a 50% tariff on Brazilian goods.

Bringing back American jobs and reindustrializing the United States is a legitimate motive.

When the United States raised the banner of neoliberalism, Brazil warned of its harmful effects.

Brazil's position is vindicated by the White House finally acknowledging the limitations of the so-called Washington Consensus—a policy prescription of minimal social protections, unrestricted trade liberalization, and general deregulation since the 1990s.

However, relying on unilateral measures against individual countries prescribes the wrong remedy. Multilateralism offers a more equitable and balanced solution.

The tariff increases imposed on Brazil this summer are not only wrong but also illogical. The United States does not have a trade deficit with us and does not impose high tariffs.

Over the past 15 years, the two countries have accumulated a $410 billion surplus in goods and services trade.

Nearly 75% of Brazilian exports to the United States enter duty-free.

Our calculations show that the average effective tariff on US products is only 2.7%. Eight out of ten major products, including oil, aircraft, natural gas, and coal, face zero tariffs.

The lack of economic justification behind these measures clearly reveals the White House's political motivations.

Deputy Secretary of State Christopher Landau reportedly made the same remark to a group of Brazilian business leaders earlier this month who were working to open negotiation channels.

The US government is using tariffs and the Magnitsky Act to punish former President Jair Bolsonaro for orchestrating the failed coup attempt on January 8, 2023, as part of an effort to subvert the popular will expressed at the ballot box. I am proud that on the 11th, Brazil's Supreme Court issued a historic ruling defending our institutions and democratic rule of law.

This was not a "witch hunt." This ruling was the result of procedures carried out in accordance with Brazil's 1988 Constitution, which was enacted after a 20-year struggle against military dictatorship.

Following months of investigation, a plot to assassinate me was uncovered.

Authorities also discovered a draft decree that would effectively nullify the results of the 2022 elections.

The Trump administration has accused the Brazilian judicial system of targeting and censoring American technology companies.

This claim is false.

All digital platforms, domestic or foreign, are subject to the same laws in Brazil. Calling it regulatory censorship is dishonest, especially when protecting our families from fraud, disinformation, and hate speech is at stake.

The internet cannot be a lawless den of freedom, where pedophiles and abusers can prey on our children and youth. The administration's allegations of unfair practices in digital trade and electronic payment services and failure to enforce environmental laws in Brazil are equally unfounded.

Unlike the unfairness to American financial institutions, Brazil's digital payment system, known as PIX, has enabled financial inclusion for millions of citizens and businesses.

We cannot be penalized for creating a fast, free, and secure mechanism to facilitate transactions and stimulate the economy.

Over the past two years, we have halved the deforestation rate in the Amazon. In 2024 alone, Brazilian police seized hundreds of millions of dollars worth of assets used in environmental crimes.

However, if other countries fail to do their part to reduce greenhouse gas emissions, the Amazon will remain at risk. Rising global temperatures could transform rainforests into savannas, disrupting rainfall patterns across the hemisphere, including the U.S. Midwest.

If the United States turns a blind eye to a 200-year-old relationship with Brazil, as it has, everyone loses. There are no ideological differences that should prevent our two governments from cooperating in areas where they share common goals. Mr. Trump, we are open to any negotiation that can bring mutual benefit.

But Brazil's democracy and sovereignty are not on the table.

In his first address to the UN General Assembly in 2017, he said, "Strong, sovereign states allow diverse nations with different values, different cultures, and different dreams to not only coexist, but to coexist based on mutual respect."

This is how I see the relationship between Brazil and the United States: two great nations that can respect and cooperate for the benefit of both Brazilians and Americans.
