10. 전쟁을 없앨 수 있을까?
전쟁 없이 살 수 있도록 세상을 설득할 수 있을까? 전쟁은 6천 년 동안 이어진 오래된 제도다. 전쟁은 항상 부도덕했고 어리석었지만, 인류는 전쟁을 치르며 살 수밖에 없었다. 새로운 무기의 발명은 이를 바꾸어놓았다. 사람이 전쟁을 폐지하지 않으면 전쟁이 인류를 파괴할 것이다. 지금은 핵무기가 가장 위험한 무기이지만, 머지않아 세균 무기나 화학 무기가 더 큰 위협이 될 것이다. 핵무기 폐기로 안전이 보장된다고 해서 일이 끝나는 건 아니다. 확실하게 전쟁을 버리기 전까지 전쟁의 위험에서 벗어날 수 없다. 전쟁을 끝내기 위해서는 국가 간의 문제를 대량 살상으로 승리를 결정하는 무력 경쟁이 아닌 법의 원칙에 따라 중재하는 새로운 방법으로 해결하도록 인류를 설득해야 한다. 오랫동안 굳어진 의식의 관습을 쉽게 바꿀 수는 없겠지만, 반드시 해야 한다.

10 CAN WAR BE ABOLISHED?
Is it possible to induce mankind to live without war? War is an ancient institution which has existed for at least six thousand years. It was always wicked and usually foolish, but in the past the human race managed to live with it. Modern ingenuity has changed this. Either Man will abolish war, or war will abolish Man. For the present, it is nuclear weapons that cause the gravest danger, but bacteriological or chemical weapons may, before long, offer an even greater threat. If we secure the abolition of nuclear weapons, our work will not be done. It will never be done until we have secured abolition of war. To secure this, we need to persuade mankind to look upon international questions in a new way, not as contests of force, in which the victory goes to the side which is most skillful in massacre, but by arbitration in accordance with the principles of law. It is not easy to change age-long mental habits, but this is what must be attempted.
