윤석열 이재명 체제 공조로 ‘행정명령 통치’ 확대에 의한 의대정원 전략을 김윤 민주당 비례대표 후보가 제시했다.

민주당의 비례 정당에 당선권으로 등록된 김윤 교수(의료관리)는 22일 언론에 "2025학년도 정원은 정부가 확정했으니, 2026학년도 정원부터 의대 정원 조정위원회를 의료개혁특위 안에 둬서 검토를 하고 사회적 합의를 하는 대신 의사들은 파업을 풀고 돌아와야 한다"고 윤석열 체제의 행정명령 강화 통치 인정을 요구했다.

국가검진 강화 체제에 의한 의료산업 확장을 주장해 온 김 교수는 이재명 체제에서 민주당 계열 국회의원 진출을 확정했고, 이번 의료계의 윤석열 체제 충돌 쟁점인 의료산업 확장 반대에 의한 파업 충돌에서 정부안에 공조해 의대 정원 확대를 요구해왔다.

김 교수의 중재안은 ‘정부주도 정원 확대 정책 확정’에서 ‘차기 연도에 조정 참여 위해 파업 우선 철회’라서 윤석열 체제의 강화 전략으로 보인다.

김 교수는 “격차 메우려면 기본적으로 지역 의사 수를 많이 늘려야 한다”고 공급우위에서 강경보수 전략으로 “협의체에서 예산지원, 정부에는 비판 감시”로 권한 제한을 오마이뉴스에 공개 발표했고, 이 대표는 앞서 "말로 할걸 주먹으로 한다"고 밝혔다.

이재명 체제는 이번 총선 초기에 파업 사태가 벌어진 의사 집단 항의 사태에 정부의 ‘행정명령에 의한 입법부 무력화’의 강경보수에 공조하면서 김 교수를 비례대표로 영입했다.

더불어민주연합 비례대표 국회의원 후보인 김 교수는 이날 국회 기자회견에서 "강대강 대치로 인한 파국을 막고 국민이 원하는 의료개혁을 추진하기 위해서는 '민·의·당·정 의료개혁 4자협의체' 구성이 필요하다"며 "국민을 위한 의료개혁은 부족한 의사를 늘려 무너진 지역의료와 필수의료, 국가가 책임지는 공공의료를 바로 세우는 것이고, 정부는 의사들에 대한 강압적인 법적 처분, 강대강 대치를 중단하고 의사들이 대화의 장으로 나올 수 있도록 포용적인 모습을 보여달라"고 밝혔다. 

더불어민주연합은 이날 의료개혁특별위원회 출범식에서 상임공동위원장에 김윤·임미애·전종덕·허소영 더불어민주연합 비례대표 후보를 발표했다.

이 대표는 이날 충남 서산 유세에서 "민주당이 독자적으로 151석을 할 수 있도록 반드시 힘을 모아달라"면서 "민주당의 연합은 더불어민주연합"이라고 밝혔다.

전공의 집단 사직은 윤석열 체제의 행정명령 강화 전략에서 법률이 아닌 행정명령으로 ‘업무유지’와 ‘면허정지’의 동시 강행으로 충돌이 장기화되고 있다. 

의료법은 제2조(의료인)에서 <“의료인”이란 보건복지부장관의 면허를 받은 의사>로 명시해 법률적 지위로 행정부와 대등한 관계이다. 

김 교수는 ‘오마이뉴스’에 “증원은 이미 이뤄진 일이다. 대학에 정원이 배분됐다. 돌이킬 수 없다”며 “대한전공의협의회나 전국의대교수협의는 노동조합이 아니라는 이유로 노조법 적용을 받지 않고 있다. 하지만 어떤 노조보다도 집단행동에 높은 참여율을 보이면서 실질적으로 파업을 벌이지 않나. 명확히 의사들이 필수유지 업무를 유지하도록 법에 명문화할 필요가 있다”고 밝혔다.kimjc00@hanmail.net

Professor Kim, who has been advocating for the expansion of the medical industry through a strengthened national checkup system, confirmed his entry into the Democratic Party's National Assembly under the Lee Jae-myeong administration, and cooperated with the government in the strike due to opposition to the expansion of the medical industry, which was a contentious issue in the medical world's conflict with the Yoon Seok-yeol regime, to increase the number of medical school seats. There have been calls for expansion.

Professor Kim’s mediation plan appears to be a strategy to strengthen Yoon Seok-yeol’s regime because it goes from ‘confirming the government-led quota expansion policy’ to ‘withdrawing the strike to participate in mediation in the next year.’

Professor Kim said, “To fill the gap, we need to increase the number of local doctors by a large amount,” and publicly announced to OhmyNews that he would limit his authority by “supporting the budget through consultation and monitoring criticism of the government” with a hard-line conservative strategy based on supply dominance. Representative Lee previously said, “What I say with words, I say with my fists.”

Lee Jae-myeong's regime recruited Professor Kim as a proportional representative while collaborating with the hard-line conservatives of the government's 'neutralization of the legislative branch by executive order' in the early days of this general election during the protest by a group of doctors who went on strike.

Professor Kim, a candidate for the Proportional Representative National Assembly of the Democratic Alliance, said at a press conference at the National Assembly on this day, "In order to prevent a catastrophe caused by a confrontation between the rivers and rivers and promote the medical reform desired by the people, it is necessary to form a 'four-party consultative body for medical reform between the people, the party, and the government.' “Medical reform for the people is necessary,” he said. “Medical reform for the people is to increase the number of insufficient doctors and reestablish the collapsed local medical care, essential medical care, and public medical care for which the state is responsible. At the inauguration ceremony of the Special Committee on Medical Reform, the Democratic Alliance for Democracy announced Kim Yun, Lim Mi-ae, Jeon Jong-deok, and Heo So-young as proportional representation candidates for the standing co-chairs.

At a campaign rally in Seosan, South Chungcheong Province, Representative Lee said, “Please make sure to join forces so that the Democratic Party can win 151 seats on its own,” and added, “The Democratic Party’s coalition is the Democratic Alliance.”

The mass resignation of medical residents is prolonging the conflict as ‘business maintenance’ and ‘license suspension’ are enforced through administrative orders rather than laws in the Yoon Seok-yeol regime’s strategy of strengthening administrative orders.

The Medical Service Act stipulates in Article 2 (Medical Persons) that <“Medical Person” means a doctor licensed by the Minister of Health and Welfare>, so that they have an equal legal status with the executive branch.

Professor Kim told ‘Oh My News’, “The increase in troops has already occurred. Seats have been allocated to universities. “It cannot be undone,” he said. “The Korean Association of Medical Residents and the National Association of Medical School Professors are not subject to the union law because they are not labor unions. However, they actually go on strike, showing a higher participation rate in collective action than any other union. “There is a need to clearly stipulate in the law that doctors must maintain essential duties,” he said.
