미국이 북핵에 대해 집단안보로 접근하며 공화당 트럼프 체제의 ‘자본주의화 전략’은 파기한 것으로 보인다.
네드 프라이스 미 국무부 대변인은 14일 북한에 대해 “한국, 일본 등 인도태평양 지역의 동맹들, 파트너들과 활발한 외교를 펼치고 있다”며 “북한의 핵무기와 탄도미사일은 집단안보에 대한 위협으로, 미국은 전 세계 동맹, 파트너들과 이 문제를 계속 협의하고 있다”고 밝혔다고 미국의소리(VOA)가 보도했다.
트럼프 행정부의 폼페이오 국무장관은 트럼프 행정부 당시 김정은 북한 국무위원장에 세계은행 가입을 직접 제안했다고 VOA가 16일 공개했다.

비건 전 특사는 당시 김 위원장이 “세계은행이 무엇이냐”고 답했다며, 김 북 위원장에 대해“그 답을 결코 잊지 못할 것이다. 이는 우리가 여기에서 해야 할 일이 많다는 메시지를 던져줬다. 현실의 벽을 뛰어넘기는 힘들었던 것 같다”며 “결국 ‘경제적으로 밝은 미래’라는 개념은 미국에 매력적인 제안이었을 뿐 전체주의적 독재 왕조인 북한에는 그렇지 않았던 것 같다”고 밝혀, 문재인 정부와 공동 추진한 ‘북한 경제 밝은 미래 전략’이 2차대전 종전후 자본주의 개조 국가에 적용했던 ‘세계은행 체제 편입’임을 확인했다.
조총련 기관지 ‘조선신보’ 김지영 편집국장은 16일 “2019년 6월 김정은 북 위원장은 판문점에서 트럼프 대통령을 만났을 때 트럼프 대통령이 경제 지원을 언급하며 추가 비핵화 조치를 요구하자 ‘화려한 변신과 급속한 경제발전의 꿈을 이루기 위해 우리의 제도와 인민의 안전과 미래를 아무런 담보도 없는 제재 해제와 바꿀 생각은 없다’고 대미 강경 자세를 드러냈다”고 동아시아시민연대 심포지엄에서 밝혔다.
김 국장은 이날 김여정 노동당 부부장의 증언을 인용해 이같이 말하며, "미국이 우리에게 강요해온 고통이 미국에 대한 증오로 변했다"며, 김 위원장이 판문점에서 "우리들은 이 증오에 의해 미국 주도의 제재 봉쇄를 타파하고 자력으로 살아나가겠다"고 말했다고 전했다.
김 국장은 이어 종전선언과 관련 "조선은 싱가포르 공동선언의 이행 노력이 중단된 시점에서 정치 선언에 불과한 종전 선언을 채택하는 것은 조선반도 정세 안정에 전혀 도움이 되지 않으며, 미국의 적대시 정책을 은폐하기 위한 연막으로 잘못 이용될 수 있다고 판단했다"고 밝히고, "2018년에는 조선도 종전선언의 필요성과 의의에 공감해 그것을 달성하려고 했다"며 "그때(북-미 싱가포르 정상회담) 김정은 위원장이 트럼프 대통령에게 '새로운 조-미 관계의 수립'을 종전선언으로부터 시작할 것을 제기했으나, 그 전제는 벌써 무너지고 말았다"고 말했다.
김정은 위원장은 9월 29일 최고인민회의 시정연설에서 "불신과 대결의 불씨로 되고 있는 요인들을 그대로 두고서는 종전을 선언한다 해도 적대적인 행위들이 계속될 것"이라며 "서로에 대한 존중이 보장되고 타방에 대한 편견적인 시각과 불공정한 이중적인 태도, 적대시 관점과 정책들부터 먼저 철회돼야 한다"고 밝혔다.
